If the sign is going to be illuminated, it will require an electrical permit. Even though this monument sign does not require a building permit it will still require Engineering's approval of the encroachment easement document as Monica mentioned in her email. If the 3' is measured from the west end of the sign (3' above the back of walk) they should be fine. The top of the sign needs to be at or below that 3' plane. In other words The highest point of the sign must be lower than 36" from the lowest point of the back of westerly sidewalk at the Vision Clearance Easement.
