'The findings and conclusions on which the Director based his decision are as rioted below, A FINDING OF FACT 1 . Background Information A site development review application was approved subject to certain conditions for the Fred Meyers Hume Improvement Center on the subject property in September, 1979 (SUR 11--79) . 2. Vicinity Information Properties immediately to the west, north, and south are also zoned C.-G (General Commercial) . Pruperties to the east are in Washington County . 3 . Site Information and Proposal Description There is a 6,300 square foot tire center on the southwestern corner of the Fred Meyer development complex. The structure consists of a small office, a show room, and three bay areas for automotive service. The side yard where the fence is proposed to be built presently consists of tall grasses and is bisected by telephone lines and poles along the length of the yard. The presence of telephone poles was realized by staff at a point in time too late to solicit Portland General Electric. comments (see conditions of approval) . The applicant proposes to construct a cyclone security fence with redwood slats measuring 20 feet wide by 60 fret in length, 11 feet in height, and it will be located 2 feet inside the side property line. The applicant states that Les Schwab has outgrown its present facilities and would use the enclosed area for storage purposes . Agency Arid NPO Comments The Engineering Division has reviewed the proposal and hr+s r objections to it. The Building Division has revieuled the application and has the following comments : We have no objections as long as the fence is engineered to carry lAlind load and a building permit is obtained. Written permission was obtained by the applicant by the Fred Meyer tenant lease administrator for construction of the fence. No other comments were received . B. ANALYSIS AND CONCLUSION The proposed variance will riot be materially detrimental to the purposes of this Code, he in conflict with the policies of the Comprehensive Plan, to any other applicable policies e •id Rtandards; and to other properties in the same zoning distr•i.ct or vicinity . The proposed use will be the same as permitted under this Code (storage of goods and products incidental to the business) and C?.ty standards will be maintained to the greatest extent that is reasonably possible, while permitting an economic use of the land. Finally, existing physical and natural systems will not be adversely affected. Therefore, the proposal meets the criteria as given in Section 18. 134.050 of the Code for granting a variance and staff recommends its approval .
