Since that time a representative of the builder responsible for constructing your building visited the Tigard Building Department. It was his feeling that the work which he performed complied with the plans submitted and his obligation to yo,ir company. At this time, however, the rear of the property is not properly drain I. Tigard's Building Official, Ed Walden, feels that the landscaper hired to complete the work may have created the situation. Since the problem remains unchanged on the site, it is important that someone with your organization address the issue of drainage and deal with it to prevent problems for adjoining property owners. Lynch Re: Soils and Foundation Investigation+ Proposed Midas Muffler Shop Pacific Highway at Frewing Street Tigard, Oregon Gentlemen: At your request we have conducted a soils and foundation inves- tigation for a proposed Midas Muffler Shop facility in Tigard , Oregon. We present herewith a report of our findings, conclu- sions, and recommendations. Site Description The situ is lo; ated on the northwesterly side of_trie` Pacific Highway ( 9?W) at Frewing Street in Tigard, Ore- gon. It is a rectangular parcel with 114 feet of f.rcntage on Pacific Highway and an average depth of approximately 197 feet . The site is nearly level, 1 to 2 feet above street grade. At the time of our investigation, two single family dwellings and a detached garage existed onsite. The balance of the parcel was in field grass, with several trees. Subsurface Exploration In order to ascertain soil conditions , our-test orings were made using a truck-mounted hollow--stem power auger. Boring locations are shown in Fig. 1 , attached. Samples were taken at 2. 5--ft intervals to a depth of 15-ft and at 5-ft intervals thereafter in conjunction with the Standard Penetration Test. The Standard Penetration Test is performed by driving a 2-in. O.D. split-spoon sampler into the undisturbed formation at the bottom of the boring with repeated blows of a 140-1b pin-guided hammer falling 30--inches. The number of blows required to drive the sampler a given distance is a measure of the soil consistency. Samples were identified in the field, placed in sealed containers and transported to the laboratory for further classification and testing. Soils and Geology Soils in ' 'ie project area consist of a sequence oftine-grained sediments (silts and sands) found throughout. the Willamette and Tualatin Valleys (Willamette Silt) , underlain by fine-grained poorly indurated sediments of the Troutdale Formation. The Troutdale Formation is known from other subsurface information to extend to depths of several hun- dred feet . Crushed Rock/Topsoil Because of existing buildings, the test F or ni gs were made in the vicinity of the existing gravel driveway, where the uppermost unit encountered was a 6-inch layer of crushed rock underlain by 4 to 6 inches of moderately soft dark brown clayey silt (topsoil) . The grass-covered areas are expected to contain a topsoil zone less than a toot in thickness . 2. Brown Clayey Silt The underlying soil init consists of a moderately soft to moderately stiff medium brown clayey silt which extends to a uniform depth of 10 feet throughout the site. It shares a gradational contact with the lowermost fine sand zone. 3. Brown Silty Fine Sand The lowermost stratum encoun- tered was a moeratPly loose to moderately dense brown silty fine sand. All test borings bottomed in this unit at a depth of 16. 5 feet: below existing site grades. Logs of test borin,s have been combined with topographic infor- mation to form two geologic cross-sections ; these are presented in Fig. 2 , attached. Groundwater was not encountered witt,in these subsurfare explo- rattans. We anticipate, however, that groundwater levels in this ricinity will rise considerably during periods of prolonged rainfall. Proeosed Constrc•^tion We understand that plans call for the construction of a one-story 43 ft by 85 ft concrete block or tilt-up structure on a grade slab floor founded at or near existing grades. The balance of the sits will be an asphalt paved parking lot. Adequate support for all proposed site loafs ( including structural needed to raise the site to the design grade) will oe found in the native soil unit. Foundations may be constructed in structural fill or in undisturbed native soil at shallow depth beneath f finished grade, ( 18 inch minimum) using bearing pressures N' of. 2500 psf and a minimum footing width of ; 6 inches. 3. Settlement of spread footings will take place because of ( 1 ) compression of the underlying soilstructure under the applied load, and (2 ) recom;Dression of any soil layers disturbed during the foundation preparation. Ile anticipate that compression of the undisturbed structure under a 2500 nsf contact pressure will be negligible. Recompression of inadvertently disturbed bearing surfaces will t�a place at a rapid rate, nearly contemporaneous with application of load and should be complete before the application of arch- ito ctural finish. 4. Structural Fill/Site Preparation All building areas should be�stripped of sod and any obviously loose or unsuitable materials. We point out that favorable weather will be required for operations in which fine-grained materials are being worked; consequently, it would be advisable to conduct the site preparation phase of the project prior to the on-set of the rainy season. Li the event that rainy weather is encountered during siL-e preparation, it may be necessary to suspend operations or use a clean granular material ( i .e . , sand, gravel or crushed rock) . Granular fills can be constructed in a-.y kind of weather and can be compacted to support el,, n heavy structures with comparatively modest compactive effort, Structural £ill.s should be spread in uniform lifts not exceeding 9 inches loose thickness with eacf-, lift thoroughly compacted by repeated coverages of loaded hauling equipmen_- , heavy crawler tractors , or vibratory rollers. Fills should be compacted to 9a percent_ of ' maximum density as determined by laboratory compaction test AASHO T-180. 5. Foundation Preparation 'r much as the native soil unit: which w.11 provide suppo t. for the main portion of the structure are extremely se..sitive to disturbance in the presence of excess moisture, care should be taken to protect prepared bearing surfaces, until footing concrete can be placed. Precautions to achieve this end would consist of ( 1 ) covering of prepared bearing surfaces with impervious membranes or granular blankets ( 4-in. minimum thickness) or (2) cessation of work during rainy weather. All below-grade spaces should be protected with foundation drains consisting of filter-wrapped perforated pipe in an envelope of free-draining gravel. 7. Surface run-off ( from roofs, parking areas, etc. ) should be tight-lined to the storm sewer or other approved disposal. areas. Under no circumstancesshould sur—ace run- off be led into foundation -drains oorr"dry wells. www 8. Lateral earth pressures on retaining walls, etc. may be calculated on the basis of equivalent fluid pressure 35 pcf for level backfill. 9. All backfill retaining walls, etc. should be made with select granular material ( sand and/or gravel ) . We anticipate that on-site materials will not be suitable for this purpose and that it will be necessary to import mater- ial to the Project for backfill. 10. Asphalt Pavement We recommend that asphalt pavement be designed -or a__su�igrade CBR of 4, which yields the fol- lowing recommended thickness in accordance to Asphalt Institute manual MSIR Thickness Entrance and Car Service Roads Parking Asphcil L PavemenL 3-in. 2-irr. (Ore. St . Class C) Crushed Rock Base 12-in. 8-in. (Ore. St. Spec. ) Prior to placing base Course the subgrade should be proof-rolled with a loaded dump truck to detect areas or pockets of unusually soft material.
