The ,;ontractor, Cara Construction, had a contract to change the central heating system into single units by installing hot water tanks in the apartments and repiping them. On my inspection I found improper water material uned to connect the hot water tanks up on the cold water :side with PVC-sch 40 plastic water pipe -- which is not allowed inside of any buildAng. Section 1004 . 1. of the Install:.tion Standards states that PVC shall only be installed outside the foundation and structures or parts -thereof . The PVC piping installed also serves other units as well . In Section 1007 , Water pressure, pressures regulators and pressure relief valve - be provided with a full size drain riot smaller than the relief valve outlet , of galvanized steel or hard drawn capper piping and fillings and shall extend from the valve to the discharge location which will. avoid he•>:ard to persons or damage of property. The violations that ware noted should be corrected before allowing to continue with the project . It will be quite expensive. The inspection of the project cior to Washington County, which was approved by the City of Tigard, should be the City's responsibility. There was some question as to why smoke had spread to the apartments on the other side of the 2-hour fire wall that is down the middle of the building. Close investigation in the attic showed that the 2-hour fire wall had been pierced and had not •beep properly sealed off. When the building is being rebuilt and fire damage repaired the following requirements shall be met: 1. The effectiveness of the two hour fire wall that extends through the building was destro}ed when it was pierced with wiring holes, including electrical telephone, and T.V. cable. This defect shall be repaired to give a tight seal to make the wall an effective fire stop. 2. The attic draft stop holes for electrical wiring, telephone cable, T.V. cable,must be sealed tight. 3. The fire alarm wire that has been burned, needs to be replaced and fire alarm system needs to be checked to make surra it is operating properly. In the other three buildings cn the premises, inspection should be made to make sure that t11e fi-re walls and attic draft stops are intact, fire wall joints are sealed tightly, and all holes pierced for wiring to be sealed tightly around the wiring. With new paint, landscaping, office, rec. room, pool area, and playground , your apartment complex has become an even more enjoyable place to live. But is isn ' t quite finished, yet. As many of you are aware, the existing water heating system is rather old, obsolete , anc inefficient. Cara Construction is there- fore in progress of decentralizing the system and replacing it with new 52 gallon energy-efficient electric water heaters in each individual apartment. The preliminary work is now completed in all the one and two bed- room units. To this point we have: 1 ) installed hot water copper pipes underneath the kitchen and bathroom cabinets , 2 ) connected a cold water supply pipe to the water heater, 3 ) placed a safety valve with drip pan and drain line, and 4 ) supplied a new electri- cal circuit and breaker. The work performed thus far has been ac- complished with a minimum of inconvenience to you and others . The next phase is to actually disconnect the old system and make the new one fully operoble. To do so it will be necessary to cut open the bathroom wall and replace the tub enclosure in every oth- er apartment, rendering it unusable while the work is being per- formed. Whether or not this will occur in your apartment is de- termined solely upon the condition of yUur tub enclosure ds com- pared to that of your next door neighbor ' s. (meaning the person who shares the kitchen wall with yours ) If it is found that your tub enclos'ire is in more need of being replaced, then please plan for the fact that your bathroom will not b^ operable during working hours of that day. The manufact- urer of the tub surrounds "highly recommends" that the tub/shower not be used for 24 hours following installation, but other than that your bathroom will be fully usable that same evening. On the following day, the bathroom walls will be repainted.
