Dear Mr. Scott,
In reference to Building Permit # BUP94-0179, Lambert House West is
pleased to have nearly completed our courtyard area for seniors
with Alzheimer' s Disease and other dementias . The door to the
courtyard, however, is still awaiting final approval., as the lever
hardware which we installed is not allowed under the current UBC.
The door is not a required or lire exit, but rather an entrance to
a secured wandering area for dementia patients . Because of this
special usage, I shopped extensively and consulted with several
contractors and locksmiths in order to find lever hardware which
would meet our unusual needs . Specifically, we need hardware which
not only secures the facility when empty at night, but which also
will not be ea�3ily locked during the day by confused participants .
To this end we installed a simple interior passage lever-lever
below (which cannot he accidently locked) and a single cylinder
deadbolt. above. This provides us with security at night and with
easy passage for our participants during the day.
The reason this hardware did not pass inspection is "door must be
operable in one motion ( no deadbolt) . " We intend to leave the
deadbolt unlocked anytime participants are allowed to access the
area, at which time the door can be operated in one motion. Due to
the special usage of Lhe fat:ility, we. request this modification.

Avenue, King Cit1 , Oregon, 97224 :
I . Add exterior door to allow access from northwest corner room
of facility, using board certified contractor.
II . Add approximately seventy--six linear feet of grade one,
panted, five foot cedar fencing, to enclose unused area from ,
the back of Lambert House West to within four feet of stairs
to Kienow' s loading dock.
III . Modify landscaping of area enclosed by fence.
Lambert House West will be responsible to maintain the fencing and
landscapinc, enclosed by it, during the term of current lease.
Usage of the area will result in no increase in lease, insurance,
or common area fees Lo Lambert House West. These improvements will
be made a .: the sole expense of Lambert House West.

(1991 UBC with Oregon Amendments)
The ier►ant is proposing to use key-locking hardware on a pair of gates which are used
as an exit from a courtyard. According to section 3304(c), "exit doors shall be operable
from the inside without the use of a key or any special knowledge or effort." The
exception to allow key-locking on these gates cannot be permitted as they are not the
main exit from the building. In addition, Section 3304(1) states, "When additional doors
(gates) are provided for egress purposes, they shall conform to all provisions of this
Chapter" (Chapter 33). However, pursuant to your request dated June 27, 1994, the City
of Tigard will grant a modification (Section 1061 of the applicable code Sections, subject
to the following:
1. The courtyard shall be supervised at all times by at least cne staff member when
patients are in the courtyard.
2. The double gates of the courtyard may be secured with key-locking hardware or
a padloc4 only if all staff members have a key for suck locks on their persons at
all times.

Building Permit Proposal - June 27, 1994
Proposal : Lambert House West proposes to i-iEtall an exterior door
at the back of the facility to allow access to secured courtyard
area . The door is 3 ' X 618" , with a ma),imum 1/2" threshold, safety
glass in the upper half of door, and lever hardware.
Usage: The new exterior door would provide adult day care
participants free access to the secured courtyard. Because over
90% of the participants have Alzheimer' s or other dementias, it is
vital that the courtyard be totally secure. The area will be
supervised, but occasionally participants will be allowed to be in
the courtyard without a staff member immediately present . We would
like to secure the double gate of the courtyard with a keyed
padlock, for which all staff members must have a key on their
persons at all times . (Our. Multnomah County facility has
encountered the same situation and found the keyed lock to be more
satisfactory than a breakaway lock which participants readily
destroyed. ) The courtyard area is wheelchair accessible.
The fencing and gate have raceived permit approval from King City.
Drawings of the fenced courtyard area and the building layout are
attached.
We understand that the current UBC, sections 3304 C and L, does not
allow key-locking hardware on these gates . However, due to the

Gentlemen:
This is a Fire and Life Safety Plan Review and is based on the 1988
editions of the Fire and Life Safety Code (UBC) , Mechanical .Fire
and Life Safety Code (UMC) , Uniform Fire Code (UFC) , and other
local ordinances and regulations.
Plans are conditinnaIly approved subject to City of Tigard Building
Department requirements and the following items:
1 . Address Required: The tenant space number must be
prominently displayed on the street front where it is
readily visible to drivers and officers of responding
fire apparatus and other emergency vehicles. UFC Sec.
10.?.08
2. Fire Extinguisher Requirements: Not less than one (1)
approved fire extinguishers) .with a rating of not less
than (*) shall be provided for each (**) square feet of
floor area or fraction thereof. The travel distance to
an extinguisher from any portion of the building shall
not exceed 75 feet . UFC Sec. 10.303

Note: Where flammable or combustible liquids are used,
"B" ratings of extinguishers may need to be higher and
travel distances shorter. See requirements in National
Fire Protection Association Standard 10-1 .
3. Automatic Sprinkler Plans: Plans referred to and
examined by this office contain no provisions for the
alteration or installation of automatic sprinkler system.
Not less than three sets of plans for the installation
shall be submitted to this office for approval prior to
,installation. UBC 302(b)
4 . Approved Plans on Job Site: One set of approved plans
bearing the stamps of the building department issuing the
construction permit and this office must be maintained
on the project site throughcut all phases of construction
and must be made available to building and fire
inspectors for reference during required construction
inspections. UBC Sec. 303
5. Required Occupancy Certificate: Prior to the use and
occupancy of the project (space) , a certificate of
occupancy or other written instrument of approval ,nust
be obtained from the building department issuing the
construction permit. UBC Sec. 307
