Your request is not approvable at this time. At this point, the City has great concern over unrestricted use of the new Royalty Parkway and 109th Avenue. Further mixing of autos and log trucks could lead to accidents. Any use of these new streets would require traffic control measures at the intersection with Naeve Street. Flaggers would have to be in place to ensure safety at the intersection. I understand that your need to use the new ,oute is necessary for logging the upper portion of the property. While I understand tl-is need, traffic safety is the critical factor of my decision. We can revisit this issue after you devise a plan that addresses the City's safety concerns. I will refund your $80.00 for processing of your oversized load permit. This will be done in a separate mailing. As I indicated previously, any change in the route needs to have the input from the surrounding neighbors. Prior to any further consideration on the City's par;, you need to have this input. EROSION PREVENTION & SEDIMENT CONTROL PLAN REPORT Narrative PURPOSE-This Erosion Prevention and Sediment Control Plan is required prior to the ren.oval of logs from the site. The site is currently ready to be logged upon the appro-.,al of this plan. This plan for Tax Lots 100, 200, and 500, S10, T2S, R1W, W.M., is designed to minimize soil erosion through initial prevention and then to control the amount of sediment leaving the sight through the use (,f various methods to slow the water. or filter the sediment out of the water. The Homeowner's Association to the south (downhill from the proposed logging) is very concerned about the potential for sediment transport over the south property line and into the subdivision. GENERAL SITE INFORMATION-The site contains 16.25 acres (per tax lot maps) and is located off of SW 109" Avenue in the City of Tigard, Oregon. The site is approximately one quarter of a mile east of Highway 99W. the site has been utilized as a rural residential homesite and as a small tree farm. Vegetation on the site varies from mature 60 year old Douglas fir to 4-6 year old Doug',as fir "regeneration", grass and assorted brush species make up the understory througoou: the site. The mature timber to be logged occupies approximately 10 acres consisting of a large contiguous area in the eastern portion of the property and several scattered isolated pockets. (See Erosion Prevention and Sediment Control Plan Drawing). The site slope is fairly uniform and averages about 10-15 percent. Residential subdivisions are adjacent to the south and east, with apartments to the north and rural residential properties and 109" Avenue to the west. There are no defined stream �,. channels leaving the site. The existing runoff travels as either sheet flow c as groundwater off of the site. TIMBER HARVEST-This property is considered a tree farm by the City of Tigard, LL and timber production and removal is an all ed use of this property. J Woodland Management. Inc. has been retained by the owners to manage the timber harvest operation. Darren Mahr (684-4004) is the foresier in charge of the project. Woodland Management will be setting up the contract, hiring the logger and overseeing the project. A copy of the State logging harvest permit is attached. The timber harvest will consist of the falling, bucking, yarding and hauling of the merchantable timber 11rom approximately 12 acres of the site. The logs will be yarded by either shovel yarding (utilizing a log loader to swing the logs, "leap frogging" them to the landing), or line logging them using a winch on the back of a skidder to central points from which they will be loaded. The phases of construction will consist of falling and bucking the timber, building the haul road and landings, and yarding the logs to the central or roadside landings (where they will be loaded with a log loader onto log- trucks). This should take about 2-4 weeks depending on the weather. Approxini..*ely 270 thousand board feet (mbl) will be removed from the site. The site will then be water barred, and seeded with hay or hydromulched at locations not already seeded. AREAS REQUIRING EARTHWORK/CAUSING GROUND DISTURBANCE- Approximately 1200' of haul road and ditch will be constructed. A portion of this road is existing and will require improvements, a portion of this road will be graveled depending on the weatt,er. One to one and a half acres of landing area will also be needed. Approximately 1,500-2,000 feet of skid trails may also be used. The haul loads, landings and skid trails will be the areas of concentrated use. These areas (totaling about 1.8-2.3 acres) will be disturbed down to mineral soil. The remainder of the project area will not have Bruch of the mineral soils disturbed. It should be noted that the only areas to have the stumpE removed will be the road and landing areas. The unmerchantable timber, logging slash (limbs, tops, etc.) and brush will be left where possible as a buffer zone. The haul road will require minimal cutting and filling because of the gentle slopes on the site. No soil material will be brought onto the site or removed from the site. An existingravel road to the southeast of the property will be improved and utilized to g P P Y P haul logs off of the property. The access to 109`h will need to be improved to accimmodate the log trucks, and may require the existing culvert to be lengthened. A ditch will be run along the uphill (north) side of the haul road as shown on the attached road cress section. EROSION PREVENTION MEASURES-The erosion prevention measures to be used during the harvesting operation will be: designated skid trails, minimization of stump removal, minimization of haul roads and landings, leaving logging slash (limbs, tops, etc.) where they lie (i.e. not piling), using this slash to run equipment on to minimize ground disturbance where possible, spreading grass seed and hay on areas disturbed to mineral soil upon completion of the operation in that area, and leaving as much of the existing brush in place as possible as buffer zones between the disturbed areas and the property lines. The haul and skid roads and landings will be placed in areas that do minimize stump � removal. Stump removal will be kept to a minimum by careful location of the roads and landings. In cases where a stump falls on a road or landing it will be "shaved" apd left in place. Grass seed and hay will be placed on open areas disturbed to mineral soi' as operations in those areas are completed. An approved seed mix (as outlined on the Erosion Prevention and Sediment Control Plan Drawing) will be placed at a rate of 200 lbs per acre. Immediately after seeding, straw mulch will be placed at the rate of 4,000 lbs. per acre, and will have a minimum depth in place of 2 inches. It will be spread uniformly throughout the entire area and integrated into the top layer of the soil. These areas may also be hydromulched If hydromulcbed, it will be applied at the rate of 2.,000 lbs per acre. On slopes steeper than 10%, hydroseed and mulch will be applied with a tackifier. SEDIMENT CONTROI. MEASURES-The sediment control measures to be used during the harvesting operation will be a filter fence along 'he south boundary, a gravel stabilized construction entrance at 109"', dust control using a water truck to sprav water on the roads (if necessary), inlet/outlet protection at culverts, and bio-filter bags at a 70' spacing in the roadside dit-hes. Haul and skid roads will travel the length of the property (approximately 'vest-east). This road will be ditched on the uphill side and be constructed to intercept the water flowing down the slope. Biobags will be placed at 70' intervals in u,is ditch. This water will be routed west across the property to 109'h where it will drain south through an existing 10" diameter culvert with a 14.5% slope and a calculated full flow capacity of 8.25 cubic feet per second (cfs) (the calculated flow from the site to this culvert will be 4.46 cfs). With the widening of the road/driveway area this culvert may need to be extended. This culvert flows into a north-south running ditch along 109°i, with im average slopes above 17%. At 9" of depth this channel was calculated to have almost 32 cfs of capacity. (See attached sheet.) The water will flow through this ditch and various driveway culverts to a 12" diameter concrete line which drains to an existing catch basin at the northeast corner of 109"' Ave. and SW Naeve Street. This catch basin then flows west approximately 10 feet to an existing ditch drain adjacent to 109`'', n_ which has a 28" corrugated metal pipe flowing out to the south with a calculated N capacity of 58.8 cfs. The sediment control measures to be used after the harvesting operation will be waterbars at 70' intervals along the haul and skid roads, and the continued maintenance of the bio-filter bags in the roadside ditches, inlet protection at culverts, and the filter fence. "fable 3-2 of the Technical Guidance Handbook, iter! 4, requires 150' between filter fences on a 15% slope and 300' between fences on a 10% slope. This is for material that is continuously disturbed over the whole area. This project will have road disturbance in determined areas and small scattered areas of ground disturbance. The maximum distance from the road edge (the overland flow north of the east-west road will be ditched and flow to 109 ') is approximately 400'. Due to the varied nature of the disturbance and the buffer zones of existing brush, the filter fence on the property line was considered adequate. No settling basins or diversion structures are required in this plan. Outside of the road and landing construction, disturbance to the soils on the site will be minimal. The logger will work to avoid yarding during the wettest periods where possible. Soil disturbance to the site outside of the roads and landings will be minimal. The erosion control fencing will e:iher be placed entirely before falling begins, or a little bit each day, placing the fencing each night as the work is completed. If the fencing is placed a little each day, the plan is to fall the timber starting at the property line along the southwest edge of the timber, and pull it away from the property line, clearing an area to place the fence. Dot7enrod Int'l., Inc. has been retained to assist with the filter fence placement. The timber iemoval will continue moving to the east along the property line and then turning ,forth at the southeast property corner. The erosion control fence would be placed in sections in the afternoon on the areas cleared in the morning. No unprotected areas would be left overnight. The ditching and biofilter bag placement within those ditches and culvert inlet protection will be completed during the construction of the road. Dust control on the haul roads will be utilized if necessary during log hauling and road construction. Upon the completion of the project, the haul and skid roads will be water-barred at 70' intervals. SCHEDULE-The work will be started upon the approval of this plan. This will start with the road, ditch, and culvert construction as well as the biofilter bag and inlet/outlet protection for culverts. This should take several days. In conjunction with the above or just after, the timber falling will begin with the filter fence placement following right behind. This should take 5-7 days. The yarding and hauling of logs will begin in conjunction with and after the falling, and takel0-22 days. Upon the completion of hauling, the roads will be water barred and the disturbed mineral soil will be seeded and hydromulched. This should take 7-10days. The above schedule is approximate and variable depending on weather, equipment, etc. SOIL SURVEY INFORMATION-The soils on the site consist of 11 B-Cornelius and Kinton silt loams, 2-7 percent slopes, I ID Cornelius and Kinton silt loams, 12 to 20 percent slopes, and 38D Saum silt loam, 12 to 20 percent slopes. The site is approximately 21%-11B, 51%-11 D and 28% -38D. (See attached soil survey data). W The soil survey rates these soils at "K" values of 0.43 (11 B & D) and 0.32 (38D), on a scale of .10 to .64 with the larger values being more erodible. These soils are susceptible to erosion, especially where water is concentrated and run down the steeper slopes. Our plan is to avoid the concentration of water and to revegetate the disturbed soils immediately upon the completion of logging. MAINTENANCE OF SEDIMENT CONTROL MEASURES-During construction the logger will inspect the site daily and make sure that ditches and culverts are working and not -ilugged.
