The builder and his sub-contrar.tor determine the location of service lines on the property and of course they should kc3ep Lhem on the proper property. The responsibility of the Tigard Building Department is to see that both lines are installed and tasted pursuant to Code requirements fcr type of mater-al ano water tightness. Main Tigard, Cregon 972?3 Dear Mr. Waldrint During the recent construction on the property at 11632 S.W. 98th Street. I becane very concerned that the State klumbing Code was not being followed, and that it had not been followed when my hrme and the home at 11640 6.,4. 9Rth were built. The first week in April Kost.a Construction broke the sewer lines (clean- outs) for both existing houses which were comileted in 1977. To reFair the sewer lines the water line to my home was broken. kroper repair of that water line and rellacement of sewer clean-outs at ground level was never made. Several weeks later my water line was broken three additional times, and rocks had to be cleared from the sewer lines from the two existing homes. The man who dug the trench also informed me that the sewer lines from the two existing proFerties aid not. enter the sewer main separately. Thgy used a "Y" connection. It also seems ' het near the street the water •,nd sewer lines were not only not located on my property, but they wer4 not even located in the easement 1 have on my neighbor's property. Frior to all of this harpening I inquired by telephone call to the Tigard Water District where the water meters were located. The lady who answered the phone indicated that 'she City told the builder where the meters were to be located. In cases like mine the meters were typically located in the street right-of-way. All of the above problems came to my attention when the construction of the property at 11632 S.W. 98th began and progressed. It now seems that the water and sewer lines fur both 11650 and 1100 S-4- 90t.h are located in the same trench, partially outside the boundaries of either property. In addition water and sewer lines for the Fr okerty at 11.632 are being installo.d, or were iistalled, through the same area in which the existing lines were already located. This oauses a real problem when ever anyone of three property owners has to have any work done to those lines. The lines to the other proFerties are then broken. Page 2 Last Thursday afternoon I discussed the problems with lir. Dick L•-Lauter of the Department of Commerce. At that time I asked him questions as to what the Plumbing Code required.
