All of the items you indicate have been in- corporated in Mr. Fishers November 3, 1978, letter of which a copy was sent to you. The only matter not completely clear during our discussions was the manner of supervision of the sprinkler control valves. Since our notes on the September 15, 1978, meeting had no indication of spe- cifying the method of supervision of the sprinkler control valves, we accepted the "locked-open" concept proposed 'by Mr. Fisher which is acceptable as indicated in section 3-13.2.3 of N.FPA Standard #13• We would, of course, rather nave electrically supervised valves; but since it apparently wasn't specified during that meeting I dint feel it would be to our advantage to require electrical. supervision at this point. If during inspections in the future that 'Uhe "locked open" valves are not maintained properly it would be e.ppropri.ate to then re- quire electrical supervision which can be moni..ored by the central receiving station. The proposal to provide water .flow detection on each of the sprinkler systems; both in the warehouse and the office, and installation of smoke detectors on the first and second floors of the office, as well as alarming devices on each floor, will be ac- ceptable fire protection systems. In addition, the 12" deep draft curtain installed at the first floor ceiling at the edge of the stair shaft, and the rendering of the sliding wire glass window between the warehouse and the office inoperable, in addition to the approved fire protection d.-vices, will be an acceptable alternate method of meeting the intended code as interpreted in Section 106 of the State of Oregon Stnictural Specialty Code and Fire and Life Safety Code. As indicated in the calculations, you have increased the required venting area by 290 of that required by the Code, provided smaller than maximwn allowed dimensions; in addition to reduced spacing of the vents, and are utilizing lower fusing temperature in the vents, and, this, therefore, can be an acceptable alternate method as specified in Section 106 of the State of Oregon Structural Specialty Code and Fire and Life Safety Code. Dear Mr. Centers : Tigard, Oregon The following is a brief review of events leading up to the situation we are now in and a rEview of the related fire and life safety provisions a, constructed. In many instances precedinq our firm's design of the Pacific Yard Service Distri- bution Warehouse, we have had accepted by both state and local building officials and fire marshals, the use of deep structural roof beams as adequately providing ceiling draft curtains. As we entered this project we again assumed this would be the case as ;t. was accepted on a project we submitted for state plan check in 1976. However, when we submi .ted this project to the state for plans chec.:, Mr. Futter did not accept this solution. We discussed this �J tuation with other state officials , who had varying nninions, and with the local officials. After we redistributed the skylight locaLions for more even venting coverage both Mr. Ed Walden and Mr. Ken Fuglee indicated that our design adequately satisfied the intent of the UBC. Building permits were issued. Now the building is nearly complete and just this morning Mr. Walden of Tigard Building Departmeni. told we that Ken Fuglee, Tigard Fire Inspet-tor no longer feels that the deep beams form an adequate draft curtain in the Warehouse area. This presents a problem at this time because the Building Owner has installed storage racks perpendicular to these beam-draft curtains which would make it extremely difficult to install extensions to the bottom of these beams to obtain the added 21" to 24" of depth required to meet the letter of the code precisely. This in- volves approximately 3,000 lineal feet of draft curtain, and while this would riot be impossible to install , it would be extemely difficult, expensive, inconvenient and in our opinion and that of Mr. Walden, would Llso be of negligible value in terms of added fire and life safety. We would appreciate your consideration of granting a variance allowinq the omission of the above--mentioned draft curtain extensions.
