Throv 10"diameter duct penetrations occur in joists with a span of 24'-0". The
table shows a 5'-6" minimum distance to end supports is required, leavinq a
13-0" wide area at the center of the joist for holes The duct penetrations are
within this area and will not affect the joist's structural capability

Dear Ed:
This letter is to confirm our telephone conversation of
December 3, 1986, regarding your plan review comments and
their code interpretations.
The west wall of the Mercer Office Building is 10'-0" from
the west property lire. Table 5A, of the 1985 Uniform
Building Code, requries this wall to be one hour fire
resistive construction with protea ed openings less than
10'-011. Section 1709 Parapets )a) exception No. 3, "Walls
where, due to location on property, un-)urtected openilgs
are permitted", indicates a parapet is not required and
therefore the non-combustible facing requirement (para-
graph (b)) is also not required.
The one hour fire resistive construction of the wall along
the west property line will be maintaine:O.. along its full
height.
In addition, two alternatives to the t ee drywells for
storm water drainage are being invests,,a.ted. One alterna-
tive is to connect to the existing storm sewer system along
Haines Road and another i9 an on-site drain field system.
The contractor is investigating the costs at this time.

dedication of a portion of the NW corner- of our site and the City vacation of S'of
SW 67th Ave. with the area between our North property line and Haines Street,
are in the process of being prepared for submission to the City.
I met with Health Physics Northwest, Owners of the project and site, and they

APPLICATION: Request by Health Physics NW to construct a 3,460 square foot
office building on property zoned C-P (Commercial Professional) and located at
11535 SW 67th Avenue (WTCM 1S1 36DD, Tax Lot 7UI).
DECISION: Notice is hereby given that the Planning Director for the City of
Tigard has APPROVED the above described applications aubject to certain
conditions. Tne findings and conclusions on which the Director based his
decintor are as noted below.
A. FINDING OF FACT
1 . Background Information
No precious land use applications have been reviewed by the City
regarding this property.
2. Vicinity Information
All surrounding peoperties are zoned C-P (Commercial Professiona...).
Haines Street abuts the subject property to the north, a residence
lies on the east aide of 67th Avenue, a church occupies the land to
the south, and a vacant parcel is immediately west.
3. Site Infirmation and Proposal Deacri.ption
The property is occupied by a single family residence which La to be
temc-.ed to allow for the construction of a one story, 3,460 square
foot office building and parking area. The project will have one
driveway access onto 67th Avenue. The applicant intends to preserve
the majority of the -reel on the site.
4. Agency and NPO Comwents
The Engineering Divtsion has the following commentn:
a. The assessments for a sanitary sewer local. improvement distrtct
(No. 42) must be paid prior to d,.velopment.
b. The cut-de-aac adjacent to the northeast corner of the property
does not meet City standards. Because the cul-de-sac was
recently installed and low traffic volumes are expected, the
Division hap no objection to retaining it with fire district
approval.
C. The guardrail, pavement, ani curb along SW Haines Street needs
to be illustrated to determine the need for easements or
riht-of-way dedication along thr- frontage.

d. Half street improvements should be provided along the 67th
Avenue and Haines Street frontage. The only remaining
improvement on Haines Street is a sidewalk, the design of which
should be approved by the State Highwzv Division.
e. The method for disposing of storm drainage on both the site and
67th Avenue needs to be clarified further by the applicant.
The Building Inspection Division, NPO A, and Metzger Water District
have no objection to the proposal.
No other comments have been r�celved.
B. ANALYSIS AND oNCLUSION
The proposed project is consistent with Community Development Code
requirements relating to setbacks, building height, Mxi,eum lot coverage,
and access. Additional information or modifications will need to be
presented regarding parki.ng and landscaping.
1. Parking
The code requires that one parking space be ,,rovided for every 350
square feet of gross floor area for office use. At 3,460 square
feet, the proposed building will require ten parking spaces instead
of the nine shown on the site plan. All other aspects of the parking
plan, including handicapped and bicycle parking, cunform with City
standards.
2. Landscaping
The Code requires the placement of street trees along property str(:et
frontage with a spacing of 20 to 40 feet, depending upon the matc:I-e
size of the trees planted. The gr::und cover to be used on the site
han not been identified. The parking .area wiJ need some vegetative
screening from 67th Avenue (e.g. berm, shrubb_ry, trees). An amended
landscaping plan should be submitted w}tich cjvers there items.
C. DECISION
The Planning Director approves SDR 1d-86 subject to the 'ollowing
conditions:
1. UNLESS OTHERWISE NOTED, ALL CONDITIONS SHALL BE MET PRIOR TO ISSUANCE
017 BUILDING PERMITS.
2. Standard half-street improvements including sidewalk, curb,
streetlight(s), driveway apron, storm drainage, mailbox �luater, and
utilities shall be installed along the SW 67th Avenue frontage. Said
improvements along SW 67th Avent-c be built. to City local street
standards and conform to the alignment of existing adjacent
Improvements; sidewalk shall extend to SW Haines; guardrail
modification shall be done to provide for a pedestrian orening to 3W
Haines.

frontage. Said improvements shall be approved by the State Highway

4. Five (5) sets of plan-profile public impr ,vement construction plans
an.i one (1) itemized construction cost estimate, stamped by a
Registered Professional Civil Engineer, 3etailing all proposed public
improvements e'_all be submitted to the Englneering Section for
approval.
5. Construction of proposed public improvements shall aot commence until
after the Engineering Section has issued approved public improvement
plans. The Section will require posting of a 100% Performance Bond,
the payment of a permit fee and a streetlight fee. Also, the
execution of a street opening permit shall occur prior to, or
concurrently with the issuance of approved public improvement plans.
SEE THE ENCLOSED HANDOUT GIVING MORE SPECIFIC INFORMATION REGARDING
FEE SCHEDULES, BONDING, ANn AGREEMENTS.
6. Additional right-of-way shall be dedicated to the Public along the
Haines :street frontage to increase the right-o -way as necessary to
accommodate the sidewalk noted iu Condition 3. above. The
description for said dedication shall be tie to the existing
right-of-way centerline as established by the State Highway
Division. The dedication document shall be on City forms and
approved by the Engineering Section. DEDICATION FORMS AND
INSTRUCTIONS ARE ENCLOSED.
7. A revised site/landscaping plan shall be submitted for Planning
Director approval which includes:
a. A minimum of 10 parking spaces.
b. Street trees along the 67th Avenue and Haines Street frontage
that meet City standards.
C, Vegetative screening between the parking area and 67th Avenue.
d. Identification of ground cover and planter materials.
A. Written approval from Tualatin Rural. Fire Protection District shall.
be obtained by the applicant and provided to the City fur
confirmation of adequacy of the cul--de-sac radius for mauuvering of
emergency equipment, prior to City issuance of any plan approvals.

9. Applicant shall provide for adequate drainage within the roadway.
Aditistment of manholes or other utility facilities shall be the
applicant's responsibility.
10. Applicant shall connect to the sanitary sewer. system.
