Dear Me. O'Connel,
On November 30, 1989 an inspection was conducted at your above reuidence.
The purpose of the inspection was to determine what would be neceaeary, to
convert all or part of the building to a Day Care Center. Mr. Rex Jefferies
of the Tualatin Valley Fire and Rescue was also present at the Rite.
It was my understanding that you are going to begin with a maximum of six
children who will be kept in on the second floor of the building. If you do
not exceed the above number, you will only be required to install smoke
detectors within the rooms where the children will be sleeping.
You described your intention to eventually expand your operation to the g,ound
floor. Should you :hoose to do so, the following will be required:
o The ground floor must be separated from the second floor by a one-hour fire
resistive occupancy separation. This would involve the application of two
layers of 5/8 inch thick type "X" gypsum wallboard (commonly called sheetrock)
on the entire ceiling of the ground floor, including the walls of the stair
well leading to the second floor. All interior walls and beams support+.ng the
second floor shall be covered with one layer of 5/8 inch thick type "X" gypsum
wallboard. Exterior walls shall be covered with two layers of 5/8 inch thick
type "X" gypsum wallboard, an the inside face. The door and frame at the top of
the stairs must be replayed with a one-hour rated firedoor and frame, the door
must he self-closing. A building permit will be required prior to the start of
the above work.
o The -taire from the lower to upper floor must have a ►.andrail. that 1.9
continuous from the bottom riser to the top riser. The handrail must be
between 34-3B inches above the nosing of the stair tread, the end of the hand-
rail must return to the wal'_.
o Smoke detectors mus' be placed in any room use for sleeping purposes.
o If the roorr at the northwest corner of the floor is to be used for sleeping
purposes, the window must be modified to provide a maximum 44 inch Bill height,
a minimum 5.7 square feet of openabl.e window area, the window shall not have
less than a 20 inch wide clear opening or less than a 24 inch high clear
opening.

o Thea furnace flue must have a protective barrier placed around it to prevent
anyone from accidently coming in contact with it.
o Separate toilet facilities must be provided for each sex, providing a minimum
of one toilet and one lavatory for each sex. A plumbing permit will he required
prior to installing the additional bathroom.
o At least one 2A-108C fire extinguisher shall be provided for the floor.
o A non-combustible hearth (floor protection) must be provided for the fire-
place. The hearth must extend a minimum o' 18 inches from the .face of the fire-
place, and a minimum of 8 inches beyond the side of the fireplace opening. The
join* between the hearth and the face of the fireplace must be sealed with a
non-combustible grout.
You also indicated your intent to convert the large garage into a daycare
facility. The above described regulations would apply for:
o The one-hour occipancy separation between the daycare and the single car
garage next to it. The wall between the two spaces would comply if additional
nails were added to the gypsum board (at a maximum 7 inch spacing) and all nail
heads, joints and openinge were covered with gypsum compound.
o Smoke detectors in sleeping rooms.
o Windows in sleeping rooms.
o Separate toiket facilities for each sex.
o Fire extinguishers.
In addition to the above, the f.ollowtng would be required:
o All walls and ceiling would be required to be insulated.
o The walls and ceiling would be required to be covered with a wall covering,
such as gypsum wallboard or paneling.
o The concrete floor would be required to be coated with a sealer that would
prohibit moisture from entering the room from the ground below.
The total occupant load allowed for the entire ground floor if; 20 persons.
If the occupant load is to exceed 20 persons, addittonal requirements
will be necessary.
Prior to starting any work on the building, be sure to check with this depart-
ment for any required permits.
The above rules th:t have been described are for fire and life safety, they
do not include any regulations that may be imposed by the Tigard Community
Development Code for land use. For those regulations, contact the City Planning
department.
