Dear Mrs. Neal:
I contacted the State Builders Board, September 27, 1984, inquiring as to the
statue of the case against Mr. Mark Greenless (please see attached letter).
Mr. Craig Smith with the Builders Board infor_:ed me the only action taken
against M=. Greenless was a signed affidavit he would discontinue, advertising
as, or conducting business as a builder %1thout obtaining his buildere
registration.
As for your tecoupping any losses from Mr. eenless, it might only be
possible by bringing suit against him.
I am returning your receipt and news article. It is regrettable but there is
nothing more the State or City can do for you In this matter.

Dear Mr. Lifschutz:
I wish to bring to your attention sn apparent violation of the builder
registration law (ORS 701.055).
On August 7, 1984, a Mrs. Christine M. Neal. (8940 SW McDonald St.) contacted
this office questioning the need for a building permit for work done on her
home. Because it was difficult to determine over the phone, I made a
inspection of the premise.
It was evident a complete addition was under construction, which would require
a building permit, plans, inspections, etc- . .
Upon further inspection of the construction, I found little that was in
compliance with the State Building Code. For example:
I. No foundation system has been provided.
2. Untreated wood in contact with earth.
3. Studding supporting floor spaced 3 ft. O.C.
4. "Wafer:-board" particle board sub-siding used for structural
sub-flooring.
Mrs. Neel stated she hirer; a Mr. Mark Greenlees who advertised in a local
newspap?r fer carpentry work (Please see attached documents), to construct the
addition. He has been paid a fee of $12.50 per hour for his time. 1 believe
this constitutes undertaking work as a builder.
In a telephone conversation with Mr. Greenlees, August 1.3, 1984, he stated he
was not regist,red with the State Builder Board.
The City of Tigard cannot and will. not tolerate unregistered persons doing
building, nor can 't accept work done in violation of applicable building
standards.
I therefore respectfully request appropriate action be taken by the Board.
