Quin Arave and Mr. Sp+)neer Arave today to discuss the fill that was placed on Mr. Quin Arave's lot. 1K.r. Arave said that the reason he placed the fill was to divert the flew of water away from his property which changed when the developer of. the Capstone Subdivision fi.11ed in an overflow channel in the access walkway to the Sewer manhole. Mr . Arave said that the overflow channel was the original path of the creek in that area ior years (before the beaver dam at 1.21st created the lake) . I told Mr. Arave that because his fill was placed in the 100 year flood plain, it would need to be removed. he Said he did not object to removal of hies fill, however, he said if he had to remove his fill the developer should be required to do th'a same. We agreed. We told Mr. Arave that we would need to find proof that there was an overflow channel, and that it had been removed by the developer. 8-11-92 Chris and I found a 1989 orthophoto map that clearly shows a channel in the access walk.
