N 1— r� l J ca { W J I Wetland Delineati.on and Mitigation Report Waverly Estates, Tigard, Oregon Response to Comments and Field Visitation Per.nit #RF 7271 1.0 Introduction Upon evaluation of the agency comments by the ODF&W (Gene Herb), DEQ (Dana Siegfried), USA (`terry Chamberlin), and a follow-up field visitation, the following information is provided. 2.0 Site Impacts and Mitigation The initial fill area required to accomodate the development of a residential site has been reduced from 0.15 acres to 0.026 acres based upon discussions with DSL and ODF&W. A depiction of the modified plan is presented in Figure 1. The remaining fill is required to support the proposed roadway. All drainage otf the site will be directed to a swale area that will be designed and reviewed with the Unified Sewage Agency prior to finalization. This swale area will provide adequate treatment of stormwater runoff prior to mergence with the identified wetlands. In addition, the identified sewer lines will transverse the southern margin of the property and connect to an existing line located off the property. This will result in an additional temporary wetland impact of 0.037 acres. The construction of these lines will be supervised to minimize the aerial extent of impact and then will be plugged to eliminate the "drainfield effect". This additional area will be compensated by the proposed mitigation area. 3.0 Grading Plan 1 A biofiltration swale will be excavated to channelize and retain stormwater runoff from the upper levels of the property before releasing to the wetland areas near the base of the slope. A curved depression with several deeper areas of ponding along its length will reduce the nutrient as well as sediment loads reaching the existing wetlands (see Figure 2). LO Sideslopes of the swale will be graded to angles between 5:1 and 15:1; variations must appear natural and with a minimum of straight lines. Approved materials for minimizing erosion within the swale, such as a combination of limited riprapping and erosion control fabric (jute or straw fiber), can be used to better maintain the shape and function of the swale until vegetation is well established. Final grading will include rototilling or other method to break up large soil clods in preparation for grass seeding. Spoils from excavation will be either removed from the property or deposited in an apprc,ved upland area on-site. Care must be taken to minimize transport of foreig>: plant materials and soils into the mitigation site. 4.0 Planting Guidelines Long-term functioning of the swale for biofiltration purposes requires well established herbaceous and graminoid growth able to withstand occasionally high flow velocities and periodic inundation. The species recommended here are adaptable to these conditions, and once established will contribute to erosion control and sediment/nutrient retention. In addition to the biofiltration plantings, some trees and shiubs will be introduced to the swale's upper slopes and adjacent buffer areas to enhance the existing vegetative cover and provide additional diversity for wildlife use. Approximate locations for these plantings are shown in Figure 3. A typical profile of the area is presented in Figure 4. The following trees, shrubs, and herbaceous/graminoid species are to be introduced to the site during appropriate planting times (Table 1). Table 1. Planting Instructions 4.1._1 Trees and Shrubs in Container. Balled & Burlap ed, or Bare-root Foi-ni All plants are to be delivered on-site to staging areas at the edge of the buffer. No power machinery can be used to carry the plants to their final locations within intact vegetated areas but may be used to carry plants into the excavated areas. Soil compaction and other impacts due to machinery use must be minimized or remedied as a condition of completion. All holes are to be dug to twice the width and twice the depth of the root ball. Fill material will be the local soil, which must be well-mixed and without large clods. Fertilizer tablets (See Fertilizer Specifications section below) are to be placed in the fill material, halfway up each root ball, spaced uniformly around the plant. The fill must be tamped enough to 1) prevent the plant from sinking, 2) remove air pockets and 3) stabilize the root ball. The crowns of the pla:,t:s must be one inch above the surrounding finished grade. 4.1.2 Fertilizer Specifications Tablets of slow release, long lasting nitrogen derived from briquetted isobutvlidene diurea fertilizer (Woodace 9-9-4, 17 Gm, with IBDU) are to be furnished by the landscape contractor. Fertilizer rate: 3 tablets per 1 gallon root ball. i 4.1._3 Planting Times 2 i Trees and shrubs are best introduced to the site while in a dormant state, as in late fell to early spring, especially if in bare root form. Containerized or B & B plants may be planted somewhat later in the spring, depending on weather conditions, though the chances of planting s'-lock are greater during «•arm and dry weather. LD Herbaceous wetland plants are also best planted in the dormant state, as root divisions or rhizomes. When planted after new growth has begun, aerial shoots must extend above water level to allow oxygenation of the roots; planting in deeper water can be problematic for this reason. Attempt to plant in shallow water (<4" deep) or securely attach dormant plant materials to deeper water substrates while still in dnrmancy. I Northwest EnviroScience,Inc. 3 Grass seeding may occur almost anytime during the growing season, given adequate moisture and a prepared (i.e. fine-textured).seedbed. Final*grading of the site should include rototilling or other method to break up larger soil clods before seeding. 4.2 Quality Assurance Plant names must conform to Flora of the Pacific Northwest, 1973, Hitchcock and Cronquist. Plants must meet the size and grading standards of the American Standards for Nursery Stock, ANSI Z60, 1-1986, unless specific exceptions are stated in the plant list. Oversize plants may be provided but without an increase in cost. 4.2.1 Plant Form and Condition 'frees and shrubs are to be balled and burlapped or in containers. Bare root plants may oe allowed as long as proof of nursery-grown status is available to [consultant]. Plants must be nursery-grown, vigorous, disease- and insect- free, and of normal growth habit. Container and plug stock must have healthy roots throughout but must not be root bound. Plant trunks and branches must be protected from damage and the roots protected from drying. Each tree and shrub shall be labeled with a waterproof tag bearing the botanical name and supplier's name. 4.2.2 Delivery The Landscape Contractor shall make arrangements for a representative from Northwest EnviroScience or other firm to verify the quality, size and quantity of all the plants prior to their delivery to the project site. The Landscape Contractor will make arrangements for the plants to be delivered to the project site. 4.2.3 Field Quality Control/Site Review A qualified botanical scientist from will review the following: N Plant materials will be reviewed on-site prior to installation. Unsatisfactory plants will be removed from the site by Contractor. o Plant locations will be reviewed and adjusted if necessary prior to installation. If you agree, please sign at the bottom and return one copy. You may remove only those trees and vegetation necessary to install the erosion control measures. You are committing to Installing the full erosion control measures within 48 hours of starting the work. This allows you to get mechanical equipment in to install the erosion control, Instead of doing it manually. You agree to provide financial security in the amount of $5,000.00 that will be available to the City for construction and maintenance of the erosion control features should you not Install the erosion control protection within 48 hours, or install it in an unacceptable manner. This security deposit will be reimbursed upon submittal and approval of the full performance bond for the construction improvements. Once the erosion control measures are installed, you may proceed on with the rest of the necessary tree removal and grading, as per your approved plans. Before you begin=work, however, you will update your grading plan with David Scott, Building Official. You will also need to have submitted frid approved a tree protection plan to protect those trees that will not be removed.
