Please remove the notation "zoning violation" for the. records for
tax lot 1101 of WCTM 2S1 1AD. The City had previously requested
that zoning violation be placed on this parcel because the City had
no record of a private access agreement for this parcel on SW 67th
avenue. A copy of the recorded private access agreement is
attached with this letter.
In addition, please make sure that the northeastF;rn section of tax
lot 11800, and northern section of tax lot 11701 of WCTM 2S1 12CA
have "zoning violation" noted on the records for these parcels .

APPLICATION: A request by Oregon Ki Society to adjust two parcels of 10,018
square feet and 29,185 square feet into 2 parcels, both of
19,6C2 square feet. Zone: C-P (Commercial Profesaional) .
Location: 12700 S.W. 68th Parkway •nd 6i45 S.W. Hampton Street
(WCTM 2S1 IAD, TL 1400, 1100, & 1101, .
DECISION: Notice is hereby given that the Planni.ig •lirector's designee for
the City of Tigard has APPROVED the above described lot line
adjustment application subject to certain conditions. The findings
and conclusions on which the designee has based his decision are as
noted below.
A. FINDING OF FACT
1. Background
Within the last ten years, three Site Development Review applications
have beeTi reviewed by the City concerning either tax lot 1100 and tax
lot 1400 (ie. SDR 84-04/TL 1100; SDR 84-06/TL 1400; SDR 86-22/TL 1400) .
The genoral area in which the w- parcels are located is commonly referred
to as the "Tigard Triangle" a-id the rezoning of the area trom
residential to commercial in . . . also contributes to the changing
character of ti.is portion of. the City.
2. Vicinity Information
All abutting properties to the subject parcels are zoned C-P (Commercial
Professional) . Properties to the north are developed as either single
family residential or are vacant. Properties to the eant are developed
as commercial as are properties to the south and the west.
3. Site Information and Proposal. Dencri-ntion
currently, the Oregon Ki 5ociety'n building and parking area are located
on parcel no. 1, T.L. 1400. Parcel no. 2 consist of two tax lots.
T.L. 1100 and T.L. 1101. T.L. 1100 is developed with the Paci-Lc Four
office building and associated parking. 'r.I.. 1101 is unpaved with tall
grasses, shrubs and four large trees (ie. a douglas fir, a white birch,
a pine and an arborvitae) . Tax Lot 1460 and T.L. 1100 are level with
landscaping and parking to City standards.

1100. Both streets a.-e fonctionally rl.aesified as major collectors and
they are fully improved to City standards.
The Oregon Ki Society is seeking approval for a lot line adjustment
between tax lots 1100, 1101 and 1400 w'.►ich would transfer approximately
9,583 square feet from tax lot 1100 to tax lot 1400 reault:ng in two
parcels of approximately 19,602 agLare fees each. The addit:jnal area
is intended for providing additional. parking facilities.
4. Agency and NPO Comments
The Building Division reviewed the proposal and made the following
comment:
If developed, a new parking lot will. require a building permit and
payment of additional Sturm Sewei Development Charge (SSIDC) fees.
The Engineering Division reviewed the proposal ^,nd made the following
comments:
S.W. 68th Park%iay and S.W. Hampton have adequate right-of-way.
The Tigard Water District reviewed the proposal and macre the following
comment:
TWD possesses, a 12" cast iron water main on S.W. 67th, on or
adjacent to tle subject property. S.W. 67 Avenue was vacated in
1981 at whist. time we expressed our strong opinion that provisions
be made for an easement for this water line. We assume it is there
and we would not want any conflict with that water line.
The area is within Metzger Water District and the p-arcels will be
served by Metzger.
The M-:.-zgryr Water. Distrift, NPO # 4, Northwe-it Natural Gas Co. , General
Telephone and Portland General Electric reviewed the proposal and
offered no objects or comments.
No other comments were r?ceived.
B. ANALYSIS AND CONCLUSION
Section 18. 162.060 of the Tigard Community Development Code contains
the following standards for approval of a lot line adjustment:
1. An additional lot is not created by the lot line adjustment
and the existing parcel. reduced in size by the adjustment
1.3 not reduced below the minimum lot size established by
the approved zoning for that district.

2. By L2dUCing the lot size, the lot or structure(s) on the
1c,t uLil not he in violation of the site development or
zoning districts regulations for that district.
In a review of the applicant's proposal, no additional parcels will be
crk;ated and the location of the exi.tsting improvements would riot be in
violation of City standards.
t,s an additional note, removal of the large trees, described earlier
:ithin the Site Description section of this report, will require a Tree
Removal Per.nit per Section '_8.150 of the Development Code. Also, a site
work permit must be obtained form the Building Division prior to the
expansion of the Oregon Ki Society's parking lot..
C. DECISION
The Planning director's designee hereby APPROVES lot line adjustment
M 88-22 subject to the following conditions:
1. Prior to recording the lot line adjustment with Washington County, a
lot lire adjustment survey map and legal description shall be
submitted to the Planning Division for review and approval prior to

THIS APPROVAL IS VALID IF' EXERCISED WITHIN ONE YEAR OF THE FINAL
DECISION DATE NOTED BELOW.

This is a Fire and Life Safety Plan Review and is based On
the lgR5 editions of the Fire and Life Safety Code (UBC ),
Mech.--- ical Fire and Life Safety Code (UMC )*, Uniform Fire
Code (UFC ) , and other local ordinances and regulations.
Eaves extending beyond the east wall shall be protected by
not less than 2—hour fire resistive construction for 5—feet
and i—hour for 40-feet. The east sides of the north and
south portions are also required to be 1—hour constriction.
In lieu of the above, extend the east wall (2--hour fire

DECISION: Notice is hereby given that the Planning Director for the City of
Tigard has APPROVED the above application subject to certain conditions The
findings and conclusions on which the Director' based his decision are as noted
below.
A. FINDING OF FACT
1 . Background
This Property was originally developed as a single family,
detached residential. unit. Similar types of residential
structures were developed in the area. However, a change in
zoning designation from r-esidential to commercial has resulted in
a per;.od o'l development transition which is still in progress.
i. Vicinity Information
The property is currently zoned C--P (Commercial Professional) aiid
is completely surrounded by properties that are also zoned C-P.
Located on the east side of SW 68th Avenue approximately midway
between SW Hampton Street and SW Gonzaga Street the site is
surrounded by new, professional office buildings except to the
north. To the north several older, single family residences
remain.
3 . f;ite Tnfnrmat.icui and Proposal Description
The subject property is currently occupied by a single family
rpsidpnce on a l0O foot by 100 foot square parcel of land. The
applicant is proposing to demolish the existing structure,
grading the land, Fnd to construct a 3,800 square fool. building.
The proposed martial arts -school is classified as indoor
participation sports which is permitted in the C-P zone, The
required 13 parking spaces will be located mostly north of the
building and separated from the north property line by a 2 foot
landscaped strip. On the south side of the building a 10 foot
landscaped strip will be planted. Street access to the site will
occur directly west of the parking area on SW 68th Avenue, a
two--way major collector street.
A Sign Code Exception (SCE 10--86) has also been requested to have
45 square foot of signage where a 30 square foot limit applies to
the C-P zone. This aPPlication will be reviewed separately by
the Planning Commission on January 6, 1987.

4. Agency and NPO Comments
The Building Division has reviewed the proposal and has no
objection to it.
The Tigard Rural Fire Protection District has reviewed the
proposal and has made the following comment:
Fire fighting wager supply shall be provided so that
no portion of a commercial building is further than
250 feet from a fire hydrant.
The Engineering Division has also reviewed the proposal and makes
the following comments:
It is likely that eventually the City of Tigard will
impose no—parking restrictions along SW 68th.
Therefore, sufficient on- site parking will need to
be provided by the applicant in the conduct of their
business.

B. ANALYSIS AND CONCLUSION
1 . Parkinq
The minimum number• of parking spaces (13) is provided in this
proposal . Of these, three are sized for compact cars and one is
provided for a required handicooped parking space.
Identification of this space will be made either, by painting the
handicapped parking symbol on the pavement of the parking sp<.Lcce
or with a handicapped parking sign placed ire front of the space
The handicapped space should also have a sidewalk ramp provided .
Due to the applicant' s desire to provide only the minimum number
of parking spaces and because future restrictions for parking
along SW 68th Avenue may be limited or eliminated, expansion of
the proposed structure will be severely limited under the present
provisions of the City of Tigard Community Development Code.
2 . Access and Egress
Access to the site is from SW 68th. The applicant proposes a
20 foot wide driveway with a concrete apron opening onto
SW 68th. In addition, a 5 foot sidewalk with curbs is also
provided .

specifies a minimum pavement width of 24 feet. The applicant
needs to submit, a revised plan showing a 24 foot driveway which
will not reduce the required parking space arrangement.

3 . Landscaping and Screenin,
The applicant indicates the location of landscaped strips on the
site development plan. These include a 10 foot wide area on the
south side and the southwest corner of the proposed building and
a 3 foot wide area on the north side and northwest corner.
However, no mention is made of the type, size, and species of the
proposed plant materials (18 . 100.015 c 4) . Revised plan needs to
provide the Department with more specific landscaping plans.
'The security lighting located on the north side of the structure
must be directed to minimize light intrusion to residential
dwellings north of the site while maintaining adequate lighting
to promote site safety and security ,

5. Five (5) sets of plan-profile public improvement construction
plans and one (1) itemized construction cost estimate, stamped by
a Registered Professional Civil Engineer, detailing all proposed
public improvements shall be submitted to the Fngineering Section
for approval .
6. Construction of proposed public improvements Rhall riot. commence
until after the Engineering Section has issued appruued public
improvement plans . The section will require posting of a
1.00 percent Performance Bund and the payment of a permit fee.
Also, the execution of a street opening permit shall occur prior
to, or concurrently with the issuance of approved public

7. The applicant shall provide a revised site plan showing the
required 24 foot driveway .
