I . Basic I'acts
// l� The site is designated "Urban Low Density Residential" and
ll.•�� zoned "R-7, P.D. " .
2 . On June 13, 1977, the Tigard City Council approved a plan-
ned development for the site with the following conditions :
a. A half street improvement be installed to City collec-
tor street standards on S .W. 121st ]Avenue.
., b. The applicant agree to the vacation of S.A. 1.22nd Ave-
nue if and wlien this is deemed necessary by the City.
C. That the sidewalk constructed adjacent to the street
be eight feet in width (minus curb width) to accommo-
date the pedestrian and bicyclist.
d. That a berm be planed adjacent S .W. 121st Avenue and
S.W. Springwood Drive.
3. 18.60. 120 (l.b. ) of the Tigard Municipal Code requires 1. . 5
parking spaces per unit or 36 spaces.
Ii . Site Plan Review:
Titer applicant is proposing clusters of duplexes which will
share common court: yards. This proposal differs from the ap-
proved plan , which specified two story 4-plexes; however, the
planning director reviewed the changes with the Planning Com-
mission at the June 21, 1977 meeting. The consensus was that
separating the units and reducing them to one story was more
in keepinq with the neighborhood than the original plan.
The site is bordered on the north by Springwood Drive, on the
east by S.W. 121st, on the west by S.W. 122nd, and on the south

by a vacant lot. This site is relatively flat and slopes away
from S .W. Springwood Drive. There are no trees on the site.
The landscape plan submitted is well done and will be an asset
to the area. However, a few problems exist which should be re-
vised:
1. Clover lawn is specified on the plan. The applicant has
stated that clover will stay green year round, arid, there-
fore, no sprinkler system will be necessary. According to
two sources, County extension agency and a major distribu-
tor of grass and clover seed, a pure clover lawn would
have the following problems: attract numerous bees (poor
for recreational areas) , could not take heavy pedestrian
use, and would tend to die out in patches. Therefore,
staff feels that a standard clover-grass seed mixture is
necessary for multi-family use .
2 . No irrigation system has been specified for the site. In
order to provide easy maintenance and a pleasing appearance,
a wide arc sprinkler system should be used wherever possi.-
ble in the lawn areas (without hitting building or patios)
and a more detailed s orinkler. system for the planting beds
viewed from 121st Avenue. This with the addition of hose
bibs in the patio areas and along the building walls shoul3
be sufficient for proper maintenance.
3. In many areas, lawn is shown as abutting the building. Be-
cause of the possible maintenance problem, some solution
for these areas should be found.
III . Architectural Review:
The applicant is proposing to build one story duplexes. All
units will be two bedroom with fireplaces, washer/dryer hook-
ups, enclosed patios, and a storage room.
Materials are as follows :
Roofing: "Bird" moire black asphalt. shingle
Siding: 5/8" plywood
Colors : Bayberry with coffee trim
Staff- has two concerns regarding the architecture of the build-

1. The master bedroom has only one window; another window
should be added to the perimeter wall in order to provide
more light and cross ventilation.
2. - The decorative wood chimney wall ends at that roof line.
For a more pleasing view, this decorative wall should be
continued to the top of the chimney.
IV. Staff Recommendation: E
Staff reconunends approval with the following conditions :
i1. ' A non-remonstrance agreement .for the vacation of S .W. 122nd
be received prior to issuance of a building permit.
2. The half street improvement on 121st be completed prior to
occupancy.
3. A standard grass-clover lawn be installed, and the mainten-
ance problems caused by abutting lawn and buildings be re-
solved (subject to staff approval) .
(4.} An irrigation plan be submitted prior to issuance of a
Il building permit.
5 . An additional window be specified in the master bedoom
