The: a_,=avaticn of the area by 6.0 Line and front of the building. Excavation
is very slow going because of tight guart:e.rs. We have e,=avated cc approx-
imately 13 ft. below the finish floor in the deepest place. (See attached
sketch.) This sketch I sent to Jim Smothesrtan and Tom Pittsford so they
could give me di.reG'-ions on con=-ete fi11 and reinforcing for concrete fill.
Kerry Cook and Jim Harakas of Dames and Moore gave the following information
and instruct-ions.
The bottom of the area of deepest cuts was still soft. Rather than
digginq any deeper, for it would be a .hand operation, we were t-) fill the
I deep hole with a lean mi:,: concrete of 1500PSi or stronger ard clean off a
shelf area around the hole 3' + - wide. We would pour the concrete to an
elevation of 1'-F," + - above this shelf elevation. This would ac's as a
lid or bridge over the deeper hole. We was, to contact the struc'--=-L
engineer for him to tell, us hcw m11c.'h rebar to Fut in tLis concrete lid.
This I dial. I asked Tom Pittsford and Jim SmothP»n if it was okay to
fill the e-%=va-s.cn hole clear up with =c---mte in place of ezunpacting
in root[ above tris cor=ete fill area, and Tom said lie did not Lire that
it would. be up Io the soils inspector. I asked Jim Ea.rakas and Kerry Crook
about using all conte fill and they said there was no problem in doing
so. I talked to Alan Johnscn later in the afternocm, trying to get
information on rebar because no one had called me back, and he said that
there could be a pxoblem with putting in that m z.:Ii con=-ete. Alan said
he would call me the first thing in the morning about how much rebar and
how much concrete there had to be.. I told him that .i.t was very i.amortant
that. I gest answers and filled the bole before wri got to much rain and it
caused more damage. I told him that it is calling for rain tumor-m,7
ucrni.ng.
Per Ke---y Corks instructions I had the coring cc=an.,., drill 7 - 8" core
holes in the slab so we could check for voids. Me only ones that had
voids is the ones nevt tx) the edge of the slab whks t we kne..,r the material
had stuffed out white we were en-z--avat nq rvavt to the slab. (Sze the
attached sketch by Carries & Moore.)

Light rain this morning, clear and dry the rest of the day.
Finished excavation of the area with setttement prohlEms at front of the
building per Kerr,, Cooks instructions. Filled lower part of the
P�avat-on with 4 sack concrete per Kerr, Cooks recrorrc mdaticn. This
was the area that. was 12 to 13 feet below finish floor up to 7 feet + -
below finish floor. This recxmme.*idation was r.rn by Jim -&ruthermari of
The Callison Par:ne.rshi.p, Jim Harakas of Demx-s & Moore, Seattle office,
Alan Johnson of WX and Terry Lettic of The Cafaro Company who was rinsite,
before proceeding with filling the hole. I receivE i a sketch from tUan

Settlement Repair.. Notes
January 21, 1988
At the front of the building by 6.0 to 6.3 Line, excavation done on
'Abdnesday, January 20, 1988 was completely filled by laying a layer
of filter cloth over the concrete poured in the :bottom of the hole
yesterday. The rebar material requested by ABJX was :installed and
the remainder Df the excavated area filled with 2000 PSI concrete and
vibrated into place. The PTL inspector was on site and supervised the
concrete pour, checkeJ the reinforcing and took c:ycl.inders on the
concrete. Dames and Moore's inspectors also ,,witnessed this area being
filled.

At your request, our field engineer visited the site on Friday,
December ll, 1987 to observe post construction settlement of canopy footings at
the northeast corner of the shops area and asphalt pavement along exterior of
the south wall of the shops area. The settlement was observed following a
period of extremely intense rainfall during the first week of December. This
letter summarizes our observations and presents our conclusion and recommenda-
tions for remedial action.
�ganopy Footings
Settlement readings taken after the settlement was observed indicate
the canopy footing at Column Line 6 of the sh-.,ps area settled approximately
2-1/4 in. Settlement data (ser attachment l) indicate no movement has occurred
since December 14, 1987. Concrete sidewalk slabs surroundi,ig the suN�Pct canopy
footing have also settled and cracked. A void, 1/4 to 1!2 in. in depth, was
observed beneath the concrete sidewalk slab at this area. 5ubgrade soils
beneath the subject canopy footing consist of a thick ,:!ction of backfill adja-
cent to the 15 to 20 ft high Lamont's basement wall as shown on Attachment 2.
Backfill material consists of a 12" thick rnntinuous drainage Dyer of clean
1-1/2 in. minus crushed rock adjacent to the. -Ataininv, wall, with on-site silt
soil backfill installed adjacent to the drain rock. No intermediate gradation
of material or filter fabric was installed to prevent infiltration of fine
grained soil into the drain rock.
Recent heavy rains drained directly off the roof onto the concrete
slab, as the -oof gutter had not been insta,led. It appeared that runoff
entered into subgrade soils through sidewalk slab joints and an open area at the

east end of •,ie sidewalk near the northeast corner of Lamont's. Rainwater
entering the ground appears to have locally softened the underlying silty soils
and could possibly have washed the finer grained backfill into the drain rock.
Dames do Moore monitored backfill adjacent to Lamont's basement walls.
The northeast corner of the Lamont's basement wall was used as a temporary stor-
age area for the drain rock. It is possible that some uncompac.ed drain rock
may exist at this area.
South Wall of Shops Area
Asphalt pavement adjacent to the south wall of the shops area had set-
tled for the entire lengtl• of the shops area wall, forming a dished area extend-
ing 3 to 4 It from the edge of the shops wall. Settlement Nvas on the order of 2
to 6 in. Backfill in this area consisted of on-site silty soils and was ini-
tially inadequately compacted. This material was subsequently excavated and
replaced with 3/4 in. minus crushed rock. According to the contractor, backfill
depths range from, 4 to 8 ft at the west and east ends of the wall, respectively.
A representative from our office observed compaction of the uppermost lift.
Initial density tests indicated unsatisfactory compaction; however, the low com-
paction areas were subsequently recorrpacted to the required density.
According to Mr. Pete Drllevich, Superintendent for Lease Crutcher,
intense rainfall during the first week of December created a sheat of water
pouring from the shops area roof and subsequently blown against the south shops
wall by strong south-rly winds. He speculated that the water drained down the
wall ant] seeped between the concrete wall and asphalt pavement and into the
suograde. It would appear that the problem in this area is a result of the con-
tinuing heavy water runoff down the south shops wall.
Conclusions and Recommendations
In our opinion, settlement at both areas was caused by the unusually
heavy precipitation which seeped into the subgrade soils and either: a) caused
settlement of poorly compacted backfill material, or b) eroded portion of the
backfill material. As settlement appears to have ceased, we believe the settle-
ment is not a long-term consolidation problem due to underlying compressible
soils.
Our recommendations for remedial measures are as follows:
SHOPS AREA CANOPY FOOTING
Install temporary shoring to support the two easternmost canopy foot-
ing column loads.

Remove distresses; concrete sidewalk slab panels.
• Make observations for signs of backfill material being washed away by
seepage water.
° Excavate existing backfill material and perform density tests at rep-
resentative intervals during excavation to determ;ne in-place density
of backfill material. Continue exca%ation until drain rock is
encountered hear the base of footing leve; or satisfactory densities
are obtained.
° Replace excavated material with crushed rock installed in 8 to 10 in.
lifts compacted to 95 percent of maximum dry density ob'_ainable by
the modified AASHTO Method of Compaction (T-180) utilizing light
portable equipment. Operation of heavy equipment adjacent to wall
should riot be permitted.
° Due to space limitations, compaction of backfill beneath canopy foot-
ing is not possible within 4 ft or so of existing footing level. An
underpinning footing should be constructed which rests directly on
compacted granular till. Non•-shrink grout should be utilized for the
underpinning footing.
° The open area at the s ast end of the sidewalk slab (northwest corner
of Lamont's retaining wall) should be sealed and a temporary roof
gutter installed at the northeast corner of the shops area.
ASPHALT PAVEMENT ADJACENT TO SOUTH SHOPS WALL
• Saw cut asphalt along edge of distressed area and rernove asphalt
pavement.
° Make observations of any sign of erosion.
• Excavate existing crushed rock backfill material, performing density
tests at representative intervals to determine in-place backfill den-
sity. Reinstall backfill in 8 to 10 in. thick lifts compacted to 95
percent of the maximum density obtainable by the modified AASHTO
Method of Compaction (T-180).
° Install a water proof seal between asphalt and concretA wall.
° Install roof gutter.

Our field engineer will be present during excavation and backfilling
to make observations regarding the suitability of the existing materials,
monitor subsequent backfill installation, and document any observations of con-
ditions which may have contributed to the settlement.
The contractor is eager to begin remedial measures, and we anticipate

tractor and will work closely with him during the remedial measures. Please

1. 02 SUBMITTALS:
A. Schedule Submission: Upon award of Contract., the Contractor
shall immediately prepare and submit to the Architect, in
triplicate, a complete schedule of finish hardware. The
schedule shall be completely detailed, showing all items,
numbers, and finishes for all the hardware for each separate
opening. All changes in the schedule required to make it
comply with the specifications shall be made promptly.
Approval of the hardware schedule shall not relieve the
Contractor of responsibility for errors and omissions therain.
1. 03 QUALITY ASSURANCE:
A. The Contractor shall be responsible for proper operation and
fitting of hardware in locations specified. The Contractor
shall supply a room under lock and key to store all finish
hardware until installation is made. The hardware supplier
shall mark each item of hardware as to description and location
of installation in accordance with approved hardware schedule.
Exposed surfaces of hardware shall be covered and well
protected during installation, to avoid damage to finishes.
B. Supplier: Finish hartware shall be supplied by recognized
builders hardware su,olier who has been furnishing hardware in
the same area as the project for a period of not less than five
years. The supplier's organization shall inciude consultants
who are availab,.e at all reasonable times during the course of
the work to meet personally with the Owner, Architect, or
Contructcr for hardware consultation. The suppliAr_ shall
maintain a parts inventory of items supplied for future service
to the Owner.

A plan review has been conducted for the building "shell" at the above
referenced project. The following shall apply.
I. Intermediate rails on handrails and guardrails shall be spaced so a 6-inch
diameter sphere cannot pass through.
2. Specify the type, size and spacing of welds fog• steel decking resisting
lateral edge loads. Aa noted in "General Notes" on page S0.1.
3. A full-time special inspector shall be employed for the following, areae:
a. During all structural welding and welding of moment frame.
h. During all high strength bolting. (Approval. of special inspector(a)
is required by the building official.)
4. Shun drawings approved and stamped by the design engineer shall be
submitted for the following:
a. Pre-cast concrete panels.
b. Steel floor and roof joists.
Submit taspection reenrds, test results for pre-cast concrete panels.
5. Specify shear stud size for composite steel deck as noted in detail N/S2.2.
5. Specify detail number for girder connection to pre-cast concrete panel as
noted in detail L/S' 2.

2. Fire Extinguisher Requirements: Not less than one (1) approved
fire extinguishers with rating of not less than 2A1OB:C shall
be provided for each 1,500 ;quare feet of floor area or fraction
thereof. The travel distanL2 to an extinguisher from any portion
of the building shall not exceed 75 feet.

NOTE: This will only apply in those areas that are enclosed and
security can be provided for the fire extinguisher.
3. Automatic Sprinkler Plans: Plans referred to and examined
by this office contain no provisions for the alteration or
installation of automatic sprinkler system. Not less than
three sets of plays for the installation shall be submitted to
this office for approval prior to installation.
4. Exit Door Hardware: All doors shown on the drawings must be
openable from the inside for immediate exit at all time, without
the use of a key, special knowledge ur effort.

5. Exterior Exit Door: Hardware for the exterior doors and kev-
operated deadlocks may be dermit;.ed where there is a sign posted
on or over the door reading, "T:iIS DOOR MUST REMAIN UNLOCKED
DURING BUSINESS HOURS" in lette -s not less than one inch in height
on a contrasting background.

6. Double Door Hardware: Where ext doors are used in pairs ,
approved automatic flush bolts ;hall be used on the secondary
leaf. The door having the autonatic flush bolts must havr_ no
door knob or surface-mounted hardware. The unlatching of any
leaf must not require more thar, one operation.

7. Insulation Flame Spread: The insulation, including breather
papers and vapor barriers which are not in contact with the
upper surface of the ailing and under surface of the floor, as
the case may be, must have a flame spread rating of not to ex-
ceed 25 and a smoke deielo pment classification of not greater
than 450 as measured on the Steiner Tunnel Test scale referred
to as UBC Standard No. 42-1.

8. Mechanical Plans Rv uired: Plans referred to and examined by
this office contained no plans for heating or air conditioning
systems. Unless electric baseboard heat is employed, complete
mechanical system plans for the HVAC equipment and duct work must
be submitted to and approved by this office prior to instdllation.

9. Mechanical Equipment A ;oval : All heat producing and elec-.
trical equipment and appliances installed in conjunction with the
construction or occupancy of this project must be approved by
Underwriters Laboratories, Inc. or other nationally recognized
testing agency and installed in accordance with the testing
agency's specifications.

10. -Address Required: The tenant space number must be prominently
displayed oil the street front where it is readily visible to
drivers and officers of responding fire apparatus and other emer-
gency vehicles.

11. Exterior Walls: Five-eights inch type X gypsum board shall ex-
tend the full height of 1-hour exterior walls adjacent Lamonts and
Target Stores.

12. One-Hour Walls: Detail 15 of sheet A4.5 is not acceptable. One
hour wall shall extend to the outside edge of the building.

13. One-hour Wall Externion: One hour wall shall extend along gird
line 6.3 to the outer edge of the canopy or an application similar
to the one used for area separation walls in Uniform Building Code
Section 505(e) to exception may be used in this case.

14. Service Corridor: It is to be understood that the service cor-
ridor is being installed as part of an exit way system for this
building. Therefore, (a) there will be no storage of material
in this corridor, including short term storage during delivery
times of materials to the retail sales area or their storage of
packing materials during and after the delivery; (b) if in a re-
tail sales area there are 50 or more people based on 30 square
feet per person and two zxits are required, the second exits
connecting to the 1-hour corridor (service corridor) passing
through the storage or service area of the particular store shall
have a 1-hour corridor as per Uniform Building Code Sec. 3305(g)
(h) unless a second exit is provided along the store front of
the building, for the space in question, that complies with
Uniform Building Code Sec. 3303(c).
The plans are approved subject to the above items.
