Lincoln (Map #lS1 35DC, parts of Tax Lots 4500 and 4300= Map #2S1 2AB, Tax Lot 600) SIZE OF PROPERTYt 0.73 acres STAFF RECOMMENDATION: The staff recommends denial of this application. Although the density may increase in this area sometime in the future, the utility services and street circulation are now inadertuate for increased den- sity. When additional density is planned for an area, there should iiso be plyns for adeem ate services. This particular property includes a 201 strip for access. This is only eno* to permit the issuance of a building permit for one additional unit. If the applicant desires to construct only one more unit, he could just as well do this by a minor land partition in the R-7 zones he has enough land to do so. In addition, the staff feels that at this time Apartment development on this site would really not be compatible with the single family use around it. 17-rL `r' W Qui 0 LLI _ YY.`rltti^il;AC.SI"rani:a i-ia z.-•..s:- .:e.,_+d+._rr:1-r:^tls•wr,..+aW IFN AYR CITY OF tIGARD j .....,.a-,r,.aeAswa4i.w:«u,.raelY+wri.n.x.,...nr,u..r.r..u....w.......,W....,......._...---......__ _.....r..W.....y,,....,......:+.wu,.wrw..._ .,...a...+. ,.,...,.-..,.....,.,............,.. ..,... .......d.......a..........,«n,.w,.,,.._.,..e...x....«.. The present sewer system is inadequate to hanC,le the existing strizctures. Dur.i.nc winker r .ins)low-lying residences often have sewor wa!;er back-up 'Lrito the house. Proviaus ,one changes have been denied In this general area for th s reason. howevers there have boon some additional apartments built in the area whish will. colitr i Bute to an already ovor-taxed sewer system. Any add- tional a artwents -will make the situation even worse. This rcol of lGuid is not suited for multi-family development in that is lies in the very midclllo of a residential arca Ith no fr. tage on any main road. Present A-2 zoning code would allow the erection of a ina,4si.ve 3-story monstrosity in the ml0st of a reLA.6,ent:i al area. This would be incompatible with the surroun, - ing; envi.rcm;ir,,nt. Present street systems In the aieo are inadequate to handle incre- sed volumes of traffic. The streets are narrow and crooked and ,.ilready fusict ioning at maxi.raum capacity. Many people in Tigard are alarmed at the ktiany u, artmcnts being built, with little regard as to location and adequacy of sewer# watery and roads. I suggest the commission and council give first attention to the basic ne,essities and then to some good, ..ount3, long; range pla ni.nL,; of 1.,cationse To date# apartments are being; erected In any vacant lot available. It has gotten to the paint where the home ovner has no assur- ance an a[)artment will not be built in his back yard unless he is sorrounded on all f,,.)ur sides by other homes. The bast 1,11:i.loso[-hy of the coiinlss'.on and council seams to be "guilty until ).r oven Innocent's-- in other words a zone change should be granted unless good cause(and sometimes thi.a is not good enour,h) can bo shown for not chan,Jng, the zoning;. This Is ar;alnst the very princii al or ur ose of zoning;. The al-gpllctint should )crow gid od. roason why o. zone chringe should be gran ad, To change zonings at the drop of a hat ;,Ives t home ca,.ner no ass!.irance that hips InVestmont will be rnroteeted. When the normal person buys Baro arty it Is on the batisof the exi.stinr zoning;--not with the thought In mind that the zoning; 1111;;ht be changed tat th:s whim of some council membere In other words, the planning commis.,A on and city council have not been responsive in the past to the home owner. They appear to be more concerned with bringing in a higher tax base, industry, and business. Certainly , all these things are needed . nd have their place but not at the expense of home owners. The result has been spot zoning. This is obvious if one observes the apartmentsereeted along Greenburg Road, 217, and Frewing-- to name a few. To make matters even.morse any of the apartments do not blend in with the sorrounding area--they may be 3 stories hIghp painted passionate pink or royal blue, ,ind look 11 -e agile of cardboard boxes. There are a few voices in the dark on the council, such as Mr, o 'Iialloran, who seems to be responsive to the problems. F?owevers, .-they are outnumbered by those who are not. Unfortunately, during the last election the voters were not given much choice-- 3vacancies, 3 CUlididates. You may rest assured that we, and many others will try to .rectify this situation at the next election unless the commission and council .face uta to the probleriis and attempt to make a sincere, urib used, and inf.,,,.orm®d effort to solve these problAw. I request that a. col,y of this letter be read into the record both at the April 15, 1909 Planning CoimAssion hearing and mibsequ©nt City Council hearing for the parcel of land in questions Gerald W.
