Re : Oregon Office Industrial Park
Dear Mr. Barker :
I recently directed a letter o the City of Tigard
concerning the above subject as it relates to the
Unified Sewerage Agency. When representatives of the
Industrial Park were 3 �cently in the City obtaining
connection permits foz two buildings , they were informed
that no more connection permits would be issued by the
City of Tigard for individual buildings and that the entire
Industrial Park would have to be connected to the Unified.
Sewerage Agency.
This statement which requires connection of the entire
Industrial Park is contrary to the understanding that I
had with Unified Sewerage Agency , as well as the applicable
ordinances of the Unified Sewerage Agency . I would appreciate
the City of Tigard reviewing this matter with Unified Sewerage
Agency as I have advised my clients they are not required
to hook up the entire industrial park .

SUBJECT: Connection Fee

In reviewing this file and several other warehouse and com-
mercial files , the Agency staff will recommend to the Board
of Directors a change in Resolution and Order 70-1.2 on the
method of computing connection changes . This change would
delete reference to building area and fixture units and base
the connection charge on land area. This change is consistent
with the general philosophy of utilization of connection charges
for major capital facilities , such as plant and interceptors ;
and the design basis of average densities applied to land area .
This method will also be more equitable in that --,iture modifi-
cations or additions will not incur additional c.-nnection
charges.
If the Board of Directors makes this modification, we would
expect it to be effective July 1, 1978. I would also er,courage
you to deal with the City of Tigard directly in that the have
contracted to the Agency to administer our rate structure and
will be responsible for collection of these changes .
