Perry, President Tigard, Oregon We wish to notify you of our opposition to the proposed zone change of Tax Lot + 300 and 400, Map Number 2SI 2AB from the present resi- dential zoning (R-7) to Multiple dwelling zoning (A-2). We are opposed for the following, reasons: 1) A multiple dwelling building will significantly increase the traffic on the already too narrow and congested streets of Lincoln and Commercial and will be dangerous to the numerous children who use these streets on which to walk and ride their bicycles. There are no sidewalks present on these streets and pedestrian traffic is already heavy. More traffic will endanger these pedestrians even further. 2) It appears that the sewage system in this proposed area is inad- equate to h-ndle the present residential property and probably would not be able to accommodate any additional strain by the use of a multiple dwelling unit. The sewers can be seen "bubbling" over at the corner of Lincoln and Commercial during heavy ruins and the water overflows into the streets during this time. 3) A multiple dwelling unit will destroy the present residential atmosphere which we, as homeowners, looked for when we purchased our new home four years aqo. i multiple dwelling, unit will destroy the privacy of our dead-end street and our front and backyards. 4) If a multiple dwelling unit is put on the proposed area, we, as well as three of our neighbors will sell our home immediately as we feel it will depreciate the doilrability of our present property and may tend to deprec:.rtte tts value considerably. Situations such as this where property owners desire to rezone small areas of the city have disturbed me for some time. When we moved to Tigard about three vears ago (we came by choice, not by necessity) we assumed that in a town as old as Tigard and with as new a city government as Tigard, property owners would be Protected by strong zoning ordinances. We moved into what we thought was a rather nice residential area confident that it would remain that way. However, we find that there is a tendancy for owners of small areas to ask for zoning changes. The fact that siich a situation has developed in our neigh- borhood promps me to write this Letter. lersonally and as a Civil Engineer, I do not believe the Planning and Zoning Commission should be reo>>ired even to con- sider applications for these small areas. There must be a comprehensive clan for city development which should be adhered to. Changes should only be made by the property owners of large areas getting together and deciding on zone changes. Neither the Planning and Zoning Commission nor the other residents of an area sho»?d be required to waste their time on zoning changes of small areas. The parcel under discussion (tax lot- 400) is bordered o.i the south by Woodard Park, the west by single family residential, the north by existing residential with large lots, and on the east by industrial park zoning. The proposed change would provide a buffer for the existing R-7 zone from an area, which, while still in transition, will most likely become industrial park due to its close proximity to F.'anno Creek and the railroad tracks. In addition Woodard Park will provide recreational facilities for the additional population. Present street is virtually non existent. Iatherine street is at present an unpaved, rural road which is only 401 wide, and narrows to 30 ' adjacent to the parcel being discussed (tax lot 400) .
