Upon receipt of this document, we shall provide you with a letter of approval providing we receive a letter of confirmation from the local fire and building officials in each of the jurisdictions where the schools are to be constructed. It should be noted that Chief Deputy Franzen has discussed thi., alternate method of construction with the affecter; fire and building officials. Both schools are identical except for size and we are taking exception to items listed below. Plans review was made by Robert L. Futter and the following clans review items are submitted for your consideration: Item 2: Requires a fire alarm pull box to be located at exterior exits from individual classrooms. NFPA 72A 3113 "Distribution" requires fire alarm boxes to be located in the normal path of exit from the area. We have located a fire alarm pull box in the passage serving each classroom which is a normal path of exit. Item 3: Requires area separation between Multipurpose Room and rest of building. Occup ncy urou s A-2. 1 at Multipurpose Room E-1 at remainder of building Table_ 5B No occupancy separation required. Table 5C — A-2.i Type 5N not permitted. Section 702 A fire resistive ceiling shall not be required in one-story buildings of Type II , one hour, IIN, III IV or V construction having an open frame roof. We have an open frame roof. C 14ARI 1:4 F %FI.Ir.AIA 11 1011N I III N,,1 i i ni 28 July 1978 - Mr. Ray Johnson - Tigard Elementary Schools - Pane 2 We propose to install an automatic sprinkler system and a detection system in the Multipurpose Room and all rooms adjacent to same in lieu of one hour walls. Our only other recourse is to construct a 2 hr. separation wall between the Multipurpose Room and the rest of the building and take out the sprinkler system in the Multipurpose Room and all adJoininq rooms. In germs of life safety and building safety we feel that the sprinkler system Hrould be more benaficiai . I believe this subject was discussed in the preliminary plan review; conference on 2/19/78 but was not documented in the minutes. Item 5: States that platform exits may not pass through Storage Room 5. Section 3302(c) "exits through adjoining or accessory areas" allows platform exits as shown on plans. Detectors will be added to Room 26 and 28. Item 9: States that one hour separation req;.;ired between Kitchen and Assembly Area. defer to Item 3 above. RIDGE ROAD, OREGON CITY, ORE. 97045 PROJECT S. TUALATIN ELEMENTARY SCHOOL TO XAVIER RUEDA ITEM STRUCTURAL PLAN CHECK BY G. L. GOTCHALL CLIENT SELIG/HENSLEE DATE 27 MAY, ' 78 1. Enclosed Calculation Sheet No. 1 shows a bending stress of 550 PSI for the 6 3/4 x 18" G.L. beam at the canopy. This is well below the allowable stress of 2000 PSI (1750 + 15%) . 2. The floor joist at the platform should be changed to 2 x 10@ 16" o/c. The live load capacity will then be 130 PSF. 3. Enclosed Calculation Sheet No. 2 shows that the eccentric loading for the G.L. beam on Line K between 2 and 6 can easily be resisted by the floor. 4. This office does realize that the bearing stresses at Detail 4/S•6 are at the maximum allowed. The contractor will be informed by addendum that the joint in the G.L. beam should be centered on the 6 x 3. 5. Enclosed Calculation Sheet No. 3 shows that the withdrawal load on the nails of the "150" framing angles are far below that allowed by the U.B.C. 6. At Detail 5/S•4, 2 x 6 blocking should be added between the 4 x 6's and the contin. 2x should be end nailed to the 4 x 6's with 3 -16d nails. 7. This office does realize that Details like I/S•5, 8/S•5, 10/S-5 and 12/S•5 do not provide a direct positive transfer of shear from the roof diaphragm to the shear walls. However, it is the opinion of this office that because the calculated shears are small (about 80 PLF maximum) , the indirect method provided will be adequate. It should also be noted that at Details 18/S•5, where the calculated shear is much higher, the blocking at the bottom of the ledger is nailed to the plywood sheathing. By: G.L. Again St . - Tigard, Oregon Site Design Review 8-78 West Tigard Elementary School Request : For site plan and architect review of a, proposed elementary school for a 10. 35 acre site. Applicant : School. District No . 23J Site ',ocation & Description : S . V. Katherine St . west of 121st St . (Nash . Co . Tax Map ISI 34C, Lot 1204) . The site is relatively a flat , vacant parcel surrounded by single family development to the south , undeveloped parcels to the north and east and to the west the Summer L k e development . Site Designation : Phe site is zonea R-7 Single Family Residential and designated Urban Low Density Residential on the Planning Commission Plan 1.971 . Proposed Use : The applicant is proposing to construct an approximately 24 , 500 square foot building which is planned as Phase I of a multi -phased elementary school . This use is conditional in the R-7 zone . Previous Action : CU 40-77 - On December 6 , 1977 the Tigard Planning Commission approved a Conditional Use permit for an elementary school for the site in question , subject to the following: 1 . That the school building , parking area, and play fields be subject to design review and a method of providing site screening be provided on the submitted landscape plan for all property lines. 2. That the approximately 100 foot long public right-of-way between the sout;oern property line of the school site and the intersection of S.W. Katherine Street be constructed to the following street standards : TIGARD DESIGN REVIEW Page 2 a. Twenty-five feet of pavement surface. b. Five foot sidewalk on the west side of the street with a six foot wide park strip adjacent the curb , C. 12.5 foot right-of-way remaining on ';he east side of the street be landscapr:d and maintained and that this area and the six foot wide park strip be subject to design review. 3. That the extension of S.W. Katherine Street from its present terminus to S. V. 121st be constructed to city local street standards and street trees be provided per design review. No building permits will be issued until the necessary bond has been filed and c:on:truction drawings have been approved by the public works department. Required Parking : Elementary School 10 spaces plus one space per classroom. Alternative A - 6 classrooms - 16 spaces, Alternative B - 8 classrooms - 18 spaces. Site Plan & Architectural :►eview: The applicant is proposing to 'wild Phase I of: a multi-phased elementary school . The school is standard in style with metal roof and siding. The site plan outlines a logical traffic flow for school buses and cars and provides ample parking for all projected phase. The landscape plan is in compliance w.1th Planning Commission Condi L.Lon 2C, however Pl.anijing Commission Condition 1 "a method of providing site screeni•ig be provided on the submitted landscape plan for all property lines" has not been completed. A, chain V.nk fence and planting is specified for the south and west property lines, no proposal has been made for the mast and north. Since the Aast property line faces the front of the school and the abutting land has been designated as a future park site no fence should be erected , however the north property line abuts land zoned single family and therefore should be .fencod and screened. TIGARD DESIGN REVIEW Page 3 The applicant is proposing to use photinia and douglas fir for screening material . The p:iotinia. is spaced on the average of 15-20 feet o.c. in order to provide adequs,te screening it should be spaced a maximum of 8-10 feet o.c . The western most landscape boulova.rd, which segregates parking from the traffic .lanes , specific three (3) trees for 280 foot stretch. It .'_s the purpose of these landscape areas to be used for tree plantings which will heli; alleviate the large expanse of asphalt . Therefore additional trees should be specified for this area. Since the land to the east has been designated for future park land, access should be provided through the school property for the land to west. This could also be used for school traffic if the proposed school boundary change is approved. The School District should be advised at this time , that floodplain is present on the northeast corner of the site. Under the floodplain ordinance of the T.M.C. no structure including fences or grading activity can take place without Planning Commission approval . Staff Recommendation : Staff recommended approval as submitted subject to the following conditions: 1 . Fence and screen plantings (photinia max. 8-10 feet o.c . ) be placed along the sough , west and north property line . (note : exclusion of the floodplain area) 2. No fence be erected along the east property line. 3. Additional Pin oak be added to the western most landscape boulevard in the pa:•king lot . (Trees to average 40 feet o .c. ) 4 . The School District work with staff , to provide access between the Summer Lke Development on the west property line and :.he proposed park . 5. As per Planning Commission Condition No. 3 no building permits will be issued until the necessary bond has been filed and construction drawing have been approved for the extension of S .W. Salem, Oregon 97310 RE: Proposed Sprinkler Head spacing for Two Elementary Schools Dear Clyde: First we wish to thank you for taking time to hold a preliminary review conference with us on the propose] elementary school projects for the Tigard School District. As ,you requested, we are enclosing details of our framing system for your review to help determine the head spacing for the sprinkler system. Detail "A" is a beam ar,1 girder construction as defined in NFPA Vol . 1 4-1 .3.2 1975 Edition. Detail "B" is a wood joist construction as defined in NFPA Vol . 1 4-1 .3.7 1975 Edition. Detail "C" is the framing system we are proposing to use for the Elementary Schools. Also enclosed is -he reflected c 0 ling plan showing the porposed head spacing. HART f S r SLUG AIA / JOHN I IIrNSI Fr AIA i l I Mr. Clyde Centers State Fire Marshal Salem, Oregon 10 February 1978 Note that: (a) In Detail "C" we propose to lay each framing member over the of'lier and that no dead air pockets would be constructed into the framing system. (b) The uppermost layer (sub-purlin) is a 4" x 3" member with tKe 4" dimension laid horizontal . (c) The location of the sprinkler head with respect to the roof deck and purlins meet NFPA requirements. We would like to use the head spacing that is indicated on the enclosed reflected ceiling plan of 150 sq.ft. per head which is less than 168 sq. ft. allowed by beam and girder construction but greater than the 130 sq.ft. allowed by wood joist construction. Since we are not precisely identified in either classification we hope that concurrence with our scheme will follow. Sincere y, Xavi r E. Tualatin City Hall P.O. Box 428 Tualatin, Oregon 97062- Re: 7062Re: New Tualatin Elementary School For Tigard School District 23J Dear Mr. Thompson: Earlier this month I spoke with you regarding what the sewer hook-up fee would be for the new elementary school . At that time you klave me a formula based on $600 per D.U. and one D.U. is the number of students divided by 17; however, neither you nor I were able to ascertain how the number of students was derived. I also contacted Ed Walden of the Tigard City Building Department on the same matter and he in turn has contacted the U.S.A. and verified with them that the student count is based on the actual number of students that the school is designed for. In other words, the Tualatin Elementary School is being designed for 350 students in Phase I , this number would be used to determine the D.U. 's. The Tigard Elementary School is being designed for 250 students in Phase I and that number would be used to determine the D.U. 's. The master plan for both schools is designed to accomodate 500 students and it is anticipated that an additional sewage hook-up fee would be assessed for the balance of the students at the time the future phase is built. I hope this clarifies the hook-up fee, as we will be basing our building estimates for sewer hook-up based on the student count described above. Sincerely Xavie E.
