I have discussed the sewer service billing problems we discovered
on SW 95th Avenue in Tigard with Tom Blankenship who is in charge
of administering the Agency ' s contracts with our various member
cities . Since the homes I discussed with you are all located
within Tigard city limits , Mr . Blankenship would like City of
Tigard to do the sewer service billing for all the properties
involved.
Iam providing you with a list of all the properties in dispute
and with the most current owner information we have for them.
In the case of prcper.ties that have been hilted in the past by
U. S .A. or not billed at all , I have indicated that billing by
City of. Tigard should begin as of 7/1/80 . U. S .A. will send a
letter to the property owners explaining the change in billing
procedure that will occur on 7/1./80 and will handle billing and
collection of sewer service charges for the properties through
.June 1980 .
Please let me know if you have any questions or encounter prob-
lems with this transfer of billing responsibility to the City,
in the future, we hope to initiate a uniform procedure for
correcting the billing jurisdiction for annexed properties and
preventing situations like the one on SW 95th from occurring.

It :las recently been discovered that although your hoine was
connected to the sewer system in September 1976 and sewer
service charges for the property shjuld have begun in April
1977 , through clerical error , an account for your home was
never set up on our billing system.
Since this mistake was clearly the Agency' s error, no back
charges for sewer service through December 1979 will be made ;
however, we have now established an account for you ar,d
starting with the month of January 1980 , you will be charged
a fee of $6 . 00 per month for use of the sewer service system.
The enclosed invoice which includes our b.'_lli.ng service fees
for the months of January through June 1980 , should be paid
directly to the Unified Sewerage Agency. Then, as of July
1 , 1980 , your account will be turned over to the City of Tigard
and your sewer service billings starting lith that month will
be sent to you directly by the City--I believe it is their
policy to bill sewer service in quarterl) installments . You
should ccntact Randy Stevens at the ity of Tigard if any change
occurs in the ownership of the property or in your mailing
address prior to July 1st .

have sent you or about sewer service charges for your. home .
