I have just received the cost figures involved in the re-
location of our telephone facilities in accordance with your-
letter of July 22, 1965.
the total cost will be $6,470. While this will be a substantial
expenditure to the City of Tigard, I do hope you realize our
position in that these costs must be passed on to the local area
where such relocations are requested. Because of the costs in-
volved, we will slake every effort to arrive at a method of pay-
ment that will be mutually agreeable to both the City and our
Company.
I would appreciate being kept advised of your plans so that we
may start our work in accordance arith your schedule.

Dear Mayor Kyle-
P!te Perrine, our Tigard Manager, forwarded your
recent letter regarding the possibilities of undergrounding the PGE
distribution system on Main Street.
Portland General Electric Company is most anxious to
cooperate in any recognized effort for civic beautification which is
compatible with the rate structure of the company and the basic obli-
gacion which it bears to provide nondiscriminatory service to its
customers. In the implementation of this, the company has adopted
a specific policy covering the relocation of overhead or the installation
of underground in areas already served by existing and adequate overhead
facilities. In summary, the policy assures cooperation by the company,
2- ;. ided that the undepreciated investment in existing facilities, together
with the cost of removal, is paid by the organization or entity requesting
such removal (with full credit for salvage, of course) and that the
company is reimbursed for the excess cost of underground installation
over the normal overhead installation required to serve the area under
consideration. Certain other limitations are contained in the policy. A
copy of our Standard Practice Instruction excerpts which state this
policy in more detail is appended to this letter.
Relating this policy specifically to Tigard, we would
proceed by determining the remaining value in place and removal cost
of the facilities to be removed from Main Strect. We would expect to
bill this amount, less salvage, to the city. We would then develop a
plan to serve as many of the Main Street buildings as possible from lines
on side streets or back lot lines. There would be no charge for the
installation of such facilities. Next, we would design a minimum

underground system to serve the buildings on Main Street that could not
be served from side streets or back lot lines and would expect to bill
the city for the difference in cost between the underground system and
an equivalent overhead system. Each customer to be served under-
ground would be required to rewire his premises at his expense to
receive underground service. The above procedure would accomplish
the objective of removing the overhead lines from Main Street at
minimum expense to the city. Provision would need to be made for
installation of an ornamental street lighting system to replace the lights
now installed on the overhead pole line.
Ou-.- experience in working with several other cities on
these problems indicates that a good approach is for the City Council
to designate three individuals with whom we can work to come up with
a plan that will solve the problem at a minimum of expense to both
parties.
We assume that West Coast Telephone Company has been
contacted, since they, too, have facilities in the area.
PGE is entirely in accord with the desires of the City of
Tigard to improve the aesthetics of its principal business thoroughfare,
and we congratulate the city on its farsightedness in planning ahead in
this manner.
I plan to attend the Council meeting of May 10, along with
several people from our engineering staff, to answer any questions you
may have at that time.

development schedule, the Company may defer present-
ing the statement of charges and credits until the
permanent underground connection IF requested by the
authorized party requesting service to each house in
the project.
(6) Letter Agreement - When it is the desire of the
single-family project developer to enter into a
letter form agreement, outlining the terms and condi-
tions for underground service without benefit of deed
restriction, the developer shall make an advance pay-
ment for the entire excess cost prior to the installa-
tion of the underground system. The Company shall
make refunds for total or all electric credits, If
appropriate, to the authorized party requestinf, the
initial individual house connection. Record of siach
advance payment and refunds, if any, shall be main-
tained as outlined in paragraphs 16 through 26.
COhIIrIERCIAL AND INDUSTRIAL OCCUPANCIES (Applicable only if the Company's
J/ tariff schedule does not require the customer to provide all the electrical
facilities.)
4. The Company will provide underground distribution service to
commercial and industrial occupancies provided that the Company's
expenditure does not exceed the average overhead line expenditure.
The customer's responsibility outlined in paragraph 5 divides the
cost so the average Company expenditure in underground facilities
will be equivalent to the average overhead expenditure. The under-
ground instailation must be in accordance with normal. Company
engineering standards and must be designed to utilize transformers
of a type stocked by - and in general use by - the Company.
5. The customer shall be responsible for the following:
a. All trenching and backfilling.
b. Space for the installation and maintenance of the
utility's equipment on the customer's premises.
c. Transformer vaults, enclosures and surface-type trans-
former pads.
d. Provide, install, and maintain all raceways, raceway
fittings and terminal boxes, conforming with Company
standards and applicable governmental electrical codes,
from a designated point at the base of the Company's
pole adjacent to the customer's premises, to the point
or points of delivery.

e. Provide and install any primary voltage disconnect,, cut-
outs and switches not normally provided. by the Company,
such as metal enclosure-'.ype equipment. Such customer-
owned and -installed equipment may not be required under Ef
certain conditions, such as: where service is accepted
from an installation of single-phase pad-mounted trans-
formers or where service is accepted from a standard code
vault constructed for oil-insulated transformers or when
satisfactc.ry protection is provided by the Company's
fuses located on a pole.
6. The point of delivery will be in a terminal box located outside the
building wall or at a readily accessible interior point nearest the
en'.,rance of the conductors into the area defined by applicable
electrical codes as being "inside the building". A letter defining
the point of delivery and outlining other responsibilities of the
customer and company for the provision of underground service should
be filed in the appropriate customer file.

7. Existing transmission or heavy dist bution circuits that pass
through or are adjacent to an utid ground development will not be
relocated or converted t under sand unless absolutely necessary,
and then the complete con rs n costs must be paid by the developer.

10. The customer shall pay the Company for the depreciated plant value
less salvage plus removal cost of any existing overhead distribution
facilities removed on account of the replacement of an existing over-
hea(? with a new underground system, in addition to the applicable
schedule of charges. The amounts billed shall be applies to the
respective retirement accounts.
