maintained by the owners of tha Villa La Pat, Apartments ant'
upon receipt of a $10.00 installation fee, located at the corner
G of 5.w. 91st and Greenburg.

(a) Director of Public Works stated developers would comply

bid to Marsh 6 McLennan for $509.000 single limit coverage
for one year. Coverage in the same presently carried,,

Director of Public Works outlined methods of assessment
and recommended adoption of method 3 which would give credit
for $250.00 base charge on O.E.A. line.
Mr. Stewart testified against method ,shree and requested
tax lot 2600 be exempt from assessmeivi.
Attorney Anderson commented on general. and special benefits
of installation of sewer and stated the question for Council
to decide what would be; does the new line confer new
benefit to Mr. Stewart's property? if so it could be
recognized as another assessment.
Mr. Cecil Posey, representing Q.E.A. . who own tax lots
1301 and 1400 testified against excessive costs.

NOTICE OF APPEAL
Dear Sir:
Pete Wilson Realty has requested directional signs for the Villa La Paz Apartments, an
84-unit apartment, as allowed in Tigard's Sign Code Ordinance, Chapter 3, Section
310, item 4. On September 21, 1971 the planning and zoning Commision turned down
our request. Since there has not, as yet, been estabilished a Sign Boards of Appeals
(Sign Code Ordinance, Chapter 2, Section 208, item 4) we now give our written notice
of appeal directly to the City Council in accordance with the alternate procedure listed
within the sign ordinance.
FOR THE FOLLOWING REASONS:
1. We do not believe that the signs will detract from the appearance of the
neighborhood when the signs are in good taste, prepared by a commercial
sign painter, and installed in accordance to city regulations.
2. We believe the signs should be restricted only to those properties that
suffer from lack of traffic exposure.
3 . We agree with the staff recommendation that a sign should be placed
on the nearest artery if the subject property is located off of a major traffic
artery, as is the case of this subject property.
Please note: any income producing property in excess of 30 units must operate as a
business with a normal turnover rate of 8% for 2 bedroom apts, and 12% for 1 bedroom
apts. The stability of the rental market is not as it was prior to :966. The economic
stress caused by over building in certain areas has created a highly competitive market
increasing the turnover, delinquency, and vacancy rates. In addition, unemployment
and various governmental actions at local and national level have created a poor atmosphere
for normal operations of this type investment. Sign requirements for apartments should
be taken into consideration by builder, lender, and planning commision, prior to zoning,

financing, and contraction. Failure to have adegi t signs leaves a property in financial
jeopardy thru reduced rents, and higher expenses. LJ correct an error of commision
