Meeting Minutes
November 2, 2016
Members Present: Russell Casler,Benjamin Gooley, Erik Halstead (Vice Chair),Yi-Kang Hu,
Stephanie McKee, Susan Pfahl (alternate), Elise Shearer, Robert Van Vlack, and Kevin Watkins
(Chair).
Members Absent: Timothy Esau (alternate), Karen Hughart, Don Schmidt, and Joseph Vasicek.
Staff Present: Buff Brown, Sr. Transportation Planner;Lori Faha, City Engineer; Mike McCarthy,

1. CALL TO ORDER
Chair Watkins called the meeting to order at 6:30 pm. The meeting was held in the Tigard Library,
2nd Floor Conference Room, at 13500 SW Hall Blvd.
2. CONSIDER MINUTES
The October 5, 2016 meeting Minutes were approved.
3. PUBLIC COMMENT
There was no public comment.
4. FY18-22 TRANSPORTATION CIP PRIORITIZATION
The individual rankings, organized into three groups,was reviewed. It was unanimously agreed to
accept the CIP discretionary prioritization and forward it to the City as presented.
5. FOLLOW-UP TO COUNCIL MEETING
It was noted that the joint meeting with Council went well with actionable items that were well
received.
6. PEDESTRIAN BICYCLE SUBCOMMITTEE APPOINTMENTS
Buff noted there were three new applicants to the PBS and distributed their applications. It was
unanimously agreed to approve their appointment to the PBS.
7. PEDESTRIAN BICYCLE SUBCOMMITTEE POLICIES & PROTOCOLS REVISION
The PBS Policies and Protocols were distributed with markups showing proposed revisions. After
discussion it was agreed to postpone discussion on this topic until the January 2017 meeting.
8. ENGINEERING PROJECT UPDATES
Mike distributed and briefly discussed the current project updates.

9. LIAISON REPORTS—PBS, PLANNING COMMISSION
A. The PBS is researching how to start a bike share program. Metro is seeking comment on
projects to fund with its Regional Flexible Funds Allocation (RF-FA).Tigard has two
proposed projects: connect Wall St. to Tech Center Dr. and Fanno Creek.Trail connection
from Bonita St. to{Cook Park. $300,000 is set aside each year for smaller walking/cycling
projects in the street right of wap. Project nominations should be emailed to Mire and Buff.
B. The Planning Commission approved a 38-unit River Terrace development. There was a
connectivity issue with the'Tigard Triangle Medical development, so the hearing was
continued. A recommendation was made for code amendments to allow dog boarding in
commercial zones but prohibited in residential zones, to return building height restrictions to
80 feet and to allow multifamily units in the Triangle.area.
C. A measure to create an Urban Renewal District(URD) for the Tigard Triangle area for 35
years and to enlarge the downtown URD will appear on the May 2017 ballot.

Chair'Watkins noted the December meeting is cancelled and adjourned the meeting at 7:30 pm.

Tigard Pedestrian and Bicyclist Subcommittee
of theTigard Transportation Advisory Committee (TTAQ
Policies and Protocol
Purpose of Subcommittee:
1) Advise staff and the TTAC on issues affecting pedestrians and cyclists.
2) Enhance and promote the community of Tigard by supporting walking and cycling.
Membership:
The Pedestrian and Bicyclist Subcommittee is composed of nine members. Efforts are made to
provide balance among the committee membership in terms of pedestrian or cyclist interest,
characteristics of their walking and cycling travel, and balanced demographics reflecting the
community. Preference is given to residents of Tigard, though others who live near or work in
Tigard are eligible. As this is a subcommittee of the TTAC,it includes at least one TTAC member.
Subcommittee members are appointed by the TTAC following an application process established by
the TTAC.
Members serve an initial one-year term. If reappointed, subsequent terms are two years in length.
Members may serve consecutive terms. Terms are staggered to provide continuity on the
subcommittee.
Members may recommend the removal of a member for nonparticipation. This would typically be
demonstrated by absence from three consecutive meetings. The TTAC takes the official removal
action.
Members may resign at any time.
The TTAC may fill committee vacancies as they arise by appointing a new member to serve the
remainder of the vacated term.
Chair:

designated spokesperson for the subcommittee at outside activities. The chairperson may designate
other subcommittee members to be the spokesperson for specific events.
The subcommittee may designate a vice-chairperson who will assume the duties of the chairperson
in his/her absence.
TTAC Liaison
A member of PBS and TTAC will be the designated liaison to report at TTAC meetings.
Voting:
Each committee member is entitled to one vote.
City staff will not vote.
Meetings:
The subcommittee meets at a frequency, date, and time to be set by the subcommittee. The initial
meeting schedule is every other month in the late afternoon.
Additional meetings may be called by a majority of members or by the chairperson.
All meetings are open to the public.
Conduct of Meetings
All official decisions require a quorum of more than half of the current members.
The subcommittee may establish rules of procedure as deemed necessary for the conduct of
business.
An opportunity will be provided at each meeting for visitor communication on agenda and non-
agenda items.
Conduct through TTAC
As an advisory group to TTAC, official communications to administration or to outside groups
should go through TTAC as a general rule, and when timing is of the essence,notification to TTAC
shall be provided.
Staff SuI212ort
The City will provide a staff member to serve as a liaison with the City's Public Works and
Community Development departments. Staffing for this subcommittee will be primarily from the
Public Works department,with assistance from the Community Development department. There
should be at least one staff person at each subcommittee meeting.
Transportation Project Update — November 2, 2016
Walnut Street (Tiedeman to 116' and intersection with 135th)
PGE is starting work next week to install the new underground power wires along Walnut Street between
116th and Tiedeman; other utilities will follow to install their underground lines in the new conduits. The
project is adding sidewalks, bike lanes, center turn lane, new sewer line, replacement water line, and
underground utilities from 116th to Tiedeman, and a traffic signal in place of the all-way-stop at the Walnut
St/135th Ave intersection. Construction work is scheduled through Summer 2017.

Canterbury Lane (Hwy 99W to 106th Ave)
Construction begins soon of a new storm drainage line under Canterbury Lane from Hwy 99W to 106th Ave,
and under 1091h Ave from Canterbury Lane to near Murdock Street. Work will begin on Canterbury near Hwy
99W. Traffic will be controlled by flaggers; some delays are possible. Hwy 99W traffic should be as normal.
Hwy 99W Near Bull Mountain Road
A developer is building a new subdivision on the east side of Highway 99W across from its intersection with
Bull Mountain Rd. Some delays may occur between gam and 3pm when the builder is working near Hwy 99W.
Hall Blvd South of Sattler St
A developer is building a subdivision on the west side of Hall Blvd south of Sattler Street, south of the
Applewood subdivision. Construction includes bike lane and sidewalk along this part of Hall Blvd.
Hwy 99W between Walnut PI and McKenzie St
A developer is building a mini-storage facility along the east side of Hwy 99W between Walnut PI and
McKenzie St, on the site of the former Carmichaels' Pub.
River Terrace
River Terrace subdivisions are under construction west of Roy Rogers Rd south of Scholls Ferry Rd, and west of
150th Ave south of Bull Mountain Rd. If you have any questions, please contact Mike White at 503-718-2464.
The developer is constructing a temporary widening of Roy Rogers Road for a center turn lane at Jean Louise
Road. All of these developments will be adding sidewalks and bike lanes along streets.
Hawksbeard St between 130th Ave and 135th Ave
A developer is building a new apartment complex between Hawksbeard and Scholls Ferry Rd. Their work
includes repairing pavement and widening Hawksbeard and adding sidewalk along the apartment frontage,
and improving sidewalks along Scholls Ferry and 135th.
72nd Ave south of Dartmouth St
A developer is building a medical office building on the west side of 72nd Avenue south of Dartmouth Street.
Landau St (72nd to 74th) Pathway
Public works crews are working to clear blackberries and add wood chips along the surface of a well-worn dirt
pathway along the right-of-way of Landau Street between 72nd Ave and 74th Ave. This project, part of our
Pedestrian and Cyclist Connections Program, improves the walking surface on this pathway giving residents a
shorter route to walk to nearby retail areas.
