approval. for SDR 91-0008
Dear Mr. Green:
I am writing to you today for two reasons. First, to remind you of the
conditions of approval for Site Development Review SDR 91-0008. Second, to
notify you of the Traffic Impact Fee (TIF) for this project.
Prior to obtaining a building permit certain conditions of approval for SDR 91-
0008 must be satisfied. If you have not read or are unaware of these conditions,
please refer to page 6 of the SDR 91-0008 Notice of Decision for details. If you
have any questions or do not have a copy of SDR 91-0008 please contact me right
away so we can avoid any unnecessary delay.
The TIF for the proposed building is $28,446.00. This amount is due and payable,
along with all other applicable fees and charges, when you pick up the building
permit unless you choose to 1) defer payment to occupancy or 2) submit an
application for payment of the TIF through an installment plan. If you defer
payment of the TIF to occupancy this will be noted on the building permit and
ocupanr_y will not be granted until the fee is paid in full.

You may choose to finance payment of the TIF through the City's Finance
Department. If this is the option you prefer you must advise the person who
issues the building permit of your intent and request an application for.
financing. If you would like additional information regarding the TIF financing
program please call me.
Please note that you may appeal the discretionary decisions made in determining
the appropriate land use category and the amount of the fee based on that
category. A notice of appeal must be filed in accordance with Community
Development Code Sections 18.32.290 and 18.32.370 and received by the City of
Tigard Recorder no later than 3:30 p.m. on October 3, 1991. Appeals are heard
by the Washington County Hearings Officer. No occupancy permits can be issued
while the project is under appeal.

An requeated by Mike Maloney, I have checked on the requirements for
erosion control at the Durham Site. (Since this is a closed drainage area,
the current work is not subject to the requirements of the Washington
County Erosion Control Plan. As long as the runoff from your currant work
IS flowing into the pond on the Durham Property, erosion control will not i
be required.
If for some reason, the runoff will be leaving the Durham Property and
will be flowing into the Tualatin River Watershed, the requirements of the
Erosion Control Plan w1.11 govern. Addttionallyr we would appreciate your
efforts in seeing that the construction related traffic does not track
dirt, mud and debris onto the adjacent streots.

Dear Mr. Ki3roch,
The plans for the above project have been reviewed, and are approved subject to
i
the following:
o The fill permit must be issued simisltaneously with the street opening permit
required for the alteration to public sewer manholes. Please contact John
Hagman, Engineering Division if you have any questions regarding the street
opening permit.
o Prior to the placement of any fill, all required erosion control methods
shall be in place. This includes: 1
- Installation of a gravel driveway.
- Installation of a silt barrier.
The silt barrier shall remain in place until the fill area has been
provided with permanent ground cover (i.e, Bark duet, grass, or other
landscaping). Permanent ground cover shall be installed immediately after
completion of grading.
o Streets shall be kept clear of dirt and debris at all times.
o During dry periods, dust control shall be provided.
o No fill shall be placed so as to chancie direction, block or hinder the
natural drainage from adjacent property.
o The slope of any fill shall not exceed 2 horizontal to 1 vertical.
o In order to place a structure on any fill, a report prepared by a qualified
individual (i.e, Registered Soil EngineElr), that confirms the soil bearing
capability shall be submitted to the Building Division.
o The City shall be contacted for an inspection of%

- The completed fill, after final grading.

Enclosed are drawings indicating the proposed grades and limits of fill for the
subject project. Please note that erosion control measures to be implemented
during placement of the fill are included on the drawings.
We understand from PacTrust, our client, that they intend to import approximately
100,000 cubic yards of fill material from projects in the area. We understand
that placement of the fill will be supervised by their geotechnical consultant,
Northwest Testing Labs. We request that the enclosed drawings be reviewed and
a permit issued for placement of the fill .
