Dear Brad:
Charlotte Tice, Administrator, Summerfield Civic Association,
has requested that I submit a modification for the subject fill
permit. I have represented the association on this project..
The initial permit was revised to allow a full extension of
the 36-inch drain line to connect to the lake drain.
Now, in lieu of installing a catch basin in the middle of the
fill, the contractor has agreed to install more fill material so
that the entire area can be drained into the lake. (See attached
drawing) The fill material is on site and ready to be graded.
To obtain the necessary slope for drainage it has been proposed
that a berm be formed at the edge of the fill, parallel with the
street (SW Durham Road) . This berm will also provide a noise
barrier from the traffic on Durham Road.
The change creates a small. drainage problem on adjacent prop-
erty to the west, Brookside Apartments . The natural drainage from
the lawn will be hindered and a catch basin must be installed.
Only a small amount of water drains from this area. -rhe catch basin
will be located on private property w_ler.e there is no vehicular
traffic. It is requested that a JIFF-E Catch Basin be authorized
in th_ s case. It will drain into an existing 18-inch corrugated
steel pipeline. (See attached information on a JIFF-E Catch Basin) .
The grate will be 12" x 12" . A representative of the owner has
approved this solution to the. problem.
Please advise Ms Tice if this inodif.ication is approved. A
preliminary telephonic approval would be appreciated. The contractor
desires to finish the project this week, prior to any rainy weather.

For typical installation as shown here, first find the
lowest surface area in the yard(where water usually
stands after a rairi). A JIFF-E BASIN Catch Basin
(single or double outlet as required)should be
installed at that point. In a yard with several low
spots,it may be desirable to install two or more
catch basins.Catch basins help keep your drainage
system pipes free by trapping silt and solid particles
in the 2"sump at bottom. These should be cleaned
out penodica!ly.
Next calculate the difference in elevation from the
flow line of the catch basin outlet to the exit point of
the drain pipe.This difference must be at least a I%

Dear Ms. Tice,
The plans for the above project have been reviewed and approved subject to the
following:
1. The fill permit must be issued simultaneously with the Engineering Depart-
ment permit, required for the additional storm drain pipe and manhole.
Mr. John Hagman (Engineering Dept. ) is reviewing the plans for that permit.
2. Prior to the placement of any fill, all required erosion control methods
shall be in place. This includes:
Installation of a gravel driveway.
- ',installation of a silt barrier.
See attached drvwirg for examples.
The silt barrier shall remain in place until the fill area has been
provided %ith permanent ground cover (i.e, Bark dust, grass, or other
landscaping).
3. Streets shall be kept clear of dirt and debris at all times.
4. During dry periods, duet control shall be provided.
S. No fill shall be placed so as to change direction, black or hinder the
natural drainage from adjacent property.
6. The slope of any fill shall not exceed 2 horizontal to 1 vertical.
7. In order to place a structure on any fill, a report prepared by a qualified
individual (i.e, Registered Soil Engineer) , that confirms the soil bearing
capability shall. be submitted to the Building Division.
B. The City shall be contacted for an inspection of:
-- The erosion control prior to startof fill.
- The completed fill, after final grading.
- The comp) '--ed permanent erosion control measures (i.e, seeding, ground

The Board of Directors of the Summerfield Civic Association met last week to discuss a proposal
to dump fill dirt in the depressed area near S.W. I*h and Durham Road. You have met with our
representati e, Bob Santee,and have discussed the situation.
We have arrived at ar,.understanding o the work that has to be accomplished to meet your needs of
disposing of excess dirt, and to meet the needs of the Civic Association to make better use ot'tris
area. Also, the Assa-iation desires to continue construction of the brick wall at some future d:+tn.
Following is a listing of requirements:
1. Clear and grub existing area where fill dirt will be dumped, saving this top soil to b-!
redistributed after filling and grading.
2. Provide mod install 16' high manhole as indicated with connections to incoming drain
lines. (This is an estimated height. Manhole cover shall be the same height as new sidewalk).

3. Provide and install 80 lineal feet of approved 36 in^h drain line from manhole,
northerly, to open dit�:.h.
4. Change and reinstall 20 feet of existing 6"rvC drain pipe to meet at open ditch at end
of 36" pipe. A 22 1/2 degree 6"bend will be required.
5. Dig open ditch large enough to dump 24 yards of riprap(4"diametzr and above)at open
end of ditch. Distribute se -hat water will drain in a steady downhill (low.
6. Fill area with dirt to the new sidewalk level until a-7,41lope can be provided apokaepho
enh of theA40ch. Asphalt;c concrete is not to be used as(ill.
7. Compact all soil to 90% density.
8. Grade and smooth the finished area and reestablish the cyclone fLnce.
