E. 42ND AVE., PORTLAND, OREGON 97206 PHONE (503) 234-9686 RECEIVED OCT 13 1971 CITY OF TIGARD Octcber 12 , 1971 City Council City Hall Tigard, OR NOTICE OF APPEAL Dear Sir: Pete Wilson Realty has requested directional signs for the Villa La Paz Apartments, an 84-unit apartment, as allowed in Tigard's Sign Code Ordinance, Chapter 3, Section 310, item 4. On September 21, 1971 the planning and zoning Commision turned down our request. Since there has not, as yet, been estabilished a Sign Boards of Appeals (Sign Code Ordinance, Chapter 2, Section 208, item 4) we now give our written notice of appeal directly to the City Council in accordance with the alternate procedure listed within the sign ordinance. FOR THE FOLLOWING REASONS: 1. We do not believe that the signs will detract from the appearance of the neighborhood when the signs are in good taste, prepared by a commercial sign painter, and installed in accordance to city regulations. 2. We believe the signs should be restricted only to those properties that suffer from lack of traffic exposure. 3 . We agree with the staff recommendation that a sign should be placed on the nearest artery if the subject property is located off of a major traffic artery, as is the case of this subject property. Please note: any income producing property in excess of 30 units must operate as a business with a normal turnover rate of 8% for 2 bedroom apts, and 12% for 1 bedroom apts. The stability of the rental market is not as it was prior to :966. The economic stress caused by over building in certain areas has created a highly competitive market increasing the turnover, delinquency, and vacancy rates. In addition, unemployment and various governmental actions at local and national level have created a poor atmosphere for normal operations of this type investment.
