My personal observation of several functions at the Kelly Center is that the existing Toilet Room facilities are more than adequate and never over taxed due in part to the fact that: a. ) the users typically live close by (and can choose to "wait" until. they get home ) , b. ) the functions are short, and c . ) other facilities ( in the church and school ) are available. 4. These toilet rooms were originally sized for an anticipated gymnasium addition which might have resulted in a much greater assembly occupant load. 5. The classrooms are typically used during the weekdays while the Kelly Center is typically used during the weekends. Although it is possible that a small. meeting might be held in one half while the other half is fully occupied, the total occupant load would never exceed that serviced by the existin4 fixtures . Further, as evidenced by the plan attached, a new corridor to the existing toilet rooms is proposed to prohibit students from entering the closed Kelly Center . This additional access (and then also a required exit ) would not be required if the Kelly Center were to be open . CONCLUSION: I hope you will find that under thase circumstances the existing toilet room facilites will suffice in meeting the intended requirements of the U.D.C. First, in reviewing your submittal and after conducting a field survey, it is apparent that the receiving downstream drainage facility (crossing S.W. Johnson St. , at mid-point, and running northeasterly to Fanno Creek) is inadequate. Further, said facility is not even a public drain line. Secondly, it is also apparent that any addition of hard surface (roof, asphaltic concrete, etc. ) on the St. Anthony tract will contribite to the aformentioned problem. That is, unless "additional runoff" created by the installation of structures is directed away from the problem storm line. We have physically confirmed that it is feasible to install a private drain line from the "new addition" to the public line in S.W. Grant Avenue. Installation thereof would minimize the adverse impact of run- off as stated above. Therefore, recognizing that the "new building" has already been constructed, we are recommending that such installation be done prior to issuance of a permanent occupancy permit. Subsurface Exploration In order to ascertain soil conditions , er 3 test_ boringT—s were made using a truck-mounted solid-stem P l auger. Boring locations are shown in Fth"of, l �t ac a d. atS5mpes l were taken at 2. 5-ft intervals to a dee . intervals thereafter in conjunction with the Standard Penetra- tion Test. The Standard Penetration, Test is performed by ing a 2-in. O.D. iv- split-spoon sampler .into the undisturbed for- mation at the bottom of the boring with repeated blows of a 140-1b pin-guided hammer falling 30-inches. The number of blows required to drive the sampler a given distance is a measure of the soil consistency. Samples were identified in the field, plat?d in sealed containers and transported to the laboratory for further classification and testing . Laboratory Tests Laboratory tests were performed on representa- tiv- tee Samples. (These in _-lude natural water content, Atterberg Limits , and particle sire distribution. Results of tests are Summarized in Table 1 , ettached. Soils ane Geology Sclils within the project area consist of an -T-- raln+' se �ments ( silts and sands) found throughout the tine-g H.D.V. , Architects -�_ August 17 , 1981 Page 2 Willamette and Tualatin Valleys (Willamette Silt ) . These are underlain by fine-grained soils of the (Pliocene) Troutdale For- mation. The Troutdale Formation is known to extend for several hundred: of feet in depth. Spec; fic units encountered are described briefly as follows: 1 . An upper unit of very stiff to hard gray brown sandy silt was encountered throughout the site, to a depth of 6 inches to 2 feet. This material was interpreted to consist of fill derived from previcu3 site grading operations. 2. The underlying un:i.t consists of a gray-brown silty fine to medium sand in a moderately loose to moderately dense state. It extends to an average depth of 18 feet . 3 . The lowermost unit encountered is a moderately loose gray medium sand. The explorations bottomed in the unit , at a maximum explored depth of 21 . 5 feet . Legs of test borings have been combined with topographic infor- mation L. form two geologic cross-sections ; these are presented in Figures 2 and 3, attached. Groundwater Groundwater was encountered in all explorations at a depth of 10 feet. We anticipate that the groundwater table may rise to or near the (!xisting ground surface during months of peak runoff. Proposed Construction We understand that plans for the develop- mentiw ll probably call for a one-story frame structure 60 by 120 ft in plan dimension, with full basement below finished grade. Conclusions and Recommendations On the hasi.s of our studies at tt is site, we draw the follo� ly ng principal conclusions : 1 . The basement structure (or building without a basement) may be supported on the native silt/sand soils using con- ventional spread footings . Spread footings may be designed for contact pressures of 2500 psf, with a minimum footing width of 16-in. 2 . Settlement of spread footings will take place because of ( 1 ) compression of the underlying soil structure under the applied load, and ( 2) recompression of any soil layers disturbed during the foundation preparation.
