4. Site Information
The subject site is vacant , slopes 3% to 7% to the west and is covered with
native grass.
B. APPLICABLE PLANNING POLICIES

All property owners within 100 feet of the site were notified by
mail of this application. A notice was published in the ligard
limes on August 9, 1983. In addition NPO #5 was notified of this
application.
2.1.3 THE CITY SHALL ENSURE 1HAT INFORMATION ON LAND USE PLANNING:
ISSUES IS AVAILABLE IN AN UNDERSTANDABLE FORM FOR ALL INTERESTED
CITIZENS.
All interested parties are given at a minimum 10 days to review
the application and submit written comments to the planning
department and are en_ouraged to do so. The planning staff was
available to answer any specific questions persons may have had
regarding the application.

Public facilities are available to the site. The applicant has submitted a
storm drainage plan. Serer and water connections were not noted, however,
those services are to the site and the. The City's Building Division shall
check the proposed connections.

7.6.1 THE CITY SHALL REQUIRE AS A PRE-CONDITION TO DEVELOPMENT THAT:
a. THE DEVELOPMENT BE SERVED BY A WATER SYSTEM HAVING ADEQUATE
WATER PRESSURE FOR FIRE PROTECTION PURPOSES;
b. THE DEVELOPMENT SHALL NOT REDUCE THE WATER PRESSURE IN THE
AREA BELOW A LEVEL ADEQUATE FOR FIRE PROTECTION PURPOSES; AND
c. THE APPLICABLE FIRE DISTRICT REVIEW ALL APPLICATIONS.
The Tualatin Rural Fire District Fire Marshall has reviewed the
application.
7.4.4 THE CITY SHALL REQUIRE THAT ALL NEW DEVELOPMENT BE CONNECTED TO
A SANITARY SEWER SERVICE.
C. SITE PLAN/DESIGN REVIEW
The applicant is proposing to construct three office/warehouse buildings
19,700 s.f. , 27,500 s.f. and 24,617 s. f. )on a vacant lot (office
improvement will be in the range of 10% to 20- of the total building
area). The plan as submitted meets all the dimensional requirements
outlined in Chapter 18.48 of the Tigard Municipal Code.
The parking requirement for this site is 99 spaces (office, 14,363 : 35U =
41 spaces and manufacturing/warehouse, 57,45' 1,000 = 58 spaces). The
site plan shows 194 spaces. After staff review of the site plan, staff
recommends that 5 parking spaces be eliminated and replaced by landscaped
dividers to meet the landscaping requirement.
Access to the site is provided via four points, three of which are on S.W.
72nd Ave. with a range of 50 to 60 feet in width, and one point on S.W.
Upper Boones Ferry Road with 6U feet in width. Both 72nd Ave. and Upper
Boones Ferry Rd. are included in a Local Improvement D` ict project.
The applicant has submitted a landscaping and irrigation plan which
conforms to the requirements set forth in Chapter 18.59 of the Tigard
Municipal Code. Plans for public water and sewer connections were not
submitted.
D. STAFF RECOMMENDATION
Staff recommends approval of SDR 12-83 with conditions as follows:
I. A street opening permit shall be required to tap into the sewer line
in the public right-of-way. A bond for 100% of the cost of connecting
the sewer line shall be posted with the City of Tigard prior to
issuance of Building Permits. In addition, the Building and
Engineering Divisions shall inspect the sewer line connection prior
to the line being covered.

2. A revised parl.ing and landscape plan shall be submitted eliminating
the 5 parki,ig spaces as suggested by staff and showing additional
landscaping required by the elimination of the parking spaces. The
revised plan shall be approved by the Planning Department prior to
issuance of Building Permits.
