formerly addressed as 73.30 SW Beveland . I understood the occupancy class
to be new since it is a change in use from a church to aschool, and I did
not realize that USA cun:: iders this type of permit an existing occupancy.
The $3, 900 charged to the applicant , City University, was for 4 more DU' s
due to increased plumbing fixtures. There was no new connection che.rge.

This is a Fire and Life Safety Plan Review and is based on
the 19E35 editions of the Fire and Life Safety Code (UBC ),

A. FINDING OF FACT
1 . 9ackground
A decision regarding this proposal was released on
December 9, 1986. The applicant requested an amenHed decision
relating to streec improvement requirements four, under, the
conditions of approval.
The subject properties were annexed to the City in September,
1978 . A zone change from '.lashingt:on County RU-4 zoning to City of
Tigard R-7 zoning was accomplished in November, 1980 (ZC 27-80) .
At, the same time a Conditional Use Permit was granted to allow
construction of a religious assembly use in the R-7 zone (CU
1.6 -80) . In July, 1980, a Site Design Review application was
approved subject to eight conditions (SDR 18--80) . With adoption
of the new Comprehensive Plan in 1983, the zoning for the subject
properties changed from R--7 to C-P (Commercial professional) .

Properties to the north, east and south are all zoned C- P
'Commercial Professional) . Properties to the west are zoned R-3.5
(Single Family Residential, 3 .5 units/acre) urid C-G(PD) (General
Commercial, Planned Development) .
3 , Site Information and Proposal Description
The site presently contains an approximately 10,370 square foot
zhurch, a paved parking lot in front, a gravel turnaround in the
rear and a gravel drive on the eastern edge of the property . Most
of the property is covered with grass .
The applicant proposes to convert a portion of the existing
religious assembly use to a school (personal service facility) and
the church use will also continue. The parking lot will be
expanded into the western and rear portions of the property .

The Building Division and Portland General Electric have reviewed

due to the recent release of the Tigard Triangle Traffic
Circulation Study . The study addressed many items including
traffic volumes (both present and future), circulation
patterns and street width requirements given future traffic.

elements of the study are adopted. An Arterial street
improvement could widen the road to 5 lanes and
significantly impact the vertical alignment of Beveland and

not complete and Comprehensive Plan Amendments have not beer
proposed, we feel it' s important: to not preclude the
potential reclassification and 49provement of SW 72nd Avenue
to Arterial standards.
Given this information the following amendments to SDR 20--86
conditions of approval are recommended:

The proposed site plan for City University is consistent with Community
Development Code requirements for setback req,iirements and visual
clearance areas . Additional comments regarding access and egress,
parking, and buffering are noted below.
Access and egress:
The applicant states that the gravel service drive on the eastern
edge of the property will continue to be used by the church on
w9ekends. The Code requires in Section 19 . 106.010(j )(4) that all
access drives be paved. t
Circulation patterns for the two access and egress drives fronting
SW Beveland Street and the gravel service drive should be
clarified so that minimum Code width standards for one or two--way
access drives can be met (10 feet, one--way; 2.4 feet in width for
two-way drives) .
Parking:
Sufficient standard (93) and handicapped parking spaces (5) have
been provided (2.6 are required) . 'The Code requires in Section
19 , 106 .020(p) that at least one secured bicycle rack space be
provided for every 15 required parking spaces in any development.
The site plan should be revised to sF w bicycle parking. It
should notbe located within parking aisles, landscaped areas or
pedestrian ways . Off—street, parking should also be clarified
along the SW Beveland Street frontage on a revised site plan.
Buffering and Screening:
The site plan does not indicate where exterior lighting will be.
placed to illuminate the parking areas or pedestrian ways on the
property . Such lighting should be arranged so as to reflect the
light away from abutting residences , The landscaping plan should
also be. revised so that surrounding residences will be shielded
from vehicular headlight glare, particularly along the Postern
property line as indicated in Section 19 . 100.080.
Section 18. 100.030 of the Code requires that all development
projects fronting or public streets or which have an access drive
more than 100 "Pot in length be required to plant. street trees in
accordance with the standards in Section 19 . 100.030. A revised
landscaping plan should be submitted which dhows placement,
caliper and species of trees.

C. DECISION
The Planning Director approves SDR 20-86 subject to the following
conditions:
1 . UNLESS OTHERWISE NOTED, AL.L CONDITIONS SHALL BE METPRIOR TO
ISSUANCE OF BUIL..DING PERMITS.
2. Additional right--of-way shall be dedicated to the Public along the
SW 72nd Avenue frontage to increase the right-of-way to 40 feet
from centerline. The description for said dedication shall be
tied to the existing right--of--way centerline as established by
County Survey No. 20,442 . The dedication document shall be on
City forms and approved by the Engineering Section. DEDICATION
FORMS AND INSTRUCTIONS ARE ENCLOSED.
3 . Storm Qewer details shall be provided as part of the Public
Improvement plans . Calculations and topographic service area --
basin map shall be provided as a supplement to the Public
Improvement plans, to demonstrate evidence of area - basin full
development serviceability. The location and capacity of existing
and proposed (or future) lines shall be addressed.
4. Seven (7) sets of plan-profile public improvement construction
plans and one (1) itemized construction cost estimate, stamped by
a Registered Proressional Civil Engineer, detailing all proposed
publicc improvements shall be submitted to ) e Engineering Section
for approval. .
5. Construction of proposed public improvements shall not commence
until after the Engineering Section has issu-d approv0d p,iblic
improvement plans , The section will require posting of a 100%
Performance Bond, the payment of a permit fee and a siyn
installation/streetlight fee. Aiso, the execution of a street
opening permit or construction compliance agreement sh;-.11 occur
prior to, or concurrently with the issuance of approved public

6. The applicant shall provide for roof rain drainage to the public
stormwater system.
7. Interim street improvements including 24 foot wide asphalt
surface, driveway apron(s), crushed rock road base, 3 foot rock
shoulders, ar.d open ditch drainage shall be installed along the SW
Beveland and Gonzaga Street frontages. Said improvements shall
extend to the most easterly entrances to the site and shall be
designed and constructed to City local street standards and shall
conform to an alignment approved by the City Engineering Division.
8 . A non-remonstrance agreement for the future development of
sanitary sewerage main line facilities (for the area) shall be
executed by the applicant, on City forms, and shall be reviewed
and approved by the City prior to recording the agreement and

CITY UNIVERSITY/TIGARD FRIENDS CHURCH
APPLICATION: Request by City University to convert a church into a college
(personal servi�.e use) on property zoned C-P (Commercial Professional) and
located at 7130 SW Beveland Street (WCTM 2S1 1AB Tax Lot 2600 and WCTM 2S1 IAC,
Tax Lots 500 and 600) .
DECISION: Notice is hereby given that the Planning Director for the City of
Tigard has APPROVED the above application subject to certain conditions. The
findings and concicasions on which the Director based his decision are as noted
below.
A. FINDING Of FACT
1 . Background
The subject properties were annexed to the City in September,
1478. A zone change from Washington County RU-4 zoning to City of
Tigard R- 7 zoning was accomplished in November, 1980 (ZC 27--80) .
At the same time a Conditional Use Permit was granted to allow
construction of a religious assembly case in the R-7 zone (CU
16-80) . In July, 1980, a Site Design Review application w,-As
approved subject to eight conditions (SDR 18--80) . With adoption
of the new Comprehensive Plan in 1983, the zoning for the subject
properties changed from R--7 to C-P (Commercial Professional) .
2. Vicinity Information
Properties to the north, east and south are all zoned C-P
(Commercial Professional) . Properties to the west arp zoned R-3 .5
(Single Family' Residential, 3 .5 units/acre) and C-G(PD) (General
Commercial, Planned Development) ,
3 . Site Information and Proposal Description
The site presently contains an approximately 10,370 square foot
church, a paved parking lot in front, a gravel turnaround in the
rear and a gravel drive on the eastern edge of the property . Most
of the property is covered with grass.
The applicant proposes to convert a portion of the existing
religious assembly use to a school (personal service facility) and
the ch,irch use will also continue. rho parking lot will be
expanded into the western and rear portions of the property .
4 . Agency and NPO Comments
The Building Division and Portland General Electric have reviewed
the proposal and have no objections to it.
