A. Pat Bridges moved to approve minutes of 8/28/79 meetin . Motion was
seconded and carried unanimously.
II Unfinished Business
A. Code Changes
1. Mr. Friday explained the need for a permanent rule .;n vapor barriers to
hridce the gap between the expiration of the current temporary rule
and the effective dace of the 1979 code.
Mr._Fullman moved tc, go along with Mr. Friday's recommendation and
recommend adoption. Motion was seconded and carried unanimously.
B. Interpretations
1. Bill Strange explained that guidance has been requested form ICBG on
interpretation of Sec. 904, Taragraph 4, of the Uniform Mechanical
Code, but suggested -:tion be delayed until a response is received.
Mr. Bridges moved tc interpr.etatiorn of Sec_ 904 of the UMC.
Motion was secondee and carried unanimous.
C. Interpretations
1.. Mr. Bridges moved to appruve the PPPI page describing 2-hour separation
wall as requested by Ray Simonson. Motion was seconded and carried_
unanimously.
:. Mr. Friday explained the staff request for alternate methods of insul-
ating and uses of crawl space under single-family dwellings, as out-
lined in the drawing.
Larry Jordan explained that the ad hoc committee on plumbing would
prefer to move the insulation from the floor area to the stem walls.
Additional information and opinions were expressed by several people
from the plumbiro industry, inspections, and insulation manufacturers
regarding the pro,.osed PPPI page and proposed alternatives.

Mr.-Robertscn moved to approve the :?PPI page. Motion was seconded.
Mr. . Bridges moved to amend the motion to change, under cast_#3, under
the crawl space mechanical heating and ventilation required, from two
air changes to one-half air change; and to amend case #4 to not rl? uire
it, but require clean-outs, the change to be to allow the drainways
and clean-outs to be in the crawl space. Motior, was seconded.
'!.)jections included diffici.tlty by the inspector. in identifying which
case for application; this gets into the realm of the Plumbing Code;
and it is a violation of the Mechanical Code.
Motion to amend failed, with Messrs. Bridges, Fullman, Zanders, ane
Robertson in favor; and Messrs. Chew, Davis, Nelson, Steinmuller and
Chairman Christiansen opposed.
Original motion carried unanimously.
Chairman Christianse.n appointed an ad hoc committee of Friday, P-11man,
Clarence Easter and Gene Pierce to draft a submission for Board
consideration for perimeter insulation alternative.
Mr. Friday clar'.fied that the approved PPPI page would be distributed
in the interim, but should not be considered an absolute answer.
3. George Roe explained John Munro's request for interpretation on exclud-
ing certain areas when measuring height of public buildings.
Mr. Nelson moved to approve the PPPI page. Motion was seconded and
carried unanimously.
4. Mr. Bridges moved to approve staff recommendation that CDX grade ply-
wood is water-repellent sheathing and that waterproof building paper is
not required, provided the sheathing is covered as described in Chapter
25 of the code. Motion was seconded.
It was agreed that exterior wall covering does not have to have an
TCBO research report number.
Motion carried unanimously.
5. Mr. Davis moved to disapprove PPPI page on pressure treated wood and
to bring this information up at the next building official school.
Motion was seconded and carried unanimously.
ITI New Business
A. Code Changes
1. Mr. Davis moved to approve staff recommendation on Brian Freeman's
request to permit a city ordinance requiring doable wall construction
in Troutdale. Motion was seconded.
Discussion included information in apposition presented by Kevin Hanwe—,
Metro-Portland HSA, Mary Lehman of Dow Chemical Co. , Dave Sparks of tl,e
Oregon State HBA, and Board members > ridges, Robertson, Fullman and
Steinmuller.
Motion failed, with Mr. Davis voting in favor, and Mess-s. Bridges,
Chew, Fullman, Nelson, Robertson, Steinmuller and Zanders opposed.
Mr. Robertson moved that this Burd advise the Director of Commerce that
she not approve double wall const_ruc_tiln as the answer to the infiltr.-
tion problem, but that they instead appoint a cordmittee, composed of
members of her decision, to study the problem or. a regional basis.

2. Tor Tucker appeared with an expert from Washington to address any
quescions the Board may have about his �_rnvosed addition to the Mech-
anical Specialty Code to require automatic tlue dampers.

in the form of an Attorney Genera. 'F: opinion requested by Senator Ted
ilallock, is received. Motion was seconded and carried unanimousl) .
B. :.nterpretations
t. . M`. Ne:.scn moved to approve the revised PPP1 page 4048, as now pro-
?c_lsed I staff, in response to a request. from Ken Prickett. Motion
was seconded and carried unanimously.
2. Mr. Steinmuller moved to table the recuest from Fred Payne, of Ashram
Builders, in line with action on item 11 B.1. , whish is to await
further information. Motion was seconded and carried unanimously.
IV Appeals
Mr. Robertson moved to support staff recommendation to deny the request
of Robert Schroeder in his appeal against the. Tigard Bldg. Department's
enforcement of Sec. 1407 a o£ the SSc. Motion was seconded anc'��` �
carried unanimously,
V Mr. Roe reported six hearings were held around the state on adoption
of the 1979 UBC and UMC with Oregon amendments. Because of the amount_
of work involved in preparing the analysis and report of testimony and
Hearing Officers' recommendacions, th,2 report is not ready for
consideration at this meeting
A special meeting of the Board, to consider the Hearing Officers'
Report, will be held *November. 27. This means the adoptio•,► of the codes
w4.11 be delayed beyond the first of the year.

Dear Mr. Friday:
The 'iigard Building Department.- has i��sued a stop work order on this
residence for a code violation. For an appeal of this violation they
have referred us to you.
The residence is two stories and has an exposed beam ceiling in t'-,e
living room on the first floor (see enclosed drawings) . The bntcom
,.:f the beams is at 7 '0" above finish floor. The beams are spaced
at 4'0" on center.
This is in violation of the 1976 Uniform Building Code Section 1307
which states that "habitable ro:-ms or areas shall have a ceiling
height of not less than 1'6" . . . ."
We are asking that you gr;zr . this appep.1 for the following reasons :
1 ) The residence is fully framed. A modification of this kind
would be economically prohibitive.
2) The 7'0" clearance would not present, a hazard to "normal " he- ght
people. The building code does allow this height in bathrooms,
corridors and etc.
3) The 1979 Uniform Building Code will allow 7'0" stated in
Section 1207 . (See also enclosed telephone memo) .

Top Plate Requirements, Job #'9298
Dear Ed :
A representative of our firm went to the above addressed residence on
September 5, 1979. Thp inspection was to determine the structural
adequacy of the top plates on the bearing walls . The results of the
inspection are in the enclosed inspection report.
It is our opinion that although Unifoirn Building Code requirements
have not been full; met, the structural integrity of the walls are
adequate provided the following recommendations are accomplished :
1 ) Exterior walls with :,nly one 2 x 4 top plate below the blocking
and/or a rim jci�,c are to ' ive the top plate nailed into the
blocking and rim ,joist with 16 d . nails at 16" o/c. If a rim
joist is not present behind the ends at the floor beams, a Simpson
ST 292 strap tie or an equivalent strap shall be used to tie the
blocking together. The continuity of the rim joist must also be
maintained by eithEr an offset of the joints between the top plate
and the rim joist of 48 inches or by strapping the rim joist or
top plate.
2) The 2 x 4 wall studs with no top plate located on the second level
in the northeast corner shall be toe nailed into the 4 x header
above with 3-8d nails , or tied together with a Simpson H3.
3) Discontinuity of all top plates at window or door headers shall
have the top plate and header strapped together with Simpson
ST 2115 tie -trap or an equivalent strap.
4) Interior bearing walls with one 2 x 4 top plate shall have the
top plate nailed into the blocking above with 16d nails at
16" o/c or toe nailed with 1F d, at 12" o/c.

Inspection of the bearing walls showed the use of ons,, 2 x 4 top plate
in many instances. In one case ota the north walls on the 2nd level -- -
a 4 x header supporting roof members bears on a 2 x 4 stud wall with --no top plate. General framing on the first level consisted of 4 x 12
beams at 4 ' o/c framed into the 2 x 4 wall . Solid blocking existed
between the beams with a rim ,joist behind. It was ir^possible to
determine if the rim ,joist was present in all conditions. On the first
level , strapping o" the top plate to the headers had taken place
where the continuity of the top plate had been broken. Bearing walls
with a double top plate appea.eed to be adequately framed.

On approximately July 23rd a cover inspection was
called for at above site. It was found that the 4 X 12
beams used to support tho second floor were all less than
seven feet, six inches (7 ' 611) from first floor. Code
requirement is seven Feet, six inches (71 611 ) or more.
In reviewing the approved plans for the building, it is
noted the distar-ce from floor to bottom of coiling beams
• is shown as r�i en feet, nine and one-half (7' 9�f") inches.

My sincere apologies for the administrative mixup within; our office,
wherein Bob Schroeder ".reinvented" our discussions regarding subject
project. Bob is still related to the project, but I will be lumidling

the State, and a draft of the proposal letter from the builder and
developer-, Wedgwood Homes, to the City of Tigard. I have sent Walt

although, we all. recognize that until. there is an appeal he has no
official relationship or resrx)nsibil.it.y in this matter.
I sincerly believe that this was an honest mistake, and that construc-
tion should be allowed to proceed. The building appears to Lx:? within
the spirit of the Code. The revised ceiling height shown in the 1979
Code also appears to be in keeping with the attitude of the legi.slatur.
toward more liberal approaches and reduced construction costs.

Through an administrative oversight in our office subject residence
has been partially constructed with main floor habitable .roans having
a ceiling height measured to the bottom of beams 7' instead of 7'-6"as
shown in the approved plans. Therefore, the ceiling height currently
violates the building permit and section 1407-(a) of the State of
Oregon Structural Speciality Code, and 1976 edition of the Uniform
Building Code.
We respectfully request that the current "stop work" posting on the
job be removed and that construction be allowpi to proceed. All other
work on the residence is or will be in coMl.iance with applicable
building codes. When construction is completed, we would request
that you issue .a temporary certificate of occupancy that would be
valid for 6 montlis. The basis for the temporary certificate of
occupancy would be that the 19;z edition of tiie Uniform Ru:lding 0:0e
does allow a ceiling height of 7' measured to the bottom of
exposed beams 48" on center, such as the one in this residence.
Ti*-ref-ore, this residence WOUld be in compliance with the 1979 edition
of the Uniform Building Code. Our discussion--, with State! Building
Officials indicate that the applicable section 1207 of the 1979
D-iilding Code is expected to be adopted by the State, and such
adoption is ct:q3ec:tead near the end of 1979 or in early 1930.
