has been agreed that the building will be fitted with a complete smoke
detection/fire alarm system which is tied in to an appr.rved central
station.
(ref: Sec. 106, 503 and 5C 5 U.B.C. ; also Section VII of Ordinance 83-1
of Washington County Fire District No. 1 )
2. Fire Resistive Construc_ ,on: Due to the area of the building and the
class of occupancy which it will house, one-huur fire resistive construction
triroughout is required. The ceiling/floor assembly which separates the
first story from the second story will not qualify for a one-hour fire
resistance rating.
Where light wood frame trusses of the Truss Joist Corp. brand are employed,
a minimum of two layers of one-half inch Type X gypsum plasterboard must be
applied to the bottom chord of the trusses. Where light wood frame trusses
of an alternate brand are employed, two layers of 5/8" Typ- X gypsum plaster-
board attached to the bottom chord of the trusses is pre,eribed. For
specific information relating to the assembly as referred to herein, please
refer to National Research Board Reports Nos. 148 and 200 which are available
from this office upon request. --- ---�

3. Draft Stop: In the void space formed by the first story ceiling and the
second story floor, draft stops must be provided to subdivide the area into
sections of not greater than 1 ,000 sq. `t. with the horizontal dimension
between draft stops of not to exceed 60 ft.
These draft stops may be composed of one-half inch thick gypsum plasterboard
3/8" plywood or other materials of equivalent fire re0 stance which are
adequately supported.

4. Fire Stopping: In addition to the fire stopping prescribed in Section 6100-4,
line 35, of the specifications , fire stopping must be provided along and in
line with the run of each stairway in adjacent wood fram,_d walls and partitions.,
and in the case of double stud walls and partitions, vertical fire stopping
must, be provided at ten foot horizontal intervals.
Penetrations made in this prescrihed fire stopping to accommodate wiring,
plumbing, duct work and similar utility runs must be packed, following the
installation of said utility runs , in a manner which will effectively maintain
the integrity of the fire stopping and cut ofr all concealed draft openings
which could afford a passage for flame.

5. Buildinc3 Insulation: All insulation e.ep.osed in the attic, that is , not ir►
substantial contact with the upper :uriace of a ceiling, including vapor
barriers and breather papers , must have a flame spread rating of not to excQed
25 and a smoke development classification of not more than 450 as measured on
the Steiner Tunnel Test Scale referred to as U.B.C. Standard No. 42-1.

Doors: Door assemblies designated as 4, 5, 7 and 10 (specified as 20 minute
fire rated) which open on to the public corridor must be self-closing and
latching and be fitted with gaskets where the doors meet the stops on both
sides and across the top. In the case of door assembly #10, in order to
make it "smoke tight", astragals must be )rovided and each assembly must be
fitted with coordinator, to assure complete closure of the opening to form
a smoke-tight seal .
Door assemblies as indicated by nos. 7, 8, 9, 10, 12 and 13 indicate than the
leaves will be two foot six inches in width. This is not permitted. That is,
when any door leaf is opened, the net opening provided must be not less than

All hinged doors, as contrasted with roll-down door as,embly no. 15, not fitted
with panic hardware must nevertheless be openable from the inside at all times
for immediate exit without the use of a key, special knowledge or effort.
Generally speaking, the use of edge bolts , flush bolts and similar restraining
devices on pairs of doors is prohibited. However, in the cast- of door assemblies
designated by the number 14, which serve only storage rooms, Le "inactive" leaf
may be fitted with edge bolts if there is no visible hardwar( on the door assembly
when both leaves are in the closed position. The "active" 1,,af must be opened
by means of turning a door knob.

7. Occupancy Separations: The roll down fire door assembly designated by no. 1.5
must automatically self-close. It may be activated by a single fusible link
in the opening incorporated into the closing mechanism.
(ref: Sec. 4306 U.B.C. )
8. Kitchen Ventilation: In the kitchen if commercial deep fat fryers, broilers,
fry griddles, steam jacketed kettles, hot top ranges and similar vaporized
grease-producing appliances are installed, the kitchen must be equipped with a
"Type I" conriercial hood, exhP.,ist and makeup air system with automatic fire
extinguishing system to cover the duct system, grease removal devices, the
hood and cooking appliances below the hood. Complete shop drawings therefor
must be submitted to and approved by a representative of this office.

9. Heating, Ventilation and Air Conditionin�c : The submitted plans contained no
provisions for an HVAC system. Prior to the installation of any HVAC equipment
and its attendant duct work, complete mechanical system plans must be submitted
to and approved by a repreFentative of this office.

10. Exit Signs, EmerqenLcy and Exit Illumination: In addition to the normal building
illurnination system, an emergency power supply must be provided which will
operate automatically and immediately upon failure of the normal public utility
power source. This automatic power supply must illuminate the ways of exit arid
the exit signs which are shown on the drawings. It must be sufficient to pro-
vide illumination of all exit ways to a value of not less than one foot candle
measured at the floor.
The exit signs must be illuminated by two electric lamps which will provide an
intensity of illumination on the face of the exit sign, in each instance, to a
value of not less than 5.0 foot candles. The word "exit" must be spelled out
in letters not less than 6 inches in height with the principal strokes being
not less than 3/4" in width.

11. Occu ant _Load: The floor area of the sanctuary/gymnasium will accommoCate a
maximum occupant load of 640 when used for worship services. When employed as
a gymnasium the maximum permitted occupant load is 300. The occupant load for
both functions must be posted in a readily visible location in the proximity of
the main entrance/exit doors to the sanctuary/gymnasium room. The posting
placards will be furnished by this office.

12. Decorative Furnishings: All drapes, curtains , tapestries and similar accouter-
m2nts must be composed of non-comhustible material or must be rendered and main-
tained in a "flameproof" condition.

13. Retention of Plans: One set of approved_klans bearing the stamps of the Tigard
(iuilding Department and this office must be maintained on the project site
throughout all phases of construction and (,iust be made available to building and

The above-antitled matter came before the Hearings Officer at
the regularly scheduled meeting of February 28 , 1985 , at the Durham
Waste Treatment Plant, in Tigard, Oregon; and
-_he applicant requests a conditional use permit to construct
a multi-purpose building as part of an existing church facility
on property zoned R- 7 (PD) located at 12930 SW Scholl.s Ferry Road,
City of Tigard, County of Washington, State of Oregon, property
more specifically described as 1S1 33AD, Tax Lot 2100; and
The Hearings Officer conducted a public hearing on February 28 ,
1985, at which time testimony, evidence, and the Planning Department
Staff Report were received; crud.'
The Hearings Officer adopts the findings of '-act and conclusions
conta' ned in the Staff Report, a copy of which is attached hereto,
marked "Exhibit A" and incorporated by reference herein;
NOW THEREFORE IT IS HERFRY ORDERED THAT CU 3-84 is approved
subject �o the following conditions:
1. Unless otherwise noted, all conditions shall be met prior
to issuance of building and sewer connection permits, except that
applicant may pos: a bond satisfactory to the city engineer, guaranteeing
performance of these conditions so contruction may commence before
these conditions have been completed.

2 . Standard half-street improvements including sidewalk, bike
path, curb, streetlights, driveway apron, storm drainage and utilities
(delete inapplicable items) shall bna installed airing the S'% Scholl.s
Ferry Road Frontage, extending westerly 135 M/L from the ea.,t
boundary of said tract to the western boundary of the eastern-most
driveway serving said tract. Said improvements along SW Schol.ls Ferry
Road Frontage shall be built to major arterial standards and conform
to the alignment of Existing adjacent improvements, subject to the City
and State Engineer' s review and approval . It is the intent of the
City that development shall match the level of improvements presently
existing along the Summer_ Lake property nearby.
3. Five (5) sets of plan-profile public improvement constiu(:tion
plans and one (1) itemized construction cost estimate , stamped by a
Registered Profession, l. Civil Engineer, detailing all proposed public
improvements shall bu cubinitted to the Engineerinq Section for approval .
4 . Construction of proposed public improvements shall not commence
until after the City Engineering Sr-crion and State Highway Division has
issued approved public improvement plans . Further, the State Highway
Division will require postin3 cf a .l3n% Performance Bond, the payment
of a permit fee and the execution of a street opening permit or
construction aureement prior to, u r concurrently with the issuance of
an approved public imp: uvement plan.
5. Additional right-of-way shall be de-:?i.cated to the Public
along the SW Scholls Ferry Road frontage to increase the right-of-way
to 40 feet from centerline. The description for said dedication shall
be tied to the existing right-oaf-way centerline as established by the
State highway Division. The dejdication Jocument shall be o;. City forms
and approved b the Engineering` Section. Dedication forms an0
instructions are enclosed _
6. A revised site plan - shall be submitted for Planning Director
approval with the following changes :
a. The parking lot design shall be shown with a minimum of 47
paved parking spaces including one handicapped space. The
parking lot design shall. be consistent with Chapter. 18 . 106
of the Code.
b. Four bicycle rack spaces shall be located rear building
entrances. Bicycle rack design shall also be submitted
for approval .
C. Landscaping in accordance with C1apte.r 18 . 100 of the Code

Confirming our telephone conversations of February 20 regarding the con-
struction of the proposed multi-purpose building, we understand that due
to the lack of yards on more than one side the desired design will make
the building roughly 1 ,150 square feet in excess of that ,-',ich is permitted
for the construction of which it will be composed; i .e. V-1 hour construc-
tion. As a compensatory factor to permit a variance in the allowable area
You propose to install throughout the entire building, a complete and
electrically-supervised Smoke detection/fire alarm System which will be
either tied into the fire alarm center of Washington County Fire District
No. 1 or to a central station approved by this office.
Your proposal has been discussed with Mr. Brad Roast of the Tigard Building

Progress Bible Church has conta.ct2d us with regard to
negotiating a sewer ti^ok-up fee. to permit the Church to
gain dccess to the trunk line constructed by Wedgewood
Homes/Amara Develc,pment. The cost recovery aqreement
concerning the Schools Trunk Sewer entered into between
the parties is vague on the issue of non-residential
hook-ups.
It is our. opinion that a two-unit hookup fee of $720 .00
should be charged to the church, to be reimbursed to
Wedgewood Homes and Amart as :-,p-cified in the agreement.
