SITE F_-AN AND DESIGN REVIEW:
The applicant is proposing to construct a 4,300 square foot commercial
structure. This is an on site addition to an (.xi.sti.ng structure.
Adequate parking can be provided on Bite. The existing old house and
two sheds will be removed. On site drainage facilities exist and
can accomodate additional run-off.

Development may take place subject to the following conditions:

area (see site plan) . An irrigation plan shall be superimposed on this
plan.

unlesp formal application is made to the appropriate City

for changes will be made in writing and shall include applicable drawings.

of-way and all other public_ improvements shall. be prepared
by a registered professional engineer in accordance with City standards,
and shall be submitted to the Public Works Department for review.
7. All proposcl utilities shall be placed underground. Street

SITE PLAN/DESIGN REVIEW COMMENTS:
The primary concern of the City relative to development on this property
i.s the alignment of the extension of Dartmouth at the I-5/Haines Road
interchange to 99W and 78th Avenue. This alignment has been approved
by NPO #4, and is the only alignment pattern left _do, to development on
the South side of 99W. We have verbal assurances from Mr. Finke, Mr. Hale,
and Mr. Alexander that they will cooperate in the future as they develop
relative to this realignment proposal.
Pfaffle Street represents another area of concern. With the installation
of a four-way intersection 99W it seems appropriate to make Pfaffle a
one-way off 99W going West. Entry from the West to the bonk would be
changed and protected. We might eliminate a portion of the tnick traffic
now using Pfaffle. All of these (traffic) plans have been discussed
with the applicant, and to some degree w.itlt the Oregon Department of
Transportation. The Public Works Director has prepared a sketch of this
proposal for review by the applicant,
STAFF RECOMMENDATIONS:
Staff recommends approval subject to the following conditions:
1. All conditions of ZC 22-80 shall be met. .
2. Sidewalks: 99W frontage shall be eight (8) feet wi.cle. Existing
sidewalks shall be removed. Dartmouth •• five (5) feet both sides.
Pfaffle to the North of Parcel B - .five (5) foot sidewalks full length
of property. Pfaffle to the North of Parcel A - five (5) foot along
North side of Pfaffle from corner of 78th East to connect to existing
sidewalk in front of bank.
3. Setbacks_ - A ten (10) foot rear setback shall be allowed along Pfaffle
provided that heavy landscaping be installed. Applicant to retakn
as many existing site trees on Pfaffle and 9914 as possible. These

trees provide good screening now and will be difficult to replace.
Protection during construction shall be provided.
4. Parking areas - The entrance to the parking area for Parcel A shall.
be shifted to the North as far as possible so as not to restrict
the traffic flow off 99W making a right turn (Revised plans to be
submitted to Public Works for approval) .
S. The parking spaces on Parcel P. shall be changed by the addition of
landscaped areas as shown on plan in red. Five (5) spaces will be
eliminated.
6. Applicant, Public Works, and Oregon Department of Transportation
shall agree on traffic configurations and traffic signal intersection
design. Necessary improvements and dedications shall be made to
the satisfa-tion of the Public Works Dire-!tor.
7. No Occupancy Permits shall be issued until all conditions placed
upon this development by the City of Tigard have been satisfied and
inspections verifying this have been carried out by the appropriate
department.

1. 0 GENERAL, REQUIREMENTS
1.1 General Conditions
1.1-1 ^Contractors
The owner (Marie Louis) "hall act as General Contractor
for the project, and lienc,eforth referred to as General
Contractor in this document.
Sub-Contractors shall be selected on the basis of
experience and lowest bid.
1. 1-2 Contracts
All contractural agreements between The General Contractor
and the Sub-Contractor shall be in writing. Any deviations
from the original contract which incur additional costs
shall be given only upon receipt of written explanation of
work to be cone and a cost established.
1. 1-3 Supervision
1. 1-3. 1 The Engineer will not have continuous
inspection of this project, but will be called
on occasion by the General Contractor as needed.
1. 1-3. 2 The Sub-Contractor shall have his representative
on the job site for continuous inspection.
1. 1-3 . 3 The Engineer shall have a final Inspection prior
to acceptance by the General Contractor. Any
discrepancies, deficiencies, or poor workman-
ship will. be rioted at that time, and must be
corrected prior to acceptance. Should more
than one final inspection trip be required, the
Sub-Contractor will reimburse the General
Contractor for all expenses incurred for such
trips.
1.1-4 Materials
When reference is made in the speclficat!ons and drawings
to trade names or to the names of manufacturers, such
references are made solely to designate and identify
quality of material or equipment. In the event the Sub-
Contractor wishes to substitute materials or equipment
different from the specified or shown on the drawings,
prior written approval from the General Contractor and the
Engineer must he obtained. The C3eneral Contractor and
the Engineer will approve such material if they are
considered equal to those specified. Any additional
Engineering costs incurred to modify the structure to
receive substituted materials will be home by the
.Sub-Con' actor.

1. 1-5 Protection
The Sub-Contractor shall provide protection agi,!. -it
weather, wind storms, frost or heat, so as to nLintain
his trade work, materials iixtures, and interface with
other trades, free from Injury or damage. At the end of
the days work, all new work likely to be damaged shall
be covered. If low temperatures make it impossible to
continue work, the Sub-Contractor shall cease work and
notify the General Contractor. Any work damaged by
failure to provide protection as above required, s- : 1 be
.removed and replaced with new work at the Sub-Co,.cractor's
expense.
1.1-F _Manufacturer: Directions
All manufactured articles, materials, and equipment shall
be applied, Installed, connected, erected, used, cleaned,
and conditioned as diredted by the manufacturers.
1.1-7 Work and Material Not Covered in Specifications
Any item of work nece-sary to the proper completion of
construction under this contract which is not specifically
covered in the drawings and specifications shall be
performed in a manner deemed good practice of the trade
involved. Materials and equipment not specifically
covered by the drawings and specifications shall be of a
standard equal to good practice ccmmensurated with the
class of structure being constructed.
1.2 Skecial Conditions
1. 2-1 Scope of Work
The Sub-Contractor shall furnish and Install all materials
and equipment for his specific trade as shown, listed, or
described on the drawings or in these specifications,
subject io qualifications, conditions, or exception as
noted. Sub-Contractors also shall furnish all labor,
scaffolding, and tools necessary to complete the work of
his trade.
1. 2-2 _Measurements and Dimensions
Before r,rdering materils or commencing work which is
depenaent for its proper size and Installation upon
coordination with build.'.ng conditions , Sub-Contractor
shall verify all dime,isions by taking measurements at
building site and shall be responsible for their correctness.
Any discrepancies between drawings and/or specifications
and existir)c1 condition shall be referred to the Engineer for
adjustment before any work affected thereby is begun.
1. 2-3 Tempore Provisions
The General Contractor shall be responsible for
providing and maintaining the following temporary
provisions.
1.. Temporary toilet
2. Temporary water supply
3 . Temporary light and power
1. 2-4 Sub-Contractor's Insurance
Each Sub-Contractor will maintain such insurance as will
protect him from claims under Workman's Compensation
Acts and other employee benefits from claims for damage
because of bodily Injury, including death, and for claims
for damages to property which may arise out of and during
operations under this contract whither such operations be
by himself or by anyone directly or indirectly employed by
him.
1.3 Permits
1.3-1 Scope of Work
Permits shall be obtained by the General Contractor or by 1
the Sub-Contractor delegated to do so by the General
Contractor,
1.3-2 Compliance to Cedes
The Sub-Contractor shall construct all materials in
compliance with the drawings, the,-;P specifications and
L,)cal Building Codes; and in such a manner as acceptable
to the Local Building Official. Any discrepancies shall be
called to the attention of the Engineer in writing.

2.0-1 Scope
Furnish labor and materials to complete the work which consists of

2.2-2 Demolition
Demol'tion and removal of existing structures, retaining
walls, foundations , walkways, curbing, and pavement
shall be done in such a manor as to prevent any damage to
existing building or facilities. Limits of evacuation of
curbing, retaining walls, walkways , and foundations shall
be their out to out dimension plus 1'0" each side. Sub-
Contractor shall repair or replace or otherwise compensate
for damaged or destroyed items to the owners satisfaction.

Existing full basement shall be removed or filled with sand .,)'r
3/4" minus crushed rock and compacted to 90% of "maximum
density" when tested according to AASHO standard method
A. The last 2'-6" to finish grade shall be 95% of "maximum
density" . Basement walls or other protruding facilities
shall be removed to a depth of not less than 18 itches below
finish grade in areas under proposed building slab, or 12"
for all others.
2 . 2-4 Clearing and Grubbing
Clearing and grubbing shall consist of the removal of trees ,
roots , stumps , debris , plant materials, miscellaneous
concrete:, or asphaltic pavement, or rubble. Depth of
removal for all miscellaneous plant material shall be to a
minimu-n depth of 6" below subgrade outside of building pad
and 12" under building pad. All other materials (ie tree
stumps , roots , concrete or asphalt rubble) shall be removed
to a minimum depth of 12" outside building pad and 18"
under hui'ding pact below finish grade elevation. Backfill
these areas to required subgrade with 90% compacted sand
or gravel unless otherwise directed ty the Engineer.

15. 2-1 Scope of Work
Work shall include but not be limited to furnishing
materials and labor to install all plumbing and to connect
with those utilities provided ay others.
15. 2-2 Materials

1. Sanitary, waste, an(: storm drain lines in the building
and to a point 5'0" 'aeyond the building shall be service
weight reinforced hubless type cast iron. Cast iron
pipe and fittings shall conform to ICBO ISI 4--1.
2. Sanitary vent piping three inches and larger shall be
service weight cast iron as specified. Sanitary vent
piping 2-1/2" and less shall be Schedule 40 galvanized
steel. Vent piping underground shall be cast iron soil
pipe,
3. 'Vent piping above grade may be PVC.
4 . Domestic Nater piping in the building shall be Type 1
copper water tubing ASTM B-88 with wrought copper
sweat fittings or Scheduled 40 galvanized steel, with
galvanized malleable iron fittings.
5. Domestic water piping outside the building less than
3 inches shall be Type K hard drawn copper with wrought
coppersweat fittings. Install below normal frost line.
6 . Sanitary and s0vm drain lines five feet outside of
building to be salt glazed , ASTM C-14 or C-13.
7. Hose bibbs inside nuilding shall be 45 degree angle
pattern 3/4" hose end, chrome placed, brass withwheel
handle. Hose bibbs in outside walls of building shall he
flush mounted wall hydrant, Zurn A-1498 encased type
wall hydrant cover. (Rust-Proof Type.)
Floor a.nd Celling Plated
Provide chrome elated brass escutcheons where piping
passes throught finished floors , wall partitions, and
ceilings.

Plumbing Equipment
1. Water Heater - Furnish and Install a complete water
heater system for all plumbing fixtures indicated on the
drawings. Heater shall be WeGtinghouse 6 gallon
electric water heater or equal. Heater shall be complete
with temperature pressure relief valve, safety shut off
valve in hot and cold water supplier, back draft, and
diverter.
2 . Plumbing Fixture - Fixtures must be delivered to the
building properly crated and in perfect condition.
a) Water Cloaets - Elier with valve flush and Stasco
white seat, (open fron for public use).
b) Lavatories - E1)er wall mounted with hot and cold
manual mixer faucets.
15. 2-3 Installation
All plumbing shall be in accordance with the Uniform
Plumbing Code.
Fastening and mounting devices shall be secure and durable
and ccf.sistent with Commercial Building (duality.
Pipings and fittings for future use shall be plugged and
protected in such a manner to insure minimal damage to
threaded ends and those partitions to be tied into at a
later date.
Sub-Contractor shall provide to owner and Engineer a
detailed sketch at 1/4" scale showing exact location and
approximate depth of fixture stubs to facilitate connection
at a later date.
