SITE DEVELOPMENT PLAN REVIEW 4.1 SDR 24-74 (Country Kitchen-Shakey ' s Pizza) A proposal to locate a Country Kitchen Restaurant and Sh-ikey 's Pizza Parlor on two parcels located at the corner of 09th and Pacific Highway. A. Staff Findings 1. Bolen presented the findings noting that the plan did conform to the city' s landscape requirements with two minor -xceptions and pointed out the inadequacy of the existing "indition of 69th Street. B. Applicant's Presentation 1. Carl Anderson of Coldwell-Banker stated that Mr. Bolen had adequately explained their proposal. and that he himself and Bob Martin, the engineer, as well as Milt Olson, the general contractor, were present for a,iy questions the board. might have. C. Staff Recommendation 1. Bolen recommended approval of the submitted site develop- ment plan with the following recommended changes: a) that the parking area located in front of the Country Kitchen site have a planter located somewhere along its .100 ft. length, preferably at the end. b) that the frontage on 69th be impro•red to include a curb and feathering of asphalt from the curb under the existing road to provide for surface water runoff c) that the access point from Pacific Highway should intersect at a 90 degree angle D. Discussion and Action 1. Bartel responded concerning the staff finding that the walkway in front of the Country Kitchen is within the setback area. He said that he found no problem with this and the board concurred that the building location was appropriate. 2. Whittaker moved to approve the submitted site develop- ment plan according to the following conditions: a) that the area shown for refuse storage be screened on 4 sides b) that the sidewalk serving the Country Kitchen restaurant extend to the end of the 100 ft. strip of parking spaces and that a planter be provided where the last parking space is shown to coincide with the sweet gum and tam ,junipers stipulated for the other planters. 7n addition, the planter in the middle of the length of parking in front of Shakey's to be moved to the last designated parking spot adjacent Shakey 's. c) that the entrance drive from Pacific Highway Inter- sect the highway at a 90 degree angle. d) that 69th St. be improved by providing asphalt 17 ft. from centerline of the road with an extruded curb on the margin. 3. Bolen distributed the submitted plan showing the proposed bu ;_lding design and also a photograph of a building recently constructed in Eugene using the same materials and colors. B. TYie meeting was Lidjourned at 5:45 P.M. l SDR Minu-Les - December 5, 1974 - page 3 T.IGARD SITE DEVELOPMENT AND DESIGN REVIEW BOARD ��- Staff Report December 5, 1974 SDR 24-74 Applicant Country Kitchen, Inc . of Portland and Shakey's Pizza Property Involved The subject property is located at the intersection of Pacific Highway and 69th Street, on the northeast corner, adjacent the existing Texaco station. (tax map 1S1 36AD, tax lot 4300) . i Staff Findings i 1. The applicants propose locating two restaurants on the site which has been divided into separate parcels according to the Planning Commission approval of November 19, 1974. 2. Access to the property is provided by one entrance from Pacific Highway located in the middle of the property and ` between the two proposed restaurants. Additional access and the on_ y egress is provided from 69th. Street at two points. 3. Both buildings are proposed to be located at the minimum distance from the Pacific Highway frontage which is 10 ft. This 10 ft. setback is required to be landscaped and is shown as such with the exception of the Country Kitchen Restaurant which shows a small portion of its 10 ft. being used as a walkway. 4. The submitted landscape plan shows considerable landscaping along Pacific Highway and 69th within the public right-of- way area. This is due to the fact that, for instance, on the Pacific Highway side, there is a 2.0 ft. strip of land between the existing curb and the applicant's property line. 5. There is one location in the parking area, in front of the Country Kitchen Restaurant, where the regiUred tree plpnt- ings at 70 ft. on center are not indicated on the submitted plan. 6. The Pacific Highway frontage presently has the necessary storm drainage and curbing. 69th Street has only a pR✓Pa2 surface with open drainage on its margins. When approving the partitioning of this parcel , the Planning Commission required a piped storm system along the applicant's 69th Street front- . i age.
