The findings and conclusions on which the designee has based his decision are as noted below. A. FINDING OF FACT 1. Background Sattler Park Estates received preliminary approval in 1979 (ZC 78-22, Ord. 79-52), however, the project did not proceed. Then, in 1981, a revised proposal featuring 34 common wall units, 3 single family residences and a 3.7 acre open space area at the northern end of the property was proposed. This project did not materialize. In 1984, an application for Mallard Lakes, a 37 single family residential subdivision (PD 84-4, S 84-9, V 84-14) , was submitted by Mr. Wardin. originally, the application was denied by Tigard's Planning Commission and later appeal to City Council. Council returned the proposal to the Commission for further consideration where it was later approved. 2. Vicinity Information All properties adjacent to the subject parcels are zoned R-4.5 (Residential, 4.5 units per acre) . I understood at that time that Mr. Terry Craven of Geotechnics and the Tigard Building Dept. had approved this operation, so I took the role of observer and reporter, not that of a designer. At the time the work wars being performed, T felt that at leant three additional piers were needed on the north aide of the wall and at least one each on the east and west walla. As you kno- , Mr. Craven was not available on that day, so 1 had to wait until Oct. 31 , 1987, to contact him. It is my understanding that his recommendation was to place at. least 10, and possibly as many as 18, piers below the foundation. The five I observed and the five that I felt were needed in addition would make the total 10. Tt is just as well that the additional five piers wait, hecauae if they had all been done at once, the foundatlona may have been seriously undermined while waiting to pour ,::oncrF�te and wait.inq for it to set up. Normally, an underpinning operation of this nature is done in two .stagas by placing Alternate piers, pouring then, and waiting for the concrete to set before excavating the next set . We feel that thin is the prctocoi that should be followed.
