The above-entitled matter came before the hearings officer
at the regularly scheduled meeting of August 3, 1988, in the
Tigard Civic Center Town Hall Room, in Tigard, Oregon; and
The applicant requests an expansion of the existing
treatment plant, on property zoned Industrial Park, and described
as Tax Lots 11.01, 1103 and 1.2.00, Map 2S1, Section 14A, City of
Tigard, County of Washington, State of Oregon; and
The hearings officer conducted a public hearing on August 3 ,
1988 , at which time testimony, evidence and the planning
department staff report were received; and
The hearings officer adopts the findings of fact and
conclusions contained in the staff report, a copy of which is
attached hereto, marked "Exhibit All and incorporated by reference
herein; and
NOW THEREFORE IT TS HEREBY ORDERED that CU 88-07 be and
hereby is approved subject to the following conditions:
PUBLIC IMPROVEMENT PLANS FOR COMPLYING WITH THE FOLLAWING
CONDITIONS SHALL BE APPROVED BY THE ENGINEERING DIVISION PRIOR TO
THE ISSUANCE OF BUILDING PERMITS. STAFF CONTACT: GARY ALFSON

1. The applicant shall provide for roof and parking lot
rain drainage designed to prevent increased runoff onto the
adjacent property.
2 . Storm drainage runoff shall be discharged into existing

drainageways without significantly impacting p.ropef'ti.es
downstream.
3 . Story„ drainage 9etails shall be provided as part of the
public improvement plans. Calculations and a topographic map of
the storm drainage basin shall be provided as a supplement tc the
public improvement plans. Calculations shz� l be ba-zed on fdll
devc.l.opment of r-he serviceable area. The location and capacity
of existing, proposed and futul•e liner shall be addressed.
4 . The public storm drainage system located outside the
right-of-way shall, be accompanied by a 15 foot wide easement..
5 . Standard street improvements , including concrete
sidewalk, driveway apron , curb, asphaltic concrete pavement
sanitary sewer, stc.rm drainage, streetlights and underground
utilities, shall beinstalled along the frontage of SW 85th
Avenue. Improvements shall be designed and constructed to local
street standards and shalom conform to the alignment of existing
adjacent improvements or to an alignment approved by the City
Engineer. To the extent possible, the matur( ':_recs in front of
the adjacent lot owned by the Thomases should be retained. Two
thirds width street improvements, consisting of half-street. plus
12 feet of pavement. from the centerline, shall be constructed
where the site has frontage on one side of 85th Avenue. Full
width street improvements shall be constructed where the site has
frontage on both sides of. 85th Avenue.
6. The pavement section shall conform to either local
street sta-idards or to a design submitted by a registered civil
engineer.
7 . Fiv- (5) sets of plan and profile public JJmprovem(,rt

construction plans and one (1) itemized construction cost
estimate, stamped by a Registered Professional Civil Engineer,
detailing all proposed public .improvements shall be submitted to
the Engineering Section for approval. Two (2) sets of plan and

profile plans shall be submitted for preliminary review prior to
submittal of final plans.
8. A grading plan shall be submitted showing the existing
and proposed co,-,tours . A soils report shall be provided
detailing the soil compaction requirements.
9. A profile of SW 85th Avenue shall be required, extending
-.00 feet soi:th of the subject site showing the existing grade and
proposed future grade.
1C. Construction of proposed public improvements shall not
commence until after the Engineering Section has approved public
improvement plans. The section will require a 100% performance
assurance or letter of commitment, the payment of a permit fee, a
sign installation/streetlight fee, and a developer-engineer
agreement. Also, the execution of a street opening permit or
construction compliance agreement shall occur prior to or
concurrently wi-.:h the issuance of approved public improvehent
plans.
THE FOLLOWING CONDITIONS SHALL BE SATISFIED PRIOR TO ISSUHNCE OF

11. Landscaping materials and fencing shall be installed in
conformance with the submitted site and landscaping plans .
12 . A sign permit shall be obtained from the Planning Division
prior to erecting any sign other than directional signs.
