I suspect others may also confirm their understanding of the meeting, but my understanding is as follows: 1. If Lamonts chooses to limit their building to two stories of retail over one level of parking, then no changes to the existing Target or shops are required. This is provided . hat the parking is constructed per. Section 7O2(a) of the Cede (Type I construction three hour separation) and that a satisfactory three party agreement regarding the 60 yards is recorded. 2. If Larionts wishes to allow for a third story of retril, then their building will have to be rated per the Code (which will eliminate the need for Section 7O2(a)) and four hour wally will be erected between Lamonts and the shops, and at Target',, ,cast wall. In addition, the current Target exit located at the rear of the shops wLll have to be moved south, away from the shops building. South of the shops at Lamonts, openings will be permitted in the parking garage provided that the property line is located in such a way (20' minimum) that openings are ordinarily allowed under the Code. Bob .Jacklmowicz (Cafaro Co.), I prorvidel swmt, additional wording for the 60 foot yard agreement that the City and Fire Depa-tment required to be incorporated Into the agreement. I find nu such woruing in the OEA. The OEA refers to an Exhibit "X" which has not been attached to the Agreement and an easement for a "fire corridor.': I 'm concerned the intent is to allow doorways to open across property lines (which is prohibited by the Building Code). Section 2,3(A) of the OEA grants an easement to cross over property lines with footings, Foundations, columns, and walls. Again this would be in violatton of the Building Code. SITE CDNDITIONS Geologic Setting The soils consist of lacnstrine deposits (late Pleistocene Age) of deq%Acated sandy clayey silts, clayey silts and sandy silty clays that extend 1.3 to 24 ft below which the Columbia Fiver Basalt Formetion probably extends for several hundred feet. f •3- Surface Conditions Most of the site is relatively flat with gentle slopes toward the south; site grades vary from el 268 from the north property line to el 251 near the southeast corner of the site. Cwt slopes at 39:1V extending to adjacent access driveways occur on the south and east sides of the site. Surface vegeta- tion consists of a moderate growth of grass and weeds. Some orchard trees were noted in the vicinity of a homestead in the southwest portion of the site. Extensive mole activity was observed over large areas. Two residences occur along S.W. Sall Boulevard. It is not known whether basements exist below the _ 1 residences. A P Subsurface Conditions s Subsurface conditions wexe explored by means of twelve boringr drilled N at the locations shown on Plats 1. A description of the field program, t � g together 1 with logs of borings; is presented in Appendix A, Field Explorations. G s About 4 in. of organic topsoil (sod layer) is underlain by stiff to • hard mottled Lrown and light brown silt followed by stiff clayey silt. Hard decomposau basalt was encountered in Borings A and 7. Basalt rmt was encoun- tered at 24 ft in Poring 10, and 13 ft in Borings 11 and 12. The relatively i high sampler blow counts and soil mottling are evidence of dessication. Grounftatar The borings were allowed to remain open following drilling to allow measuresant of groundwater levels. No groundwater was encountered in any of the borinqs at the time of investigation. Groundwater may occur within the decom- posed ruck and rock formation during the winter months. l .11 -+es A Moore RECO.."MATI^NS S n.^-eXT The site is underlain by stiff to hard dessicated 81 Soils of rela- tively lo` compressibility and high shear strength. The proposed structures can be supported by conventional spread footings bearing on undisturbed in situ soils or engineered fills. Grading at this site would normally be feasible during the generally dry suncwr months (July through mid-September and occasionally through October). Generally, it would be feasible to utilize the relatively dry upper silts in fills. G Site Preparation S s The surface should be stripped to remove vegetation, topsoil, and orga- nic material to depths of about 4 in. Additional stripping and grubbing will be required over hnnmocky terrain and to remove gree stamps and roots. All stripped organic materials should be either s tocYpiled for landscaping or removed from the site. Stripping should extend to a minimum distance of S ft beyond building, paving, and fill lines. To cicisise disturbance to the subgrade soils, stripping should be accomplished vith low impact dozer equip- ment. Existing paving and concrete around existing developments could be l roken up and used at the bottom of deeper. fills. ;a � -5- Dry weather Grading After stripping, graded surfaces in cuts below a depth of 3 ft or so should be proofrolled with one-half loaded rubber-tired dump truck. Soft or weaving areas should be scarified and recompacted or overexcavated and bac- kfilled with engineered fill. In areas where graded surfaces are close to the existing grade, compaction with a sheepsfoot roller may be necessary to remove pos:iible mole holes. Excavated nonorganic on-site soils or similar imported tine-grained soils would be suitable for use in engineered fills. Engineered fills should be installed in continuous level lifts op 8 in. in loose thickness, and compacted A r at least 92 percent of the maximum dry density obtainable by Modified AASETO r s (T-180) . Landscape fills should be compacted to at least 85 percent of Modified N AASHTO (T-180) . Sheepsfoot or segmented pad-type compactionui C eq pment should be � used for compacting silty fill soils. C E The in situ moisture content of the near--surface silty soils is 13 to 15 f percent. Based on compaction tests an aoils in the vicinity of the site, opti- mum moisture content for compaction will range between approzimately 18 and 23 percent. Water sprinkling and surface scarification would be required to ade- quately process the silty soils for satisfactory compaction. Below the 3 to 4 ft, the silts vary in moisture content from 25 to 30 percent. Therefore, deeper cut materials would require mechanical aeration to process sof.la for satisfac- tory compaction. An average shrinkage factor of 3 percent should be applied to the in situ silt soil volume to compute the volume of materials available in �ngineer.ed fills. k -6- wet weather Grading If oite grading is conducted during wet weather, additional overexcava- tion and installation of granular working blankets in the building and pavement ar eas will be required. Scraper and dozer operations are generally unsatisfac- tory during wet weather. Stripping and excavation are most satisfactorily accomplished by br „khoe or gradall working from an advancing pad (working blanket) of compacted granular fill. Generally, the working blanket should be at least 1 1/2 ft thick, consisting of crushed or pit run rock, 4 in. minus with less than 5 percentpassing the No. 200 sieve. The working blanket should be irstalled in a single lift, walk#d in thoronghly with tracker] equipment, and A P compacted by at least four passes with a moderately heavy vibratory roller r t imposing at least 350 lb of impact !orc:e per. inch of drum width. Areas used for N D ' haul roads may require a working blanket thickness of 2 ft or more.
