2. Also, the original site plan did not show an adequate amount of
landscaped area. It appears that the amount of landscaping has been
reduced on the revised plan.

sidewalk replacement should be submitted as soot as possible. All of the
conditions listed above must be met before t' - Building Inspector can permit:
occupancy of the addition.

Dear Mr. Davidson:
The Washington County Department of Public Health has received and reviewed
the plans for the proposed remodel of the Davidson's Restaurant located at
12830 S.W. Pacific Highway, Tigard, Oregon.
It is our understanding that community water and community sewer will con-
tinue to be utilized at this structure.
The plans submitted are approved with the following changes, additions, and
reco-nendations:
1) Your plans a single handwashing sink in the back food prep-
aration area. This is not convenient to the front area where
Leverages and food is dispensed. We recommend that sanitary towels
and soap be available at the s4.nk listed as 445 or rLny other sink
in the front area not used for food preparation or utensil washing.
2) The Jackson dishwasher shown on the plans must draii. indirect to a
floor sink or a Ela&L-Main. It appears that there Is a floor
drain accessible to the dishwasher. Also all ligvid waste from
refrigeration units, beverage dispensing units, ice bins, and ice
machine (N58) must drain indirect.
3) Your plans indicate hand dipped icy cream. This will require you
to have a dipper well for the ice cream scoop. The liquid wastes
must drain indirect.
4) The handwashing sink in the kitchen shown at #17 must be equipped
with dispensed soap and dispensed towels.
5) The restrooms show a hand dryer for drying hands. Please also pro-
vide dispensed soap.
6) Number 14 is a three compartment sink listed as a food preparation
sink. Please be aware that it can not be us?d for washing of utensils,
pots, pans, etc.

from customer contamination by an approved means.
8) All surfaces must be smooth, sealad, non-.absorbent and easily
cleanable. This includes all floors, walls, ceilings, counters,
drawers, shelves, etc.
9) All storage must be off the floor on shelves at least eight inches
high except where storage is on a four inch high sealed base or a
wheeled platform.
10) A mop hanging device must be installed to hang cleaned mop between
uses.
11) Each refrigeration unit which is not equipped with a built-in cali-
brated thermometer must have a spirit summed thermometer located on
the top shelf or door.
12) Handled scoops must be available and utilized to dispense dry goods
and ire.
13) All plumbing must meet the requirements of. the City of Tiyard and the
Oregon Uniform Plumbing Code.
14) This facility and its operation must meet all the Oregon Rules for
Eating and Drinking establishments.
15) It is our understanding that the restaurant will be closed during the
remodel period. The resta,.rant can not operate during the remodel
unless approved by our Department. This approval will not be given
unless it can be shown that there will be no risk to the public.
16) A pre-operating inspection must be conducted by our Department prior to
operation. Please contact Tim Feliciano at 648-8782 at least one week
prior to operation to schedule this inspection.
If any changes are necessary, it will ba required that such changes he approved
by this Department.

C-G (Commercial General) . A car wash is South, a vacant lot is
southeast, a retail use is north, and a variety of commercial uses
are located to the west on the other side of Pacific Highway.
3. Site Informati,)n and Proposal Description
A 1 ,365 square foot res,.aurant presently occupies the front part
of the property with parking in the rear. The primary driveway
entrance is south of the building and a sc::ondary entrance is to
the northeast. A one-way exit to Walnut Place is provided at the
southeast curner of the property.
A 1,140 square foot addition is proposed to be constructed on the
north and eas : sides of the building which in turn will allow for
an expansion of the dining area to 1,050 square feet.
Since the addition will go up tc the northeastern property line,
the secondary driveway will be eliminated. The arrangement of Cie
parking spaces is to be modified and a total of 25 spaces is
proposed.
4. Agency and NPO Comments
The Engineering Division has the following comments :
a. The driveway north of the building should be replaced with
an 8-toot wide sidewalk.

b. Existing concrete obstructions in the sidewalk area should
be removed.
The State Highway Division notes that the expansion should not
have any significant traffic impacts.
The Building Inspection Office has no objection.
Additional cumments from other reviewing agencies and NPO 111 have
not been received.
B. ANALYSIS AND CONCLUSION
The proposed addition appears to be in conformance with most of the
applicable Development Code provisions and the only modifications that
need to be made to the project relate to the parking and landscaping
requirements.
Chapter 18.100 Landscaping requires the provision of street trees for
commercial projects. However, because of the small amount of frontage,
the location of power lines, and the importance of maintaining adequate
visibility along Pacific Highway, street trees are not advisable.
Section 18.100.060 allows for an exemption to the requirement under
these circumstances.
In the C-G zone, the minimum coverage of a lot with impervious surfaces
is 85 percent. The proposed site plan shows a lot coverage of
approximately 88 permeant. Additional landscaped area should be provided
to meet this requirement. A suitable location for this additional
landscaping would be between the south property line and the driveway,
west of the parking spaces on the south side.
Landscaped strips are shown on the site plan along the perimeter of the
property and between the two rows of parking spaces behind the
building. The type of planting material is not described on the plan.
Chapter 18.100 of the Code requires a variety of low lying and vertical
vegetation including one tree for every seven parking spaces.
The Code requires that 21 parking spaces, including one handicapped
space, be provided. Also, two secured bicycle rack spares must be
provided near the building entrance. Twenty-five standard parking
spaces are shown on the site plan.
The Code reqL.ires that two-way and one-way driveways must be 24 and 12
fent wide respectively. The proposed entrance and exit corform with
these standards, but the driveway serving the northern row .if parking
spaces varies from 11 to 20 feet in width. It appear.., that the
necessary space can be created by changing the angle of the two southern
rows of spaces from 600 to 45o. This will allow for adequate
driveway width by shifting the spaces further. south.
