their regular meeting of December 21 , 1976 approved ,your
request for a variance to the sign code to allow an addi-
tional free standing sign at 11999 S .W. Pacific Highway .
This approval. is subject to satisfying the following con-
ditions :
1 . Sign be removed upon full leasing of the building
by one tenant .
2 . Sign be similar in size and style to the O.B .
sign as shown in Exhibit "A" .
Actions of the Planning Commission are final unless noti-
fication of appeal to the City Council is filed with the
Cite Recorder wi+hin 15 days of the Planning Commission
action .

B. Applicant ' s Presentation :
Larry Bissett explained the background of the project
and that no landscaping would be removed to accomodate
the sign .
C. Public Testimony : None .
D. Staff Recommendation :
Staff recommends denial based on the fact that the code
has provided for sufficient sign identification .
E . Commission Discussion :
a Tepedino would approve of the low signing technique.
o Nicoli stated the low profile would be compatible to
other sign .
o Phillips recommended approval of the variance if it
would run with this particular tenant and be lass

acres under one ownership, separated parcel into
two parcels as a tax incentive, and they intended
to develop undeveloped •parcel at which time it was
sold.

dedication of private road at which time parcel 2
was sold?
o Applicant replied that it could be done at time
of sale.

1 . That the private road presently referred to as

I . BASIC FACTS :
1 . The site is zoned C-3 (general commercial) and designated
commercial retail in Neighborhood Plan II .
2. 16. 36.040 ( 3) (A) Number permitted: "One multifared free-
standing sign . . shall be permitted on a street or highway
frontage. Where a frontage exceeds three hundred .feet in
length, one additional free-standing sign is permitted for
such frontage. "
3. 16 . 34 .020 Variance granting. "The Planning Commission may
grant a variance from the provisions of this title based
on findings that due to practicle difficulties, undue hard-
.,hips or inconsistencies with the objectives of this title,
the street or literal interpretation and enforcement of a
_.cific requirement hereunder should be waived or modified. "
II . F1 ,. 'i :
1 . The site under consideration is occupied by the Oregon Bank
Building. This building presently has space for an
additional tenant . Pounder Realty is interested in leasing
this space but because of a lease restriction no wall signs
are permitted. Therefore, Pounder Realty is requesting a
variance to the Sign Code to allow an additional free-standing
sign in front of the Oregon Bank Building.
2 . The site is bordered by S .W. Pacific Highway and Greenburg
Road . Oregon Sank presently has one free-standing sign on
Pacific and one on Greenburg Road. Both of these are under
the sign area allowable.

Gentlemen:
The S.J. Pounder Realty Company is presently looking into the possibility
of leasing the remaining portion of the building presently occupied by the
Oregon Bank located at 11999 S.W. Pacific Avenue, Tigard, Oregon 97223. A
major consideration in our decision to open an office at this location is
whether or not we can erect a free-standing sign si.rrilar to the one the Oregon
Bank presently has on the property.
It is necessary that we have such a sign as a means of visible identifica-
tion, to establish ourselves in the area, to be compatible with neighboring
businesses, and to conform with our present office situations so people readily
recognize S..'. Pounder Realty Company.
Our leasing this building will depend on favorable passage of a variance
in this regard. The landlord of this building, Dr. Robert A. Bissett, has
restricted wall signs on the building, so we are left with no other option but
to erect a free-standing sign.
