The run of each tread shall not be .less than 10 inches. The largest tread run within any flight of stairs shall not exceed the smal- lest by more than 3/8 inch and the greatest riser height within any flight of sta.,rs shall not exceed the smallest. by more than 3/8 inch. Class II standpipe piping shall be: Sized to deliver 100 gmp at 65 psi. Provide calculations to this office for verification of sizing. Class II st:andpioe piping shall be: Water supr";° to the standpipe shall be controlled by an approved valve. Any incline in excess of that stipulated in section 3313(g) in aisles would have to be accomplished through an arrangement of steps (stairs` . Section 3305 (c) clearly stipulates in the last sentence that the greatest riser height within any flight of stairs cannot exceed the smallest riser height by 3/8 inche. This applies to the step in relation to the next, as well as the step itself, such as being unlevel or uneven. In short, section 3305(c) applies as indicated by section 3321(f)-2 of the State of Oregon Structural Specialty Code and Fire & Life Safety Code. Item 1 - Stairway/Aisles The variation of rise is a concern to roe, and I would greatly appreciate your help in determining which treads to shave. I can most. you on the site at any lime. , Tread iun in this case can only be increased at the expenas and entry inaorveniencs at each east row. In this regard, the aisles in a grandstand are exactly that, aisles. They ars not, by my understanding, steps, and I trust your interpretation of the code will bs similar when we meet at the site. The difficulty and danger in entering each seat row will be apparent. During construction we analyzed this procedure with great cars and made the treads as wide as we could to Osaka it easy for elderly folks to. navigate. Life safsty is still important w me, and it you can sugpest an improvement, I would both accept and appreciate its Item 2 - Glass 11 Standpipe Piping Pipe will be changed to galvanized steel from float level to valva. The Tigard Water Bureau, which donated this work to the Stadium, assures me ttat you have for in excess of 100 GMP. They will test is to give you an actual capacity. Thar@ in a typical gats valve on the school side of the meter. I am not sure this is approved. Please advise. Hose and cabinet and nozzle will be purchased and installed this weak. Testing of pips has been done, but I must refer to the letter being sent directly to you as to how many pounds and how long. Gana Birchill, Deputy Fire Marshal, October 20, 1981 page 2 Item 3 - Exit Illumination Exit illumination is at present supplied by both field lights and Stadium service. These are two distinct services. At the Forest Grove game, the field lights failed beceusa of transformer problems. The itadium lights continued to provide ligbt for minimal activitiaa. Item 4 -- Exit Signs This it9m is presently being attended to. Item 5 - Exit Sign Letters Exit sign letters, when required at night, contrast beautifully end ars @say to read from the top rows. Item 6 - Stairways Refering to Chapter 33 of the Uniform Building Cods, the Stadium requires three exits; we have six. The 44 inch stair requirements allow 7 inches for handrail penetration. The remaining walkable space is therefore 37 inches. Four sets of stairs have 42t inches and two have 37} inches. Further in the codo, page 520, Item 6 it states, "stairs *hall be no narrower than aisles feeding these stairs." Here again I hope your interpretation can concur with mine. Wo have had home events thus far and have tied extreme success with the functioning of these access points. Item 7 - Landings Landings also fit within my reasons at six, but beyond this the program writton fur the initial design wanted the viewing as close to the field as possible, and since the lower ramp is busy, we were attempting to provide as much room as possible for traffice to all stair entries. Iters 8 - Fire Extinguishers This iters will be attended to immediately. This wet an oversight on my pert and is essential. Item 9 - Guard Rails Guard coils per cods at front most were acceptable, as I understood, at 28 irches. We made theta 36 inches to minimize danger o;' fall. Since eye level is at 44 inches, we felt this would still prQvido good sightlines. Though we added only 16 fest to the existing rail at thw playing field, our concern was length of fall, 30 inches. We have had this rail in existence for 21 year* with no injuries and no falls that i em aware of. Please see 1716. Fill was placed in this area to obtain this 30 inch requirement. Item 1 I 0 - Stairway Handrail Though the staiii-4y to the playing field was constructed in 1960, we wili install intermsulate handrail* this week. Those short stairs can, at times, be the most dangerous. Section 3321 (e) 5 - Must a cross aisle in a interior bleacher terminate in a separate atmosphere? As I read that section, the ciords "enclosed stairway and exterior perimeter ramp would indicate a separation was intended. 2. Section 3321 (f) 2-B - t'ay a cross aisle be utilized at or above the 16 row mark in interior bleachers, to eliminate dead ends. 3. Section 3YU (6) 5 - Is it intended that 54 inebes is the maximum as well as the minimum width for cross aisles regardless of the length or the number of aisles feeding into it. Bleacher installations on mezzanines and on gym floors are nftcn placed so that the first row of seats is 54" from a rail or team benches, tables, & etc. The limitation of 54" is inappror)riate in my opinion, when long rows of bleachers are use". People when exiting bleachers, move straight down, not to the side to aisles and then dorm. '.:xit flow is slowed greatly with only 54" !gide cress aisle at fib: :,ase of bleachers. Discussion involved the items identified on the T.R.F.P.D. Plans Review. A concensus opinion on the subject items are as follows: ITEM 1) Since the structure is open on three (3) sides, products of combustion would not be expected, to be trapped, thus, no hazard to the occupants due to combustible " structural frame" members in the roof. Additionally, there is no source of ignition in the area of combustible framing. Thus, item # 1. is deleted. u(2) Based on the interpretation that aisles which consist of a series of steps need not meet all of the requirements for stairways, item # 2 is deleted.
