Since the homes I discussed with you are all located within 'Tigard city limits , Mr. Blankenship would like City of Tigard to do the sewer service billing for all the properties involved. Iam providing you with a list of all the properties in dispute and with the most current owner information we have for them. In the case of properties that have been billed in the past by U. S .A. or not billed at all , I have indicated that billing by City of Tigard should begin as of 7/1/80 . U.S .A. will send a letter to the property owners explaining the change in billing procedure that will occur on 7/1/90 and will handle billing and collection of sewer service charges for the properties t1orough June 1980 . Please let me know if you have any questions or encounter prob- lems with this transfer of billing responsibility to the City . In the future , we hope to initiate a uniform procedure for correcting the billing jurisdiction for annexed properties acid preventing situations like the one on SW 95th from occurring. First Avcnue Hillsboro, Oregon 971::3 503 648-8621 January 18, 1980 Robert Flabetich 11090 SW 95th Avenue Tigard, Oregon 97223 Dear Mr. Flabetich: We have recently discovered that a great deal of confusion exists in regard to sewer service billing jurisdiction for the various properties in your neighborhood on SW 95th Avenue in Tigard. Although all the properties involved are located within Tigard's city limits, some homes have been billed for sewer service by Unified Sewerage Agency through the annual Property Tax Statement. Others are receiving quarterly sewer service bills directly from City of Tigard. Your home has been a USA account and has received billings from the Agency since February 1976. To correct the discrepancy that exists in billing procedure in your area and since it is the Agency's policy to give cities the responsibility for handling sewer service accounts within city limits, we have decided to transfer your account to the City of Tigard as of July 1 , 1980. Starting with the month of July 1980, you will be sent a quarterly bill- ing directly from the City of Tigard for sewer service fees and you will pay these fees directly to the City. If your mailing address nr owner- ship of the property changes prior to July 1 , 1980, please notify Randy Stevens at the City of Tigard so she can set the account lip correctly. I hope this change will not cause you unnecessary inconvenience and I will certainly be happy to answer any questions you have about the change o& the sewer service charges for your property.
