Bartel Construction Report X24 March 24, 1980 Present - Don Phillips, Dave Galvin, Harold Campbell, Ray .3artel Weather - Clear The placement of flat work in and around Buildings One and Two was discussed. Harold Campbell was notified that Westwood Construction g had a Change Order pending for the placement of electrical conduits for project and directory signs. We requested that he insure the coordination of the placement of those conduits prior to the place- ment of any flat work. Dave Galvin requested a drawin:; showing; the location of cat walks and roof hatches. Forms for the placement of foundation vents and r;rills were inspected with some partly assembled. Naterial used for the forms were pressure treated 2 X 121s. The end cuts on the 2 X 12's contained raw wood subject to :rot and the foremen was requested to treat the cut ends with Penta or other equal material prior to placing for concrete pour. Along the west side of Building Four electrical conduit had been damaged in excavetion for the placement of retaining wall footings. Retaining wall footing forms were in place. Later I reviewed tre drawings at the construction trailer because the situation did not seem proper in the field. In discussing with Harold I noted that he had misinter-oreted the drawings and that no retaining wall were to be laced in this g p area. The method of sclvini, the slope from curb to curb was with a landscape bank and a trench drain at the toe of the bank was reviewed. It was requested that th(• ,;rade be re-established and plbsed in the manner in which the drawings had originally shown it. General status of the Buildings is as follows; Buildings One, Two and Three have storey front installed; Buildinr� One nas ;;lass in- stalled; Buildings One and Two soffits are placed and painted and ready to receive to wood soffit facing. Glass is scheduled IMarch 259 1980, for .Building Two. It was requested that the f,lass be field out of the bays that may possibl;, be modified in the area of the dummerfield Fashions Dress Shop, The backfill is complete around Building One; com- plete on the west , south east and :orth sides of Building, iftcee. Workmen had done an excellent job of maintaining firm bearing underneath the footings. All steel was in place and tied neativ and clean. General layout of the steel in the forms was excellent. No signs of the Bullding Inspector at the job site were evident. I asked the concrete foreman and Roger Simonatti of Westwood Construction :if the City had been notified. The City iiad been notified Thursday , November 1, 19719. I visited Fd Walden in his office at City Hal.l. Ile reviewed all requests for foundation inspections and found none present. He was extremely Irritated about the fact that concrete was ready to be poured without an insppection. He placed the blame on the Contractor. Mr. Walden ra�diod the inspector for immediate. inspecticm. While ne was absent frcvn the room radioing the inspector I was informed that no one was in Thursday or Friday of last week. I returned to the job site and met the building insppector. He walked the foundation, requested only that the northwest corner be drained in the area of the footing pour. Earlier during the inspection the concrete foreman had indicated that the City of Tigard always required A keyway in the top of the footings. I discussed this with the Buildin Inspector and indicoted that with the vertical dowels in the footings as placed that no keyway was needed. PREVIOUS ACTION: The Tigard Planning Commission recom.!Lnded approval of the development p an and program for Summerfield on February 6, 1973 and the Council adopted the Commission's recummendation on February 12, 1973 (Reference: 2C 5-72, from Washington County P-R Planned Residential to City of Tigard P-D Planned Development) . The Retirement Center is being developed at this time. The majority of residential development in Summerfield has been completed. There are several apartment units under construction, several single family units and condominium units are being completed currently.
