APPLICATION.: Request by Stephen and Lynn Peirce for Site Development Review
approval to allow operation of a counseling service in a former residencr? on
property zoned C-P (Professional Commercial) . L�)cation: 12525 SW 68th Avenue
(WCTM 2S1 1AA, Tax Lot 8600) .
D"--ISION: Notice is hereby given that the Planning Director for the City of
Tigard has APPROVED the above described application subject to certain
conditions. The findings and conclusions on which the Director based his
decision are as noted below.
A. FINDING OF FACT
1 . Background
The parcel was originally developed with a single--family, detached
residential unit in an area of similar types of residential
structures. However, a change in Plan and zoning designations from
Residential to Professional Commercial for the parcels and surrounding
area has resulted in an evolution of land uses in the area.
The applicants purchased the parcel in 1.980 and established a
counseling business as a home occupation (Home Occupation Pzrmit- = �
HOP/18-80) secondary to use of the home as a residence. The building
is no longer used as a residence. This constituting a change in use !'^
and necessitates a Site Development Review for the continued usa of ='
the sita for the counseling business .
2 . Vicinity Information
The subject property and surrounding properties are all zoned C--F'
(Professi mal Commercial) . The area is partially developed with a
mixture of single family residences, former single family residences
converted for office uses, and a number of larger office buildings
located to the south. A large amount of the area, including that
portion immediately adjacent to the subject parcel, is wooded.
SW 68th Avenue is a major collector street with two travel lanes, two
bike lanes, curbs, and storm drainage sewers. Sidewalks have bean
constructed on some recently developed parcels to the. sou!h.
3 . Site Information and Proposal Description
The applicants have converted the former- 1800 square fool- t•psidencc,
with a counseling service occurring as a secondary use into a
counseling service office only. The applicants are now applyinq for
Site Development Review for the changed use. The site has boon
developed for• the counseling service u 4 P by the addition of a

paved park i.rig area with 6 park irig spaces and installation of a
,ion--illuminated wooden sign. The site is landscaped with a variety of
trees and shrubs and is bordered by goods on the north, south, and
west. Two single family residences are located to the east across the
street from Lhe counseling service.
4 . Agency and NPO Comments
The Engineering Division reviewed the proposal and commented that a
5 foot wide sidewalk including a concrete driveway apron is required.
The Building Division and Washinaton County Fire District No. 1
commented that the change of use necessitates an on—site inspection of
the b,-ilding by their representatives to determine whether the
building complies with the commor•cial building requirements of the
Uniform Building Code and Unifiirm Fire Code. The Metzger Water-
District also reviewed the proposal but offered no comments on the
proposal . No other comments were received.
B. ANALYSIS AND CONCLUSION
The present development for the counseling service is consistent with
applicable Community Development Code requirements for lot coverage,
building height, setbacks, visual clearance at thr driveway entrance, and
exterior lighting. The Code requires that professional service uses such
as the counseling service provide at least one parking space for every 350
square feet of gross floor space. Currently provided are six parking
spaces, thereby satisfying this r,egr.ri.r•ement, These spaces, however,
should be clearly marked in accordance with Code requirements. In
addition, plantings between the parking lot and the required five foot
wide sidewalk should be installed to help screen the p;.irking area and to
provide a physical separation between the lot and sidewalk.
No sign permit has bet-n obtained for the existing sign on the property .
The Code allows one square foot of sign area for each 100 feet: of gross
floor area in the C•-P zone. Eighteen square feet of signage is therefore
allowable for this site. The applicants shall either obtain a sign permit
for the existing sign if it: meets this size requirement or else the sign
shall be removed.
C. DECISION
Based on the discussion above, the Planning Director approves SDR 87--21
subject: to the following conditions: 4
1 . The following conditions shall be satisfied within 60 days of the date
of final decision noted below. Staff contact: Gary Alfson,
Engineering Division.
A. A five foot walk sidewalk including a concrete driveway apron
shall be installed along the frontage of 68th Avenue
b. Parking spaces shall be clearly marked using a iormanent paint
Bushes shall be planted between the parking lot and sidewalk .

2. Fither a sign permit shall be obtained for the existing sign if it:
meets dimensional requirements or the sign shall be removed. Failure
to comply with this requirement within 10 days of the date of final
decision for, this application could result in issuance of a civil
