Recessed Lighting Fixtures
Dear Sirs;
The change directed by the building committee to include recessed
lighting in some areas of the building has prompted me to write
this letter of intent to not disturb the one hour envelope in
regF.rd to penetrating the ceiling assembly.
The fixtures are Lightolier model 1102P1, which has a thermal
cutout in case of overheating. The manufacturers suggested
spacing of combustible materials is three inches from the top and
sides of the fixtures . We will be enclosing all recessed lighting
fixtures with a 5/8" sheetrock box, taped on the inside with fire
taping, set over the fixtures so as to remain three inches from
the fixture, and glued to the top of the already installed
sheetrocked ceiling by construction adhesive, then fire taped
from the top of the ceiling so as to not disturb the one hour
rating that the ceiling system now employs .

RE: Tigard Friends Church - Overhang of stud wall at foundation
Dear Mark,
I have observed the problem at the southeast corner of the building
where the stud wall hangs out over the edge of the building foundation..
It appears that approximately 1-1/2" of plate hangs over the edge of
the concrete wall.
Although this is an unfortunate error on the part of the concrete
workers, it is at least fortunate in that the error is in this part of
the building. At this location, the exterior wall is not a roof load
bearing wall. In fact, due to the truss configuration, there is actually
uplift at these exterior walls during the full-load situation.
Given the circumstances and location, I believe there is no need for
trying to remedy this situation. Considering the cost of r.epouring the
foundation, or the appearance of a patch job (which would not add to the
structural adequacy) , and considering the adequacy of the existing
situation for the light load imposed, I believe no remedy is necessary
or desired.

A fire and life safety plan review was conducted on the above-
captioned project for compliance with the 1985 editions of the
Uniform Building Code (UBC) , Uniform Mechanical Code i'UMC), and the
Uniform Fire Code (UFC) as amended by Washington County Fire
District No. 1's Ordinance 86-1.
Plans are not approved. Please revise according to the following
items and re-submit for review and approval.
1. Hydrants: Hydrants shall not be placed in excess of two
hundred and fifty (250) feet from all portions of the first
floor of the building as accessible by emergency fire
apparatus roadways. (Uniform Fire Code 1O.3O1(c) amended by
Tualatin Fire Protection District Ordinance 80-5)
2. Multi-Purpose Room Exits: Not less than two (2) side exits
shnll be provided from the multi-purpose room when it is to
be used as an auditorium. Side exits shall open directly to
n public way or into an exit court, approved stairway,
exterior stairway, or exit passageway leading to a public_
way. (Uniform Building Code Section 3318 and 3317(b)) Exit
passageways are described for construction in Section 3312.

3. Panic Hardware: Doors 115, 011 and 01.2 and 030, if fitted
with locks or latching devices, shall be panic hardware.
(Uniform Building Code Section 331.8 and 3317) NOTE: Door 05
does not need to be twenty (20) minute rating,
4. Kitchen Separation: One hour occupancy separation Is
required between Group B, Division 2 (kitchen) and Group A,
Division 2. 1 assemblies. Openings in the occupancy
separation shall be of not less than one hour fire-resistive
self or automatic closing fire assemblies. This would
include doors, pass-throigh and heating duct. Depending on
whether Lite occupancy separation ran vertically from the

floor to the roof deck or ran vertically and horizontally
across the ceiling will depend upon where fire damper is
required for the duct system. In any case, the damper shall
be accessible for inspection and re-setting.
C/ 5. Doors 1143 and 044: Doors 043 and 1144, hardware group 01.2 is
not listed in the specification book. These doors, if
equip,-ied with latching or locking devices shall be no other
than p.inic hardware. (Uniform Building Code Sections 3317
and 33. 8)
6. Roofing: Section 1710, built-up roofing of the specification
book is missing. Roofing for this structure shall be fire
retardant (Class A or B roofing system). Fire resistive
composition shingle roofing has been called out on the plena.
Installation of this roofing material shall be in accordance
with manufacturers requirements for fire-retardant roof
systems. (Uniform Building Code Section 3201)
i/!. Electrical Plans: Electrical plans noted in the submitted
plans were not included with this plan review package.
Submit plans to this office showing location of exit lights,
emergency lighting and power supply schematic for emergency
power. (Uniform Building Code Section 302(b))
✓8. Fire Damper Installations: Transition section between thf,
grill and the duct where the fire damper is located shall. be
n listed assembly for one hour fire resistive construction.
(Uniform Building Code Section 4305)
✓9. One flour Ceiling/Root Assembly: To the knowledge of this
Plans Examiner, there is no listed one hour fire resistive
ceiling assembly and listing only one layer of five-eights
(5/8) inch type x gypsum board applied directly to truss
systems other than proprietary systems. Please revise and
re-submit for approval calling out n specific listed system.
I would suggest that ICBO evaluation report 01632, item IID
be reviewed unless some other system that is listed Is
called for. (Uniform Building Code Section 4305)

With the experience this Plans E).aminer has had both in plans
examination and in field inspection dealing with the complexities of
one hour fire resistive construction, I would highly recommend that
automatic sprinkler protection be substituted in lieu of this
construction with the exception of occupancy separations and
corridor construction leading through the classroom pod section. No
matter how easy it is to draw and write on the plans one hour fire
resistive construction, it is nearly impossible to achieve in the
field during construction.

A plan review for a "foundation only" permit on the above referenced project

Designs based on greater bearing loads must be accompanied by a soils
