This cell site has a 130 foot Valmont Industries, Inc. stcei monopole carried by a concrete drilled
pier foundation. The soils report was by Northwest Geotech, Inc. The wind design load for the
monopole was per the ANSI/EIA-222-E standard for 85 mph winds with 1/2 inch radial ice. Our
structural engineering and drawing for the foundation design is inclosed. The design loads for the
foundation are as shown on the monopole engineering with a base overtuni moment of 1550 kip
feet, base shear of 18.2 kips and a dead load of 19.1 kips. The anchor bolt design was by
Valmont.
The maximum soil bearing pressure created from the design wind load was within the allowable
soil tearing pressure given in ti,� soils report.

At your request we have reviewed our foundation recommendations presented in our
geotechnical report dated June 18, 199( for the above-referenced project. The purpose of this
review is to reevaluate the feasibility of the recommended single drilled pier founda':on for
support of a 130-foot tall monopole communication tower. Our original recommendations were
based on the understanding that the tower is 50- to 100-foot tall.
Following our review, it is our opinion that the recommended single drilled pier foundation
would adequately support the 130-foot tall tower provided that the drilled pier is extended into
the hard clay soils. We believe that extending the drilled pier into hard clay soils would be
necessary to accemmodM1: the additional overturning loads that may be exerted by the tower.
We recommend that Dames & M.00re be retained to monitor the pier installar.ion to assess
acceptable bearing hayed on conditiins observed and established design criteria.

INTRODUCTION
' This report presents the results of a geott-ohnical investigation performed at the
Greenburg (PO-1373-B) ;;ommunication tower site in Tigard, Oregon. The purpose of the
investigation is to evaluate subsurface conditions at the site and provide our findings,
conclusions, and recommendations for foundation support of the planned communication
facilities.
The planned tower site i:l located at 11744 SW Pacific Highway in Tigan', Oregon. The
site location, relative to existing surface features, is shown on Figure 1. �oe tower facility will
be located in a le ase area in the northwest corner of the property.
The planned constructi)n includes a 50- to 1.00-foot tall monopole communication tower.
Specific foundation loads were not provided at the time of this report. Overturning loads are
anticipated to govern foundation design. A support slab or shelter to house equipment cabinets,
which weigh about 2 to 3 kips, may also be constructer+ A chain link fence is planned to
enclose the site.
SCOPE
The scope of Clie investigation is described in our proposal dated October 31, 1995 and
November 3, 1995 supplement. The scope of services includes the follewing tasks:
1. Cv-iluatinn of subsurface conditions at the site by means o, 1 boring drilled to a
d:.pth of about '--'71h feet beneath current site grades using a trick-mounted, mud-
rotary drilling rig. The sub-,urface exploration for t`:is site was completed on
June 5, 1996. The boring was drilled within the project site boundaries at the
approximate location shown on Figure 2.

2. Laboratory testing of selected soil samples to evaluate the pertinent physical
properties of the site soils. A pH test was also conducted on a representative soil
sample.
3. Engineering analysts based on conaitions encountered during the subsurface
investigation.
4. Preparation of this report summarizing the investigation and presenting our
conclusions and recommendations.
SUBSURFACE CONDITIONS
Our'knowledge of subsurface ;onditions is based en drilling one boring to a depth of
371h feet beneath current site grades at the approximate tower `ocation. Due to accessibility
problem of the proposed tower location, oat Uorna was relocated onto die northwest edge of
the gravel pad as recommended by Tohn Silenzi of Koll Tel communication Services. Figure
3 shows a graphical representation of the boring log. The soils were classified in accordance
with the Unified Soil Classification System as outlined on Figure Q.
The site is generally sloping down toward the northriest of the property. The subsurface
soils encountered in he boring generally cot;-cist -)f a 12-foot thick fill layer of soft to medium
stiff silts underlain by stiff to very stiff silty clay. The fills generally exhibit low to moderate
strength and moderate to high compressibility characteristics. Thi native soils generally exhibit
moderate to high strength and moderate compressibility characteristics.
Groundwater was not encountered in our boring during drilling. The depLi to
groundwater may vary, however, d,te to seasonal fluctuation, regional rainfall, and other factors
not obsen,,,d during our investigation.
Laboratory tests performed include torvane shear, moisture content, dry density, and pH
test. The test results for torvane shear, moisture cont,2nt, and dry density are presented in the
laboratory test data section of the boring log.
DISCUSSION AND RECOMMENDATIONS
General
We recommend that the proposed monopole co tauunication tower oe supported on a
drilled pier foundation established in the stiff clay soil,i. We expect that overturning momentF
will be resisted by lateral pressures on the sidee cf the pi-r.

We expect that the stiff clay soils will provide favorable installation conditions. The need
for casing during shaft drilling is not anticipated.
We recommend that the planned equipment cabinets be supported on conventional slab-
on-grade established on firm undisturbee, native soils. '!'he slab should be underlain b layer
of compacted crushed rock at least 8 inches thick planed over a firm existing soil subgrz de.
The following sections of this report provide recommendations for foundation support of
the proposed construction. The recommendatic;;z presented herein are based on preliminary
structural information and assumed foundation loads. Additional recommendations can be
provided, if necessary, when the design loads have been determined.
Drilled Pier Foundation Support I
We recommended that the proposed tower be supported on a single drilled pier extent'ing
into the stiff clay soils. Lateral deflection of the pier is expected to govern design. As such,
Lie pier may be proportioned using the soil properties presented below. These values are peak
strength parameters and do not include a factor of safety.

The material properties presented in the tables above are based on the results of a limited
laboratory testing program combined with our experience with similar materials in the project
area. Good engineering judgement and appropriate safety factors should be used in design of
the tower foundations.
We recommend tial the piers can be excavated using conventional heavy drilling
equipment in proper working condition. The need for casing during shaft drilling is not
anticipated.
Slab Support
The planned equipment slab--on-grade should be underlain by a layer of compacted
crushed rock at least 8 inches thick placed over a firm existing soils subgrade. The purpose of
the rock is to provide uniformity of support and to act as a capillary break against moisture
migrating up thr( igh the subgrade soils. The crushed rock should meet the gradation and
compaction recommendations for imported fill presented below. Overexcavation of soft or
disturbed soils and replacement with compacted crushed rock may be required to achieve a firm
slab subgrade.
Site Grading
We anticipate that grading required for site developmen. should be minimal. Surficial
silty soils were soft and wet at the time of exploration. Overexcavation of soft and r �t soils will
likely be required prior to placement of the crushed rock surfacing.
The silty soils near the ground surface are sensitive to disturbance when wet, and will
require protection from construction equipment wheel loads during wet weather conditions. X
recommend that surface protection consist of a layer of compacted crushed rock at least 4 inches
thick. Thicker rock sections and/or geotextile strength fabrics may be required, depending on
the wimber and magnitude of wheel loads and the specific weather conditions.
If site grades are to be raised, we recommend that imported fill materials consist of non-
or;anic, granular material with no particles larger than 3 inches nominal diameter. Import fills
Raced during wet weather conditions should consist of well-graded sand and gravel or crushed
rock materials containing less that 5 percen- fines (silt- and clay-sized materials passing the No.
200 sieve).
Fill materials should be placed on a firm, unyielding subgrade. All fill should be placed
in uniform, relatively horizontal lifts and compacted to at least 95 percent relative compaction
as evaluated by ASTM Test Method D1557. The optimum lift thickness will depend on the type

of compaction equipment used, but should generally be less than about 8 inches in loose
thickness. Care should be taken to avoid disturbance of sensitive subgrade soils.
Crushed rock should consist of clean, well-graded, free draining material having no more
than 5 percent passing the No. 200 sieve and a maximum particle size of 1'h-inches. The rock
should be compacted to 95 percent of the maximum density established in accordance with
ASTM Test Method D1557.
Resistivity_Testing
Vertical Electrical Soundings (VES) were performed near the p,opoz-ed tov,er location
as shown on Figure 2 using the four-electrode method with an electrode configuration teen ed
the "Wenner Array." This array utilizes four collinear, equally spaced electrodes with the outer
electrode pair serving as current electrodes and the inner pair as potential electrodes.
A Soiltest Model R40 soil resistivity testing system was used to measure resistances at
each Electrode spacing. Readings were obtained at incrementally greater electrode spacings in
order to penetrate to increasing depths. Steel electrodes were driver,. into the ground at each
electrode or A-spacing. A-spacings of 1, 1.5, 2, 3, 5, 7, and 10 feet were used.
Measured resistances were converted into Apparent Resistivities (p,_) using the following
relationship:

The apparent resistivities shown represent the cumulative effects of all of the subsurface
materials through which current flows at each electrode spacing. The depth of investigation
using the Wenner Anay is about 60 percent of the A-spacing. Results of the resistivity tests arr.
shown on Figure 5.
Corrosion Potential
A preliminary assessment of the corrosion potential of site soils was conducted by a
determination of the pH of a representative soils sample. This test was conducted on a sample

_ appears that the sue sc ilq are mildly corrosive.
CONSTRUCTION MONTTGRING AND TESTING
We reccmmend that Dames R Moore be retained to provide monitoring and testing
services during foundation cr—.struction activities. The purpose of our field monitoring services
is to confirm that foundation conditions are as anticipated, to provide field recommendations as
required based on conditions encountered, and to document the activities of the contractor to
assess compliance with the project recommendations provided by Dames & Moore.
CLOSURE
The analyses, conclusions, and recommendations presented in this report are based on
site conditions as they existed at the time of our field exploration, and further assume that the
conditions encountered in our exploratory boring are representative of subsurface conditions
within the project area. If conditions different from those described in this r8port are
encountered or appear to be present beneath excavations, Dames & Mcore should be advised
at once so that additional recommendations may be provided where necessary.

Lessee may reduce the rental provided by paragraph 2 by one-half(14), with such reduced rental to remain in effect so long as such condition con-
tinues to exist.
7. This Lease shall continue in full force and effect for its term and thereafter for subsequent successive like terms unless terminated at the
end of such term or any successive like term upon written notice by the Lessor or Lessee served thir!y (30) days before the end of such term or
subsequent like term,provided that Lessee shall have the right to terminate the Lease at the end of any monthly period upon written notice to Lessor
served not less than thirty (30) days prior to the end of such monthly period. Lesso:shall have the right to terminate the Lease at any time during
the period Of this Lease if the Lessor is :o improve the unimproved property by erecting thereon a perm nent private commercial or residential
building. Lessee shall remove its signs within thirty(30)days after receipt of a copy of the applicable building permit.The Lessor will up,,n giving
such notice of building,return to the Lessee all rent paid for the unexpired term plus th-total cost of the construction and the removal of Lessee's
signs,less 1/180th of such cost for each full month of this Lease prior to the notice of termination. If Lessor fails to commence the erection of the
private commercial or residential building within thirty (30) days after Lessee removes its signs, Lessee shall again have the right to occupy the
premises and maintain advertising signs subject to the provisions of tli+Lease.If any portions of the property are not to be utilized for such building,
the r...saee has the option to use the remaining portion on the same terms, except that the rent shall be proportionately reduced.
8. Lessee shall have the.ight to permit others to place signs owned by than on the property, and such signs shall be subject to the terms
and conditions of this Lease. It is acreed between the paities that Lessee, or such other person, as the.case may be, shall remain the owner of all of
aid advertising signs, structures a-I improvements, and that, notwithstanding the fact that the same constitute real estate fixtures, the Lessee or

< 9. This Lease shall constitute the sole agreement of the parties relating to the lease of the above described premises. Neither party will be
bou,id by •my statements, warranties, or promises, oral or written, unless such statements, warranties or promises are set forth spe ifically in this

10. The -ord "Lessor" as used herein shall include lessors. This Lease is binding upon, and inurec to the benefit of the heirs, executors,
