The site is zoned C-3 (general commercial) and designated General Commercial on the Tigard Community Plan. 2. Under General Commercial in the Tigard Community Plan it proposes "limits on the size and number of signs and on their location" along S.W. Pacific Highway. In addition Policy 03 states "Establish high design standard for signing and appearance". 3. 16.36.040 (3) (A) Number permitted: "One multifaced fret-standing sign designating the principle good, products, facilities or services in the premises shall be permitted on a street or highway frontage. Where a frontage exceeds three hundred feet in length, one additional free-standing sign is permitted for such frontage." 4. 16.34.020 Variance granting. "'rhe Planning Commission may grant a variance from the provisions of this title based on findings that due to practical difficulties, undue hardships or inconsistencies with the objectives of this title, the street or literal interpretation and enforcement of a specific requirement hereunder should be waived or modified." 5. .16.08.130 "Free-standing sign" means a sign erected and mounted on a free standing frame, mast, or pole and not attached to any build- ing. 11. 7INDINGS: 1. The applicant is requesting an additional freestanding sign which would advertise gasoline price and "we honor" messages. The station ,-urrently has an existing freestanding sign advertising the name of the station, attached to this is a price sign. (see picture #3 in applicants submission). 2. Main Street Tigard, Oregon 97223 Re: City of Tigard Sign Variance Renuest PROPOSAL Grant a variance from the city sign code to allow the permanent installation of. two (2) 4' x 06" (18 square foot area) signs on an existing light pole. The signs will advertise price and accepted credit cards. BACKGROUND Prior to November 1, 1976 three (3) nonconforming 4' x 06" yard signs were displayed at this service station. Subsequently, one sign has been removed. The two signs remaining are those for which variance is requested. The signs are owned by the dealer, Mr. Jerry Fuller: and, in the interest of helping Mr. Fuller operate the service station profitably, Mobil and its representatives submit this request for variance. Enclosed with this proposal is a detailed drawing of a price sign that Mobil sells to dealers. The drawing is included for size information only, as both signs for which variance is requested are identical to this sign in sire. The copy for each sign is shown in the enclosed photographs. Also, attached are several photographs of Mobil signs in general and the signs at Mr. Fuller's Station. Photo No. 1 shows the two remaining signs as they currently exist and the yard light pole on which we propose to mount the signs. Photo No. 2 shows how two similar signs are mounted at a Mobil station in Lake Oswego, This is the manner of installation we are proposing at the subject station but with the single product price sign and "We Honor" messages. Photo No. 3 shows the existing 3 ProdLct Price sign which allows premium and unleaded users to make a purchasing decision knowing the price before commitment to enter. This sign was installed prior to the new ordinance and shnuld not he considered, but it is shown to illust-ate the total signage needed to adequately serve the public. Photo No. 4 allows signage at a service station near Fuller's Mobil, We certainly disagree with this over-abundance of signs. In recent years Mobil has made detailed studies of marketing methods and signage; and, as a result, we have developed a ''Planned Retail Merchandising" program and philosophy. Tigard Planning Commission - 2 Basically this philosophy says potential customers, neighbors, local motorists, and most everyone around service stations deplore dirt, trashy signs, junk cars, weeds, unpainted buildings, cluttered and generally unattractive businesses. A potential customer on a high-speed street, such as S. W. Pacific Highway, make a purchasing decision in less than five seconds, and 80% of this decision is based on visual impressions. Therefore, only a limited number of signs can be effective. We feel that the two requested signs are essential to Mr. Fuller's continued profitable operation of this service station. Mobil has made available to dealers a selection of professional-appearing, graphically-coordinated signs that we believe best display important messages to the dealer's customers. We strongly discourage the use of homemade signs or any other sign that is superfluous to the basic messages essential to dealer profit- ability, Mr. Fuller's station has been operated for a number of years by several other dealers. Unfortunately, however, previous dealers were unable to operate the station profitably. As a result, the station wan closed for several years. Jerry Fuller has been operating the station in a profitable manner by using a very low markup on gasoline to stimulate a high enough sales volume to result in an acceptable profit. Sales in today's very competitive gasoline market are very dependent on price and the customer being able to recognize that low-priced gasoline is a'viiilable. In fact, many people believe that if the price of gasoline isn' t posted, the price is probably too high, and they won' t even stop to find out, If Jerry Fuller can' t advertise his price in a manner that can be easily recognized by passing motorists, there is ro way he can generate the sales volume necessary to maintain a profitable business. Another service that Mobil offers Its customers is the acceptance of Bankamericards and Master Charge credit cards for all purchases.
