Dear Brad:
Charlotte Tice, Administrator, Summerfield Civic Association,
has requested that I submit a modification for the subject fill
permit. I have represented the association on this project.
The initial permit was revised to allow a full extension of
the 36-inch drain line to connect to the lake drain.
Now, in lieu of installing a catch basin in the middle of the
fill, the contractor has agreed to install more fill material so
that the entire area can be drained into the lake. (See attached
drawing) . The fill material is on site and ready to be graded.
To obtain the necessary sl( pe for drainage it has been proposed
that a beam be formed at the edge of the fill, parallel with the
street (SW Durham Road) . This term will also provide a noise
barrier from the traffic on Durnant Road.
The change creates a small drainage problem on adjacent prop-
erty to the west, Brookside Apartments. The natural drainage from
the lawn will be hindered and a catch basin must be installed.
Only a small amount of water drains from this area. The catch basin
will be located on private property where there is no vehicular
traffic. It is requested that a JIFF-E Catch Basin be authorized
in this case. ]'t will drain into an existing 18-inch corrugated
steel pipeline. (See attached information on a JIFF-E Catch Basin) .
The grate will be 12" x 12" . A representative of the owner has
approved this solution to the problem.
Please advise Ms Tice if this modification i.3 approved.. A
preliminary telephonic approval would be appreciated. 7'he contractor
desires to finish the project this week, prior to any rainy weather.

The plans for the above project have been ••eviewed and approved subject to the
following: I`
1. The fill permit must be issued si.multaineously with the Engineering Depart-
ment permit, required for the additioial storm drain pipe and manhole.
Mr. John. Hagman (Engineering Dept. ) is reviewing the plans for that permit.
2. Prior to tl�e placement of any fill, all required erosion control methods
shall be in ?lace. This includes:
•- Inr+tallation of a gravel driveway.
- *-Installation of a silt barrier.
See attached drawing for examples.
The silt barrie. shall remain in place until the fill area has been
provided with permanent ground cover (1.e, Ba• k dust, grass, or other
landscaping) .
3. Streets shall be kept clear of dirt and debris at all times.
4. During dry periods, dust control shall be provided.
5. No fill shall be placed so as to change direction, block or hinder the
natural. drainage from adjacent property.
6. The slope of any fill shall. not exceed 2 horizontal to 1 vertical.
7. In orde o place a structure on any fill, a report prepared by a qualified
individuei (i.e, Registered Soil Engineer), that confirms the soil bearing
ca- P")ility shall be submitted to the Building Division.
S. The City shall be contacted for an inspection of:
•- The erosion control prior to start of fill.
-- The complet-ed fill , after. final grading.
- The completed pe.-:.wanent erosion control measures (i.e, seeding, ground

Dear Mr.Hatch:
The Board of Directors of the Summerfield Civic Association met last week to discuss a proposal
to dump fill dirt in the de,ressed area near S.W. 109th and Durham Eoad. You have met with our
representative, Bob Santee,,and have discussed the situation.
We have arrived at an understand'uig of the work that has to be accomplished to meet your needs of
disposing of excess dirt, and to meet the needs of the Civic Association to make better trse of this
area. Also,the Association desires to continue construction of thy:brick wall at sonic futurc date.
Following is a listing of requirements:
1. Clear and grub existing are.n where fill dirt will be dumped, saving this top soil to be
redistributed after frl:ing and grading.
2. Provide and install 16' high manhole as indicated with connectio is to incoming drain
lines. ('D.is is an estimated height. Manhole r:ovcr shall be the same height a;new sidewalk).
3. Provide and install 80 lineal feet of approved 36 inch drain line from manhole,
northerly, to open ditch.
4. Change and reinstall 20 feet of existing 6" PVC drain pipe to meet at open ditch at end
of 36"pipe. A 22 1/2 degree 6"bend will he required.
5. Dig open ditch large enough to dump 24 yards of riprap(4"diameter and above)at open
end of ditch. Distribute so that water will drain in a steady downhill flow.
6. Fill area with dirt to the new sidewalk level until a 2:1 slope can be provided to the open
end of the ditch. Asphaltic concrete is not to be used as fill.
7. Coritpact all soil to 90%density.
8. Grade and smooth the rinished area and reestablish the cyclone fence.
Bob Santee, 620-2220, with assistance from Rick Sullivan, 620-0402, has been designated
as the official association inspector on the job. Please refer any questions about construction to
him.
