their regular meeting of August 17, 1976, considered your
request for a variance of Title 16, Sign Regulations in a
C-3 zone at 11747 S.W. Pacific Highway. This request was
denied since the proposed sign was intended to advertize
products and prices rather than iraentify the business.
This action is final unless a letter of appeal to the City
Council is filed within 15 days of the Planning Commission
action.

o Sakata moved and Krause seconded to approve the
proposed partitioning based on findings in the
staff report with the staff recommendations.
The motion was approved by unanimous voice vote.
Agenda item 5.4 previously tabled was resumed with Commission

o Tepedino stated that no extraordinary conditions
beyond control of the applicant exist for a variance
to be granted .
Krause moved and Sakata seconded to deny the request
because the property could be developed without the

signing and appearance be established.
3. Section 16. 36 .040 - 3a "One multi.faced free-standing sign. . .
shall be permitted on a street or highway frontage. Where
a frontage exceeds three hundred feet in length, one
additional free-standing sign is permitted for such front-
age. "
4 . 16 .08 . 130 "Free-standing sign" means a sign erected and
mounted on a face-standing frame, mast , or pole and not
attached to any building.
FINDINGS :
1 . The applicant is requesting to erect an additional double
faced free-standing advertising sign ( 56" x 45") .
2. Existing Signs:
0 1 - 10 ' x 12 ' revolving, double fared , free-standing
sign approximately 35-40 ' high .

3. Th.p site has 200 ' of frontage along Pacific Highway.
4 . The intent of the Tigard Community Plan to improve the

The purpose, of this letter is to ask for, a variance of the present sip'n
ordinance and request additional signing at my' place of business.
My place of business is located at 11747 SW Pacific Highway, next to
the GM Training Center. My business is entirely dependent upon the
mot::,1 ;t and his purchase of petroleum products and other allied service
for his automobile. If the traveling motorist is unable to visually see
my, business or adver+ising he i4 inclinhd to "pass me by".
T. fee] this is my prAsent situation especially the motorist traveling
west on Pacific Hj hw,+y. Standa-4 Oil Company recognized this proble,,,
in 1973 when they acquired e, highway directional site on the E. C. Hail
Company property in January, 1973.
T have lost this particular advertising with the construction of a new
bank on this property at the beginning of this ,year.. The loss of this
signing has created a hardship on me in total dollars of revenue amount-
ing to approximately 3800 ,gallons a month or $2,204.00 plus the allied
services these gallons would contribute.
My req,.iest is simpler I wish to place a multi-message board on the
front of my station in the polyloom landscaping. This would be a
stationary sign with advertising Apace 45" high and 56" wide with 51"
letters. This -cicular sign has been approved by Standard Oil Company
and is extremely attractive. Attached you will find descriptive material
on the sign.
The location of this sign will enable me to address traffic on Pacific
Hilrhway traveling both east and west, and I feel will minimize my loss
in revenue dollars. Attached please find diagram of site.
Your help in this maneuver will be greatly appreciated.
