W. Sandburg Sti eet. Applicant Northwest Sign 'and Carving Company representing Timber Operators Council Applicant's Request To allow a 2 foot height variance for a free-standing tenant identification sign within an industrial park area. Applicant's Proposal To erect a 10 foot high free-standing industrial park tenant identification sign with overall dimensions of 5 feet by 10 feet. Staff Findings 1. As per Ordinance No. 74-2.6 - Industrial Park Tenant - Site Identification free-standing signs shall not exceed 32 square feet on any one side, nor more than 64 square feet for a multi-faced sign. The applicant' s sign meets this requirement. 2. The applicant argues in attached correspondence that the proposed sign vari._,nce should be granted on esthetic grounds. Section 16.34.020, Tigard Municipal Code, states, "The Planning Commission may grant a variance from the provisions of this title based on findings that due to practical difficulties, undue hardships or inconsistencies with the objectives of this title, the strict or literal interpretation and enforcement of a specific requirement hereunder should be waived or modified. " 3. The purpose and scope of Title 16 is described as follows: 1116.04.010 Purpose and scope. The city council finds that o protec t e health, sa a y, property and welfare of the public, to improve the neat, clean, orderly and attractive appearance of the community, to improve the effectiveness of signs in identifying and advertising businesses, to provide for safe construction, location, erection, and maintenance of signs, to eliminate signs that demand rather than invite public attention and to prevent proliferation of signs and sign clutter, and to minimize adverse visual safety factors to public highway trave: ers, it is necessary to regulate the design, quality of materials, construction, location, electrifi- cation, illumination and maintenance of all signs visible from public property or from public rights-of-way. Mr. Wink Brooks Dear Sir, During the last two weeks of August , North West Sign and Carvin Co. Inc . designed a scan for Timber Operators Council. The sign oae designed with two points in mind . First, is the esthetic value and harmony with the environment , second is identification. The sign is five feet by ten feet high and especially attractive for the city of Tigard. Our president , Mr. Gary Runger, spoke with Mr. Rues Austin and received a verbal assurance that a Len foot sign would be acceptable . The sign is in process and almost ccmpleted . When our salecman attempted to pick up the sign permit he found that the si.gn would only be approved for eight feet high. We realize we should have followed through on the sign permit befor building the sign, Instead of acting upon verbal approval . We are asking .for the extra two feet for ornamental considerations. Our sign building policy is maximizing environmental quality +-o complement business identification. Thus we produce a subtle, yet attractive wood sign. The sign for T.O.C. at eight feet would not he as appealing for the city of Tigard . We are appealing to you and the hardship involved . Aside from the economic , we strongly feel that the esthetic value will suffer for all concerned . We sincerely hope you will approve the extra 24 inches . Thankyou for your attention to this matter.
