The property is the site of a building formerly occupied by the Irvington-Moore Company and most recently by !. General Telephone. Our records indicate that the property has been designated T-•L (Light y Industrial) since 1982 when the zoning ordinance underwent a comprehensive revision. Before that the property was zoned M-3 (Light Industrial) since at least August, 1977. I have enclosed a copy of the current I-1. toning regulations of the Tigard Community Development Code which lists the permitted and conditional uses. The uses permitted in the prior M-3 zone included only industrial and public utility uses. A variety of retail and service uses were allowed conditionally. Our records do not indicate that a conditional use approval for any commercial use was ever issued for this property. Toning records prior to 1977. are incomplete but our building permit. and site development review records indicate that when the building was cons .ructed in 1973, it was considered by the owner's representative as an industrial. office building incidental to the adjacent Irvington-Moore manufacturing operation. Office use incidental to a permitted use is allowed In an industrial zone. We believe that use of the building by General Telephone was originally permitted as a public service and utility, a listed permitted use in the If-3 tone, and was later allowed to continuo as a nonconforming use after adoption of the current I-L regulations. As you know, the property is currently zoned I-L and typical. office uses would not be permitted. The steps which your c(:mmunity has taken to insure that this visual impact is favorable are commendable. Your flexibility and pal- ience in ` w realizing that your industrial residents must grow In order to remain healthy and for permitting some variances , while sound long range solutions are worked out are also commendable . Our case in point is the proposed Irvington-Moore Office Building to be located on Hunziker Road adjacent to their present site. The attached photograph "A" shows the ' existing three temporary trailer buildings which the company has occupied since January of 1972 , while plans for the new proposed office building shown in photograph "B" were being developed . This new office building will be located on a separate site which is to the left of the facility shown In photograph "A" and will effectively f screen that facility from Hunziker Road and permit the removal of the trailers . The site plan for the new building includes extensive landscaping which has been conditionally approved by the Tigard Planning Commission . r; a �r Page 2 . Mr , Hlebert August 2, 1973 ! In addition, the new owners of Irvington-"^pore, who presently lease the property, have expressed to the Tigard Planning Director a willingness to meet with Planning and discuss bringing the landscaping of the balance of the property into line with the newest ordinances as their own plans for the acqui sition of the property develop . r, At this point in time, nearly nine months have been in- vested in the development of plans for the new building . The plans were submitted to the Tigard Building Department for a permit on June 14, 1973 . We are presently ad- vised that the permit is dependent upon the approval of 7 a minor land partition by the Planning Board and the issuance of a sewer permit . Our petition for the minor land partition has been sub- mitted to come before the Tigard Planning Commission on August 7th, but the sewer permit seems to be a much less definable quantity . This new building will represent o more connections, but no immediate manpowe,• increases are contemplated so that the actual sewer loading will nut increase. We think I that the project will result in an improvement in the appearance of this industrial property . it will be a favorable addition to the Industrial community on Hunzlker Road .
