Dear Mr. Garrett:
After reviewing the nature and extent of the earth fill that has been placed
on your property with the Engineering Division and Building Inspection Office,
it was determined that a Sensitive Lands Permit will be requited. Because of
the nature of the case, an administrative review can he conducted by the
Planning Department and Engineering Division.
I have enclosed copies of the information you will need to prepare the
Application. I would suggest that you and Mr. Kramer submit one together.
No additional fill should be placed on your property until this issue is
resolved. If you have any questions or need assistance preparing the
application, please contact me.

SUBJECT: Placement of fill materi l at 13625 & 13585 SW 110th Avenue, Tigard.
On about April 17, 1984, I notified Mr. Garrett at 13625 SW 110th Avenue that he had
to secure a Fill Permit before any further material could be placed on his property.
At that time approximately 50 cu. yards had been placeJ.
About May 3, 1984, it was noted that more fill had been placed on his lot and also
on his neighbors lot and on a piece of Public Land. I notified Mr. Frank Currie
and we inspected the fill and Frank suggested that the fill was being placed on
sensitive land area and all without a permit. We posted the area with a Stop Work
Order and I notified Bill Monahan of the problem. He had Mr. Keith Liden tai,t to
Mr. Garrett and informed him of the City's requirements for such fi .l.s and also
wrote the letter of May 14, 1984. (Copy Enclosed) .
